USAID HONDURAS PROGRAM AT-A-GLANCE USAID has been in Honduras since 1961. During the past 47 years, USAID has provided more than $3 billion in economic assistance to Honduras. After the closing of the highly successful Hurricane Mitch Reconstruction Program from 1999 to 2002, USAID/Honduras’s focus shifted to critical transformation activities crucial to the economic development of Honduras. USAID/Honduras is focused on the following three areas: Democracy and Governance: USAID supports good governance, political competition and consensus building, and civil society at the local and national levels. This includes support for civil society-led initiatives to increase transparency and accountability in the use of public resources; ensure that elections are free and fair; and advocate for reform where needed. At the local level, USAID works to improve the capacity of municipal governments to respond to citizen needs, through improved local capacity, better services, and increased citizen participation. The actual budget for the Fiscal Year 2008 is $3.5 million. Economic Growth: Economic growth activities improve the business environment, promote economic diversification, and increase investment and trade at the local, regional, and international levels to contribute to poverty reduction. USAID is assisting Honduras in meeting its commitments under the Central America-Dominican Republic Free Trade Agreement (CAFTA-DR). USAID focuses on upgrading laws and regulations in trade and investment; and helping small farmers and enterprises to take advantage of increased trade opportunities under CAFTA-DR. USAID is also working closely with both the Government of Honduras and the Honduran private sector to promote competitiveness in key economic sectors. USAID works on environmental activities which include both water supply management and the implementation of the CAFTA-DR Environmental Cooperation Agreement. In addition, USAID provides humanitarian assistance during natural or man made disasters, and works on training for emergency preparedness and response. The actual budget for the Fiscal Year 2008 is $11.6 million. Investing in People: USAID helps the Honduran Ministry of Health to improve provision of services, especially for maternal and child health, family planning, the prevention of HIV/AIDS. USAID supports new decentralized management services, where local organizations provide health services for the poor, and the Ministry of Health finances, regulates, and evaluates these organizations. In education, USAID assists the Ministry of Education’s efforts to reform policies especially in areas such as development and implementation of academic standards, formative assessments, and standardized testing in public schools from first grade through high school. These efforts enable Honduran decision-makers as well as parents to know how their children and schools are performing and provide critical information to improve educational quality. USAID also supports EDUCATODOS, an alternative learning program that gives out-of-school youth and adults access to basic education. Through the regional initiative, Centers for Excellence in Teacher Training, USAID works to reduce illiteracy and dropout rates in first through third grades by strengthening teacher training programs and providing much-needed books for school libraries. The actual budget for the Fiscal year 2008 is $23.6 million.
