STORM WATER QUALITY-YOU CAN HELP!
The City is responsible to educate the public on improving storm water quality within the City and areas downstream. All storm water runoff eventually drains to the Mississippi River. There are numerous ponds and pipe systems that drain to Coon Creek, Sand Creek, Riverview Creek, Pleasure Creek, and Spring Brook. Some drainage systems drain directly to the river or Crooked Lake. Everyone has a responsibility to take steps to keep our water resources in good condition. Here are a few things that you can do to help: 1. Never dump used oil, antifreeze, paint, etc. into storm drain inlets or ditches/ponds. If you see someone doing this, report it to the City at once. 763-767-6465 (City Engineer) or call 911. Recycle or properly dispose of these items at the hazardous waste site. Call 763-323-5730. 2. Keep lawn fertilizer off the driveway and street as it will run directly to the storm drain system and into the surface water system. 3. Keep grass clippings off the street and driveway. They not only cause plugging of inlet grates but add to impaired water quality. 4. Never dump leaves and grass clippings into ditches. They not only plug the drainage system but add to impaired water quality. The County compost site is located at 133rd Avenue and Hanson Boulevard. 5. Pave your driveway if it is still gravel or dirt. There is an ordinance that requires paved driveways. Unpaved areas erode into the street creating a mess and eventually get to the storm drain system where they can plug the system and fill ponding areas. 6. If you are doing any kind of building additions or landscaping work, keep the dirt from getting on the driveway and street. It would eventually get into the storm drain system and then into ponds, creeks, and river. If dirt spills onto the street, sweep it up and contain it on your site. If erosion of soils is a problem, installation of a silt fence may be required along the street to contain the soils. Please do your part to keep our surface waters clean.

TREE TRIMMER LICENSE REQUIRED
Coon Rapids City Code provides that no one may cut or trim trees for hire without having a license. A licensed tree trimmer has shown proof of liability insurance so if any damages occur, the contractor would have insurance to repair damages. However licensing is not a measure of a tree trimmer's knowledge and skill level. Residents should be cautious of contractors going door to door and ask for references, proof of licensing and/or use a reputable company. Tuesday, August 4th (formerly National Night Out) Held on Tuesday, August 4th, Night to Unite is designed to: (1) (2) Heighten crime and drug prevention awareness; Generate support for and participation in local anti-crime programs; Strengthen neighborhood spirit and police-community partnerships; and Send a message to criminals letting them know that neighborhoods are organized and fighting back.

Youth First
Youth First is a partnership of many dedicated individuals from Coon Rapids working together to support youth and their families. The mission is "connecting the community to benefit youth and their families." Meetings are usually held on the second Thursday each month at the Coon Rapids Civic Center at 7:30 a.m. during the school year. This is an opportunity for anyone interested to share ideas and connect with others in the community regarding youth. COMMUNITY EDUCATION
The Community Education program is ready to kick off another great summer of fun and enriching activities for students from pre-school to grade 8 including teen activities at the Element Teen Center. "Home Base" will be Coon Rapids Middle School which allows ample classroom space and quality outdoor playing fields from June 22nd - July 30th. Summer program materials were available at Coon Rapids schools the week of May 4th. YOUTH SAFETY CAMP
July 28 and 29, 8:30 a.m. to 4:00 p.m. For children entering 4th or 5th grade fall of 2009 Coon Rapids Fire, Police and Parks Departments are co-sponsoring this program designed for kids to have fun while learning. It is the first camp for eight and nine year olds. Children will be taught about water, fire, home, electrical and bicycle safety, first aid, 911 and more. The Camp will be held at Sand Creek Park shelter, rain or shine. Snacks and lunch will be served. There will be a graduation ceremony at Anoka Ramsey Community College Auditorium on July 29th at 7:00 p.m. The $35 registration fee includes leadership, supplies, bike helmet, and t-shirt and hat. $15.00 scholarships are available based on the reduced or free lunch program. GRANT/SCHOLARSHIP PROGRAM
Coon Rapids Youth First has an exciting grant and scholarship program opportunity for community groups, churches, schools, and individuals. The purpose of the grant program is to provide small grants ($100-$500) to community and school groups who will promote the mission and goals of the Coon Rapids Youth First Initiative. The program provides scholarships up to $250 to youth in grades 4-12 to pursue a special interest, gain or improve a skill, or participate in an enriching experience in any field except athletics. Mentors Needed for Big Brothers Big Sisters Mentoring Program at Area Middle Schools Big Brothers Big Sisters of the Greater Twin Cities (BBBS) is working with Anoka-Hennepin School District to provide students at Coon Rapids and Northdale Middle Schools with a caring, adult friend to mentor and guide them. In the school-based program, volunteers meet with young people for an hour once a week for focused activities, including reading, educational games, physical activity or art. This program is an excellent fit for busy professionals who may participate during the lunch hour. If you are interested in mentoring a student, call 763-231-7401.

Summer hours are Monday - Thursday 12:30 to 4:30 p.m. The Element is open to youth ages 11-18, is fully staffed, and provides special events and a variety of activities including video games, board games, pool, snacks. Coon Rapids Youth First and Hot Spot Skateshop are hosting the 9th Annual Skate Jam Skateboarding Competition, Saturday, June 27th for ages 11-17. Home Improvement and Rehabilitation Loans Available
Coon Rapids has several financing programs available to assist residents with home improvement and rehabilitation projects. Contact the program administrators listed below for additional information, including eligible projects and income limits. The CDBG Zero Interest Home Rehabilitation Deferred Loan is available to low- and moderate-income homeowners for improvements necessary to meet minimum housing quality standards. The loan is payable when the home is sold or is no longer the loan holder's principal residence or, under certain conditions, refinancing. There is a short waiting period for these funds. The Greater Metropolitan Housing Corporation administers the program. Contact Marie Malrick at the HousingResource Center™ at 651-486-7401. The Coon Rapids Home Improvement Loan Program makes funds available for four home improvement loan programs. Residents may borrow up to $30,000 at fixed interest rates ranging from 0.5% to 6.375%*. Depending on income, loans have affordable monthly payments or are deferred with no monthly payments. The Home Improvement Incentive Loan Program provides loans for most types of home improvement projects-siding, roofing, windows, kitchen remodel, bath remodel, plumbing, wiring, driveway, sidewalk, flooring, furnace, central air, basement, garage, fencing, landscaping projects and more. The Home Rehabilitation Assistance Program provides loans for necessary repairs or improvements to meet housing code standards. The Two-family Home Improvement Loan Program offers incentives to two-family home owners for exterior maintenance and rehabilitation projects with the adjoining tenant to ensure both units remain compatible. The Emergency Home Repair Loan Program provides funds for homeowners of all income levels with emergency repair needs who cannot qualify for other home improvement loan programs. Funds are available immediately on a first come, first serve basis. In most cases, you may either hire a contractor or do the work yourself. Loan funds are made possible through the Coon Rapids Mortgage Assistance Foundation and the City of Coon Rapids. REMODELING ADVISOR VISITS
The City offers free remodeling advice to homeowners. This service includes a visit to your home by an expert in this field who can help identify and prioritize improvements to your property based on need. The service can also assist with the preparation of the scope of work and the collection and evaluation of bids. The service is free to Coon Rapids homeowners, however, the number we can serve is limited and the program is offered on a first come, first serve basis. RENTAL PROPERTY LICENSING REQUIREMENTS IN PLACE
The City Council recently adopted an ordinance updating the City licensing of rental property. The goal of the policy is to ensure that rental property in Coon Rapids is well maintained and that problem tenants do not negatively impact other citizens. If you own rental property or plan to buy property to rent out, here is what you need to know: • All rental properties are licensed annually. The license fee is $100 and the rental license application is available at City Hall. • All rental property owners must complete a background check and attend Phase 1 educational training. • All rental property owners must complete background and credit checks on their prospective tenants. • All rental property owners must use a written lease with their tenants that includes a crime-free lease addendum. • All rental property is inspected. Properties with a history of complying with City Code and without a history of police calls to the property are inspected less frequently. The fee for the inspection depends on the number of units inspected. • The number of police calls to rental properties will be monitored by the Coon Rapids Police Department. When the number of certain types of police calls exceeds an established threshold, the Police Department will contact the owner and require a written plan for dealing with problems. • Properties that change from single family owned to rental property are monitored more closely during the first year and $500 covers the license fee and monitoring. PROPERTY REVIEWS TO BEGIN
The City's assessors are set to begin reviewing property data as part of the 2009 assessment. This year the Thompson Heights and Burl Oaks neighborhoods will be inspected to ensure the accuracy of assessment records. Several town home and condominium developments within these neighborhoods will also be reviewed. This process entails a visual inspection of each home's exterior. Staff may ask for an interior inspection when data appears to be incomplete. You do not need to be home or wait for the appraiser to come. A door tag with instructions will be left if additional action is needed. If an appointment is needed, they are available between 7:00 a.m. and 5:00 p.m. Monday through Friday and usually take no more than 10 minutes. All staff carry City-issued identification. Drivers 55 and older with a valid license can receive a three year 10% car insurance discount by attending a MN Safety Council Defensive Driving Course held at the Coon Rapids Civic Center. Coon Rapids Senior Services has several popular day trips planned for the summer and fall including a day in Excelsior, Duluth, Rochester and to Nicollet Island to hear the Minneapolis Pops. They are also doing trips to casinos, the Sandstone Midwest Country Theater, and Chanhassen, Old Log and Fanny Hill Dinner Theaters. Compliance with National Primary Drinking Water Regulations
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. Environmental Protection Agency (EPA) prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA's Safe Drinking Water Hotline at 1-800-426-4791. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium are available from the Safe Drinking Water Hotline at 1-800-426-4791.

CITY OF COON RAPIDS 2008 DRINKING WATER REPORT
Coon Rapids is issuing the results of monitoring done on its drinking water for the period from January 1 to December 31, 2008. The purpose of this report is to advance consumers' understanding of drinking water and heighten awareness of the need to protect precious water resources. Source of Water The City provides drinking water to its residents from a groundwater source: 24 wells ranging from 105 to 702 feet deep, that draw water from the Multiple, FranconiaMt. Simon, Ironton-Mt. Simon, Quaternary Buried Artesian, Franconia-Ironton-Galesville, Jordan, and Franconia-Eau Claire aquifers. The water provided to customers may meet drinking water standards, but the Minnesota Department of Health has also made a determination as to how vulnerable the source of water may be to future contamination incidents. * This is the value used to determine compliance with federal standards. It sometimes is the highest value detected and sometimes is an average of all the detected values. If it is an average, it may contain sampling results from the previous year. Some people who drink water containing arsenic in excess of the MCL over many years could experience skin damage or problems with their circulatory system, and may have an increased risk of getting cancer. During the year, we had an exceedance for Combined Radium. Our system has taken the initiative to limit the amount of water being pumped from the source with elevated radiochemicals. We have signed a compliance agreement with the MDH that ensures all residents receive drinking water containing less than 5.4 pCi/L of radium 226/228 on an annual basis. Some people who drink water containing radium 226 or 228 in excess of the MCL over many years may have an increased risk of getting cancer.

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at: http://www.epa.gov/safewater/lead. Some contaminants do not have Maximum Contaminant Levels established for them. These unregulated contaminants are assessed using state standards known as health risk limits to determine if they pose a threat to human health. If unacceptable levels of an unregulated contaminant are found, the response is the same as if an MCL has been exceeded; the water system must inform its customers and take other corrective actions. The Coon Rapids Recycling Center accepts plastics #1, 2, 4, 5 and 6 (no large items like lawn furniture, etc.) and clean styrofoam pieces (no packing peanuts).
