       RESOLVED that the Minutes of the meeting held on 4 December 2008 be
confirmed subject to outstanding amendments to Items 6, 14, 18 and 21.

                   representations, RESOLVED that PERMISSION BE
                   REFUSED for the following reasons:-
                   1. The proposal would by reason of its siting, design and
                   proximity to No. 23 Sheringham Road constitute an
                   overdevelopment of the site, cramped in appearance and
                   out of character with the street scene, contrary to Policies
                   BE1, H7 and H9 of the Unitary Development Plan.

                     2. In the absence of evidence to the contrary the
                     proposed development would result in an undue increase
                     in pressure to on-street parking demand in the vicinity,

                     T18 of the Unitary Development Plan.

13                   (08/03902/FULL1) Single storey detached out building to

                     following reason:-
                     1. The proposed development is permitted by virtue of
                     Classes B and G, Part 1 of Schedule 2 of the Town and
                     Country Planning (General Permitted Development)

               Comments from Environmental Health were reported.
               Members having considered the report, RESOLVED that
               PERMISSION BE GRANTED as recommended, subject
               to the conditions set out in the report of the Chief Planner
               with a further condition:-
               “5. Details of the external doors to the building, including
               the closing mechanism, shall be submitted to and
               approved in writing by or on behalf of the Local Planning
               Authority. The doors shall be installed in accordance with
               the approved details and permanently maintained
               thereafter.

               representations, RESOLVED that PERMISSION BE
               GRANTED, for the following reasons and an informative
               to read:-
               “1. The development to which this permission relates
               must be begun not later than the expiration of 3 years,
               beginning with the date of this decision notice.
               REASON: Section 91, Town and Country Planning Act
               1990.
               2. Unless otherwise agreed in writing by the Local
               Planning Authority the materials to be used for the
               external surfaces of the development hereby permitted
               shall as far as is practicable match those of the existing
               building.
               REASON: In order to comply with Policy BE1 of the
               Unitary Development Plan and in the interest of the
               appearance of the building and the visual amenities of the
               area.
               INFORMATIVE: There are public sewers crossing this
               site, and no building works will be permitted within 3
               metres of the sewers without Thames Water’s approval.

                 Members having considered the report, RESOLVED that
                 CONSENT FOR TREE WORKS BE GRANTED as
                 recommended, subject to the conditions set out in the
                 report of the Chief Planner
25               (08/04100/FULL2) Change of use from retail (Class A1) to
WEST             pizza take-away and delivery (Class A5) and installation
WICKHAM WARD     of ventilation flue to the rear at 60 Glebe Way, West
                 Wickham.
                 It was reported that further objections to the application
                 had been received together with a letter from the Agent.
                 Comments from Highways Divisions in support of the
                 application were reported together with comments from
                 West Wickham Residents Association in objection to the
                 application.
                 Members having considered the report and objections,
                 RESOLVED that the application BE DEFERRED
                 without prejudice to any future consideration to seek
                 information regarding the marketing of the premises and
                 the duration of any term of vacancy.

                    It was further suggested that future reports of the Chief
                    Planner concerning a potential change of use from retail,
                    Class A1 to Class A5 should contain detailed information
                    with regard to the length of time a premise had been
                    marketed and the duration of the term of vacancy, if
                    applicable.

26                  (08/04206/LBC) Alterations to Victorian booking hall
CRYSTAL PALACE      building including removal of former ticket office/ removal
WARD                of pedestrian bridge over Platforms 1 and 2/ new stairs to
Conservation Area   Platform 1/ 3 lifts to provide access to Platforms/ Canopy
                    over Platforms 3-7/demolition of existing booking hall at

                    Oral representations in support of the application were
                    received at the meeting.
                    It was reported that the application had been amended by
                    documents received on 4 February 2009. Comments
                    from English Heritage in support of the application were
                    reported and therefore the recommendation on page 142
                    of the Chief Planner’s report was amended to read,
                    “Grant Listed Building Consent”. Comments from the
                    Advisory Panel for Conservation Areas were reported.
                    Members having considered the report, objections and
                    representations, RESOLVED that LISTED BUILDING
                    CONSENT BE GRANTED as recommended, subject to
                    the conditions and informatives set out in the report of the
                    Chief Planner with an amendment to condition 5:-
                    “5.     Detailed drawings or samples of materials, as
                    appropriate, in respect of the following, shall be submitted
                    to and approved in writing by the Local Planning Authority
                    before the relevant part of the work is begun: gates;
                    railings and handrails; external finishes to lift shafts,
                    walkways and stairs; platform canopy support structure
                    and covering material; platform furniture; closed circuit
                    television and interior and exterior and exterior light
                    fittings together with any associated surface mounted
                    trunking; colours of paint; paving materials including floor
                    finishes to the booking hall and other internal public
                    spaces; internal and external signage.
                    REASON: In order to comply with Policy BE8 of the
                    Unitary Development Plan and to enable a proper record
                    to be made of the building in the interest of architectural
                    and historical research.

Section 4            Applications recommended for Refusal or

27                   (08/01569/FULL1) 6 Detached two storey four bedroom
BROMLEY              dwellings with attached garages and associated vehicular

                     and 12C Fernwood Close, Bromley.
                     Oral representations in support of the application were
                     received at the meeting.
                     The Chief Planner advised that the planning report printed
                     on pages 145-149 of the agenda was incomplete and
                     tabled an updated planning report referring to the
                     previous deferral and that should have been included in
                     the agenda for Plans Sub-Committee 3 held on 5
                     February 2009 under section 2. The Chief Planner
                     reported that revised plans had been received together
                     with additional documentation from Thames Water
                     Authority. Adjacent residents had been notified that
                     revised plans had been received and two letters of
                     objection and one letter of support had been received.
                     This additional information was available for inspection on
                     the planning file.
                     Members having considered the report, objections and
                     representations, RESOLVED that PERMISSION BE
                     REFUSED as recommended, for the reason set out in the
                     report of the Chief Planner

28            (08/03542/FULL2) Use of site for reception/ sorting/
PENGE & CATOR transfer of scrap metals including vehicle breaking at
WARD          Site formerly Burnham Signs Ltd, Burnham Way,
              London SE26.
              Oral representations in objection to and in support of the

              Comments from the Economic Development Officer in
              objection to the application were reported.

                Members having considered the report and objections,
                RESOLVED that PERMISSION BE REFUSED as
                recommended, for the reason set out in the report of the
                Chief Planner. IT WAS FURTHER RESOLVED that
                enforcement action be authorised to secure the removal
                of the patio area.




33     SUPPLEMENTARY AGENDA



                The Chairman moved that the attached report, not
                included in the published agenda, be considered as a
                matter of urgency on the following grounds:
                “Enforcement action was previously authorised by Plans
                Sub-Committee 2 on 9 October 2008 and then reported
                back to Plans Sub-Committee 2 on 4 December 2008.
                Following the Member site visit on 31 January 2009, it is
                necessary for the matter to be reconsidered by the same
                Sub-Committee which authorised the original action.”

CHELSFIELD &    Building not in accordance with Approved Plans.
PRATTS BOTTOM   Oral representations from a Ward Member in objection to
