									Child Care Development Fund – State Plan - Summary

Background

The Child Care and Development Fund (CCDF) made available $5 billion to States,
Territories, and Tribes in fiscal year 2008. This program, authorized by the Child Care
and Development Block Grant Act, and Section 418 of the Social Security Act, assists
low-income families, families receiving temporary public assistance, and those
transitioning from public assistance in obtaining child care so they can work or attend
training/education.
The majority of the funds are used for subsidized child care services to eligible families
through vouchers. Parents may select any legally operating child care provider. Child
care providers serving children funded by CCDF must meet basic health and safety
requirements set by States. These requirements must address prevention and control
of infectious diseases, including immunizations; building and physical premises safety;
and minimum health and safety training.
A minimum of four percent of CCDF funds must be used to improve the quality of child
care and to offer additional services to parents, such as resource and referral
counseling regarding the selection of appropriate child care providers to meet their
child's needs. Consistent with prior years, the fiscal year 2008 appropriation includes
additional funding for specific purposes: $167 million for quality expansion, $96 million
to improve the quality of care for infants and toddlers, and $18 million to improve
school-age care and Child Care Resource and Referral Services.
To improve the health and safety of available child care, many States have provided
training, grants and loans to providers, improved monitoring, compensation projects,
and other innovative programs.

Every two years states are required to develop a plan for implementing the Child Care
Development Fund. The states must address the following areas in the plan: Part 1 -
the administration of the fund; Part 2 - the process for developing the plan; Part 3 - a
description of child care services offered; Part 4 - how parents are informed of their
rights and responsibilities; Part 5 – the activities and services that will be conducted to
improve the quality and availability of child care and; Part 6 – a description of health and
safety requirements for child care providers.

Summary

Maryland has involved the Office of Child Care – Advisory Council, which has broad
representation of government agencies, education, child care organizations and
advocates in the development of their plan. The CCDF State Plan pre-print was
distributed at the January meeting of the Advisory Council and a draft of the plan was
distributed at the April meeting for discussion and comments.

The CCDF State Plan for the period 2007-09 has been implemented by the Maryland
State Department of Education – Division of Early Childhood Development. The
initiatives addressed in the CCDF State Plan align with the DECD Strategic Plan and
the 5-Year Action Agenda for the State. The Division continually evaluates the
initiatives to determine priorities and effectiveness of the projects to determine those to
be continued and those to end. During the past several years, the Division has
identified priorities and needs that will be funded through the CCDF. The CCDF State
Plan for 2009-2011 takes into account the shifting needs of the Division in support of
families, child care providers and the infrastructure needed to ensure services are
available.

The CCDF State Plan requires the State to allocate funds for quality improvement and
for services for infants and toddlers, child care resource and referral (CCR&R) and
school-age child care. In addition to the earmarks, the Division has identified the
following as priorities and initiatives to improve access to and the quality of child care in
Maryland:
     Child Care Subsidy
     Child Care Staff Professional Development
     Specialized Training for Child Care Staff addressing:
           o Emergency preparedness planning
           o Special needs children and inclusive child care issues
           o Infant and Toddler Guidelines
     Development of a Quality Rating and Improvement System that includes:
           o Licensing Compliance
           o Standards and Accreditation
           o Staff Development and Credentialing
           o Parental Involvement
           o Evaluation and Assessment

The final CCDF State Plan for Maryland will be submitted to the U.S. Department of
Health and Human Services, Child Care Bureau no later than June 30, 2009. For a full
