                                       Introduction
The purpose of this document is to layout the assessment framework for the recruitment of
Business Analysts.

The document includes:
- Details of the competencies that will be used to assess candidates
- Expectations of performance of the BA, (Business Analyst.) SBA (Senior Business
   Analyst) and PBA (Principal Business Analyst) roles against each competency
- A framework and templates for each element of the recruitment assessment
- Details of the scoring approach for each element

The objectives of the recruitment assessment and a description of the overall approach, is
provided in the Recruitment Strategy document [Link to other document].

Throughout the recruitment assessment, consistent competencies are to be used to ensure
that the process is objective, and that clear measures of the performance expected are clear.

Wherever an assessment is being made against a competency, the assessor will be expected
to gather evidence of the candidate’s ability against that competency, and note that evidence

                    Elements of the Recruitment Assessment
The following lists the various assessments that make up the overall Company BA
recruitment process:
- Agency Preliminary Interview – The agency will carry out an interview to assess the
    candidate’s previous experience. They will use the competencies defined in this
    document as a basis for those interviews
- Work History Review – the candidate will be asked in advance to prepare a summary of
    at least 3 projects on which they have worked. In the review, the candidate will be asked
    in detail about the projects, and scored against the competencies
- Case Study - The candidate will be given a case study to read, and will be asked to
    prepare a presentation to give to the assessors. They must analyse the situation given to
    them and formulate a response for presentation, followed by a question and answer
    session. The presentation and answers will be scored against the relevant competencies
- Competency Interview - the candidate will be asked some competency based questions,
    and their responses scored accordingly

                                    B3 - Case Study - BA/SBA/PBA Role
The Customer Services Division, as part of their ongoing strategy of Call Centre consolidation, has approached the
Facilities Department to re site their Call Centre in Leeds to larger premises in Edinburgh. As part of this activity the
IT Department have also been contacted to manage the de-commissioning and re commissioning of all IT
equipment, facilities, infrastructure and services from the old to the new offices.

Background

The existing site in Leeds is to be sold by the end of July 2007 and IT has just received the request. The Company

already has a buyer for the Leeds site but will lose them if they cannot vacate the property by 2 August 2007.
Rumours are already mounting in the Leeds office about impending redundancies although no formal
announcement will be made for another month
The new Edinburgh site already has 120 users in place and an office refurbishment and expansion of the site has
been ongoing throughout 2006. There are a number of external contractors on site undertaking the major
refurbishment. Staff at the site are very disgruntled at the level of disruption and the work is already 3 months
behind schedule. It is anticipated to that the Call Centre will accommodate another 200 staff making the total
capacity 320.
The technology is the same at both sites but IT wants to use the opportunity to align user login’s nationally at the
same time as this move.

The Customer

The Sponsor and budget holder for the project is Alan Smith who is the Director of Contact Centre, although to date
he has not attended any meetings set up by Facilities.

Alan has some clear views on what he wants IT to be responsible for;-

1. Manage all involved parties to ensure a smooth re-location.
2. Provide a high level of technical support before, during and after the office move to ensure minimal interruption
   to the use of IT facilities by the staff.
3. Have the same computer services at the new office as was at the previous location.
4. No system downtime at any point.
5. Management of facilities workstream.
6. Introduce the new Email Management System into Edinburgh. (This is currently in one other contact centre but
   the users are having some problems with it that have not been specified.)

To date Alan is unhappy about the delay in the office move and wants to accelerate the process. He believes,
having spoken to the Vendor, the roll out of the Email System is easy and should not be a problem. IT has advised
that due to a lack of base lined requirements in the original implementation the level of changes to the system is
concerning them. They do not recommend a further roll out until it is stabilised. Alan still wants this pursued as an
option.
Alan has also expressed concern about a high level of attrition from the Leeds office once the redundancy
announcement has been made, and his ability to recruit new people into Edinburgh. He has also ‘mentioned’ that
some of the existing processes and configuration in Leeds and Edinburgh may not be as fully aligned as first
thought.

Other information

1. The Project Manager has not yet been appointed but will be contract resource.
2. The budget for the project is 1.5 million.
3. David Myers is the Director of Facilities and has his own Project Manager in place managing the refurbishment.
