You are invited to submit a tender for the supply of “A baseline assessment of the
levels of awareness, knowledge, understanding and use of the Compact within
Government and Non-Departmental Public Bodies”.
The full specification including instructions to tenderers is available on the

knowledge, understanding and use of the Compact within Government and
Non-Departmental Public Bodies”.
The Commission for the Compact wishes to establish a baseline narrative of the
state of understanding, awareness, use and knowledge of the Compact within
Government and Non Departmental Public Bodies. This overall aim is to enable the
generation of evidence through research of performance and understanding.
Both Government and the voluntary and community sector originally signed the
Compact in 1998. The Compact is a set of guiding principles and undertakings,
which govern the relationship between Government and the voluntary and
community sector. Since that period, considerable change has occurred in both
Government policy and the sector’s response to that policy shift. The Commission
for the Compact was set up in 2007 and is responsible for the oversight of the
Compact and the relationship between Government and the voluntary and
community sector. The Commission for the Compact has a mandate to refresh the
Compact prior to a relaunch in November 2009.
The research proposed will seek to identify the level of awareness, use,
understanding, and knowledge of the Compact within Government departments and
a selection of Non Departmental Public Bodies. The Commission does not want an
evaluation of the Compact but will seek to use the evidence gathered in this research
to set a baseline of that understanding in order to set an agenda for future work with
Government and Non Departmental Public Bodies.
We are inviting proposals from suitably qualified and experienced consultants to
tender to undertake this baseline assessment.
The key specific considerations, which the baseline assessment will address, are:
What is the level of awareness, knowledge, use and understanding of the
Compact within Government and Non Departmental Public Bodies?
Consultants will need to explore the perception of civil service staff towards the
level of embeddedness of the Compact within both their own roles and that of
The tender falls below the £139,893 (net of VAT) threshold applicable for “Other
Public Sector Contracting Authorities” under the Public Contracts Regulations 2006.
This is therefore not a tender notifiable under the OJEU/PCR 2006 regulations.
Resources of less than the OJEU threshold are available, net of VAT.
The baseline assessment would need to commence in July 2009 for a period of up to
six months. The consultant must ensure initial reporting is available by November
2009, with a final full report to be provided in January 2010. The consultant would
need to be available in Compact Week in November 2009 in order to present their
The Commission may ask you to make a short presentation of your proposal to the
selection panel and to answer questions concerning your proposal and presentation.
Any such presentation meetings will be held on either 19th or 23rd June 2009. Please
indicate on your submission if you are not available to attend that week.
