National Park Service, United States Department of the Interior Federal Lands Highway, Federal Highway Administration Natural Resources Conservation Service, United States Department of Agriculture 1-2 YEARS DESIGN PROJECT START PROJECT SCOPING PROJECT DESIGN , Revegetation and Transportation Program Project Development Process for Parks 1-2 YEARS CONSTRUCTION PROJECT IMPLEMENTATION 1-2 YEARS POST CONSTRUCTION Park identifies the road need Region contacts regional FLHD assigned to do project Begin scoping process Submit justification to the NPS regional office for prioritization Park, DSC reveg program & FLHD define project & write agreement Park decides to do revegetation plans on own Consider options for road materials, exotics control, topsoil, and plant materials FHLD prepares scoping report FLHD begins design process Reveg Strategy defined and funds become available for NRCS work Park chooses to involve Denver Service Center Design 30% complete Forms and other worksheets for this process can be found at: http://workflow.den.nps.gov Review Revegetation plan and reveg specifications Design 50-70% complete LEGEND Park to complete Task Park & DSC Revegetation Group Task Park and FLHD Task Park, DSC Revegetation Group, & FLHD Task Milestones DSC - Denver Service Center FLHD - Federal Lands Highway Division NPS - National Park Service NRCS - Natural Resources Conservation Service PMC - Plant Material Center NOTES: 1. This is a standard template, and some projects may deviate from it as described in the Project Agreement. 2. Refer to Park Roads and Parkways Support Table. (Project Development Design and Environmental Compliance Steps) Reveg Plan approved; after plan approved, reveg funds become available This step requires two years of prior planning Begin implementation process NPS/NRCS inter-agency agreement Collect seed at park Increase seed at NRCS PMC NRCS & DSC monitoring of plant material This procedure can occur multiple times in order to produce the required amount of seed Submit final report to DSC Harvest seed at NRCS PMCs Begin exotics control Road material specifications Continue exotics control and seed collection Control exotics Park identifies exotics (weed) free sources Considerations: 1. Is additional topsoil needed? If so, how much? 2. What is the source of the topsoil? Preference is from within the park Note: Consider manufactured soils if there is an inadequate amount of topsoil from within the park Monitoring for 1-2 years post-installation Topsoil specifications Plant material specifications The types of plant material are determined during the Reveg Strategy Options: 1. Revegetation (hydroseeding) occurs as part of the road contract; or 2. Revegetation is installed by Revegetation park crew &/or contractor after Installation road construction completed Reveg complete Specifications are reviewed at this time Design 95% complete Begin construction Activities Include: Grubbing, Remove & stockpile topsoil, Contour roadsides & disturbed areas, Install erosion control Road contractor Revegetation Preparation Road Construction complete
