					I. Overview
The Pennsylvania Department of General Services (DGS) is developing a sourcing process and terms and conditions for Energy Load
Management through a statewide contract titled: Energy Conservation Services. The services expected to be covering in this Energy
Conservation Services contract are defined as: provide recommendation for project needs on an individual building or by facility basis,
hardware, software (defined as a web based/internet based reporting tool), installation of hardware (wireless or hard-wired), project
management, ability to sell excess power back to the grid, provide reporting and support for these services for the benefit of metering,
monitoring, reporting, reducing consumption and selling back power through a complete load management program. Critical to any load
management system is the ability to track consumption and quickly respond to peak loads, eliminating the need to purchase power on the
open market.
This Request for Information (RFI) has been issued to assist DGS in making energy savings decisions. This RFI requests that suppliers
furnish data that will assist DGS in understanding the types of services that can be supplied from each service provider. Please complete all
sections of the RFI in its entirety and return to the DGS contact listed below. It is in the best interests of each supplier to respond to this RFI
by the RFI deadline date (Friday, December 22, 2006) so that all potential supplier's information is considered by DGS in the development of
a statewide contract covering these services.

                       This involves the development of planning of energy conservation systems for monitoring and/or control of electrical and/or mechanical systems, or
                       any energy consuming equipment or energy generation equipment common to or desired by Commonwealth facilities. Definition of user
                       requirements, outlining possible alternatives, and the recommendation of a solution would be included in this activity. The Commonwealth may

                       This involves providing Internet Based Software that Commonwealth staff with permitted access can be assigned individual sign-on and access the
                       program via the Internet/Web. Detailed description is not being provided by DGS for the software portion of this project. It is being asked that you

Project Management:


                       Connectivity and operation of all installed cabling, devices, sensors, meters, controllers, actuators, interfaces, relays, alarm outputs shall be
                       documented. Assurance all labeling is correct, wiring diagrams are followed, and required system is installed in accordance with all manufacturer
                       requirements. Energy systems requiring third party integration shall be carefully coordinated. Placement of any and all components shall be
                       coordinated with other contractors as required.

                        This involves full training operation of a new energy conservation system for monitoring and/or control of electrical and/or mechanical systems, or
                        any energy consuming equipment or energy generation equipment common to or desired by Commonwealth facilities. Checkout of all mechanical
                        systems and energy conservation components, final balancing of all components and preparation of complete operation and maintenance manuals
                        would be included in this activity. The Commonwealth may require any of the following areas to be addressed: any and all activities associated with
Education & Training:   the commissioning of any building system, recommendations for system improvements, system integration enhancements, preparation of custom
                        graphics, testing, verification and adjustment of all building automation system points (including third party points) and associated mechanical
                        system and control devices. Includes customized operation and maintenance manuals with detailed preventative maintenance/service plans.
                        Includes classroom and field training on fully operational systems. Includes advanced multi-site system configuration and support, server system
                        maintenance, upgrades, replacement, troubleshooting, technical support, etc.

                        Please provide a description of your company's typical project plan to include the following suggested support areas (but not limited too), Support -
Support Personnel:
                        Systems Operation, Control Technician, HVAC Technician and Administrative Assistant.


                        The "real-time" meter data processor is crucial to monitoring electricity usage in "real-time" in order for the Commonwealth to be in a position to
                        trade energy. To this end, a meter processor should have the following features. It should include the ability to send meter data to a central server
Hardware:               without the use of a IT platform from the Commonwealth. It should have a feature to monitor and transmit data down to a 1 minute interval in order
                        to trade energy. It should have the ability to connect to any type of meter directly through pulse contacts or self generated CT's. It needs the ability
                        to be operated and managed through a central platform via the Internet in order to execute and retrieve information.

                        load curtailment transactions with PJM.
                        Please provide your company's ability to provide consulting services to assist in determining the mechanical and economic feasibility of a proposed

                        power generation and recovery from a load shedding event.
