A.       GENERAL

1        INTERPRETATION

         1.1       “Advertisement space” shall collectively refer to the walls, floors & ceilings of
                   the Scotts Underpass as indicated in Appendix 1. Advertisement space
                   dimensions indicated in the Appendix 1 is only approximate and not the
                   actual dimensions.

         1.2       “Advertisement material(s)” shall include advertisement signboards, posters,
                   articles, drawings, decals, stickers etc. that can be fitted unto Advertisement
                   space.

2        LOCATION OF UNDERPASS

         2.1       The Authority has the intention to lease out the Advertisement space located
                   at the Scotts pedestrian underpass to a single company. The Advertisement
                   space is as indicated in Appendix 1.

3        CONTRACTOR’S OBLIGATIONS

         3.1       The Contractor shall provide the Advertisement materials at his own cost. It
                   shall be his responsibility to visit the Advertisement space and assess the
                   space available for his Advertisement materials.

         3.2       The Contractor shall make arrangement with the Authority:

                   3.2.1 To put up the Advertisement material(s) on site between 12am -
                         6a.m; and

                   3.2.2 To remove it on site between 12a.m. - 6a.m. of the next day after the
                         expiry of the Licence period.

         3.3       Any fitting-up necessary to prepare for the display of the Advertisement
                   materials shall not take longer than 2 calendar weeks from the
                   Commencement date of the Licence Period stated in the Letter of
                   Acceptance.

         3.4       The Contractor shall keep the Advertisement space clean and tidy at all
                   times.

         3.5       The Contractor shall ensure that pedestrian movements along the
                   Underpass are not impeded at all times during and after the installation of
                   the Advertisement materials.

         3.6       The Contractor shall conduct a pre-condition survey of the Underpass before
                   the campaign, as well as a post condition site survey to determine any
                   defects to the Underpass after the campaign.

         3.7       The Contractor shall highlight/report all existing defects on the Underpass to
                   the Authority before the commencement of any advertisement campaign.
                   Else it shall be considered as defects caused by the Contractor’s works.

         3.8       The Contractor shall ensure that the Advertisement materials must be
                   properly done and regularly maintained to project a good image.

         3.9       The Contractor shall ensure proper pedestrian traffic control during the
                   installation, maintenance and dismantling of Advertisement materials.

         3.10      The Contractor shall remove or replace the Advertisement materials if it
                   deteriorates and becomes visually unattractive.

         3.11      The Contractor shall rectify all defects to the Advertisement space including
                   sticky surface, paint drop-off etc. caused by the Advertisement materials.

         3.12      The Contractor shall ensure that the contents of the Advertisement materials
                   comply with the guidelines issued by the Advertising Standard Authority of
                   Singapore (ASAS) or any provisions as set out by other agencies.

4        ELECTRICITY CHARGES

         4.1       In addition to monthly Licence fee, the Contractor is expected to pay the
                   Authority Electricity charges at a flat rate of $83 per month per advertising
                   signboards if Contractor uses advertisement signboards in the Underpasses.


         4.2       If Contractor uses other forms of advertising materials which also require
                   consumption of electricity, the Contractor shall pay to the Authority the
                   electricity charges determined by Singapore Power (SP) based on the
                   following formula:

                   Electricity Charge = 1.2 x consumption (kwh) x prevailing SPower’s
                                                                  electricity rate


                   The consumption shall be based on the total wattage of the electrical fittings
                   used for the Advertising materials (except advertising signboards which
                   adopt another formula as described in Clause 4.1)


5        CONTACT FOR PUBLIC

         5.1       The Contractor shall provide handphone/telephone contact number(s) in the
                   form of a sticker (which type, font size shall be approved by the Authority
                   prior to installation) for the public to contact the Contractor in case of
                   emergency or complaints pertaining to the advertisement materials.

         5.2       The Contractor shall remove the stickers upon the expiry of the Licence
                   period.

6        USE OF DECALS, STICKERS                    AND     OTHER      FORMS      OF   CREATIVE
         ADVERTISING MATERIALS

         6.1       Contractor shall comply with the following requirements for the use of decals,
                   stickers and other forms of creative Advertising materials at the Underpass:

                   6.1.1 Any advertisement proposals in the form of decals, stickers, etc shall
                         conform to the Fire Safety Bureau (FSB)’s requirements.

                   6.1.2 In the case of floor stickers, it shall be anti-slip, complying with BPN
                         45 and above.

                   6.1.3 The stickers shall not obstruct the view of information signs such as
                         Emergency Exit signage.

                   6.1.4 There shall be no sticker on the Underpass Facilities Management
                         System (FMS) panel.

                   6.1.5 The adhesive used to hold stickers shall not give way due to wear and
                         tear or vandalism.

                   6.1.6 There shall be no stain left on the fixtures and walls, floors and
                         ceilings of the Underpass upon the end of the advertisement
                         campaign.

                   6.1.7 The detailed proposal involving the use of decals, stickers, etc. shall
                         be submitted to the Authority for approval prior to all installation.

         6.2       Upon expiry of the Licence period, the Contractor shall remove the decals,
                   stickers and other forms of creative Advertising materials (including electrical
                   fittings, if any), unless otherwise stated by the Authority. The Contractor shall
                   inform the Authority prior to the commencement of the removal works.

7        USE OF ADVERTISEMENT SIGNBOARDS

         7.1       The Contractor shall carry out survey of the Underpass to determine the
                   location and position of the new signboards to be installed.

         7.2       The Contractor shall submit the proposal for the Authority’s approval prior to
                   the installation of the signboards. The proposal shall include drawings
                   indicating details such as proposed locations of advertisement signboards,
                   dimensions of advertisement signboards etc.

         7.3       Contractor shall comply with the following requirements for the use of
                   advertisement signboards at the Underpass:

                   7.3.1 provide all electrical fixtures, fittings and power cables to the
                         advertising signboards;

                   7.3.2 supply of electricity for the illumination of the advertisement
                         signboards at all times. The electrical supply shall be tapped from the
                         Underpass distribution boards subject to the Authority’s approval and
                         comply with SS CP:5 1998; and

                   7.3.3 weekly inspections to ensure that all advertising signboards are in a
                         good, clean and tidy condition.

         7.4       All advertising signboards if installed must be occupied with an
                   advertisement (either profitable or non-profitable) at all times during the
                   Licence period.

         7.5       In the event that the Contractor is unable to sublet all the advertisement
                   signboards, the Contractor shall be required to put up other posters such as
                   those from non-profitable organisation or government departments to be
                   displayed in the remaining signboards. The advertisement signboards shall
                   not be left unoccupied at any time.

         7.6       Upon expiry of Licence period, Contractor shall remove the advertisement
                   signboards and the related fittings (including electrical fittings), unless
                   otherwise stated by the Authority. The Contractor shall inform the Authority
                   prior to commencement of the removal works.

B.       SPECIFICATION FOR    ELECTRICAL                      INSTALLATION         WORK        FOR
         ADVERTRISEMENT SIGNBOARDS

1        GENERAL

         1.1       Code of Practice

                   The electrical installation work shall comply with Singapore Standard
                   CP5:1998 issued by Spring Singapore and the Singapore Power Grid and
                   Energy Market Authority, Regulations and Codes that are in force in
                   Singapore at the time of the Bid.

         1.2       Choice of Specialist

                   1.2.1 The Contractor shall engage a Licensed Electrical Worker (LEW) of
                         an appropriate grade to supervise all the electrical works through the
                         energisation of the illuminated advertising signboards. The Contractor
                         shall propose a series of tests to ensure the suitability of the electrical
                         installation for operation. The Contractor shall further ensure
                         compliance with the attached checklist on electrical installations. All
                         the test results of the electrical installation shall be endorsed by the
                         LEW and submitted to the Authority for acceptance.

                   1.2.2 The Contractor shall liaise with the Authority’s existing licensing LEW
                         where applicable to ensure compliance to the licensing LEW’s
                         requirements.

         1.3       Power to the advertising signboards

                   1.3.1 Power supply to the advertising signboard shall be 230 volts, 50Hz
                         and connected from the distribution board located within or near to
                         the Underpass. The Contractor shall be required to install additional
                         residual current circuit breakers (RCCB) and miniature circuit
                         breakers in the distribution board to provide the additional circuits for
                         illuminated advertising signboards. The additional circuits shall be
                         separated from the lighting installations of the Underpass. Cabling
                         shall be installed in conduit and painted to the colour to be determined
                         by the Authority.

                   1.3.2 The Contractor shall provide a 13 ampere switched fuse connection
                         unit which shall be located within the illuminated advertising
                         signboard. All wiring from the distribution board to the fuse connection
                         unit shall be properly terminated. The fuse connection unit shall be
                         properly earthed.

                   1.3.3 The Contractor shall conceal the conduits and make good where
                         existing tiles, walls, ceilings are hacked for the purpose of concealing
                         the conduits.

2        CABLES

         2.1       PVC/PVC and PVC Cable.

         2.2       PVC/PVC cables & PVC cables shall be 600/1000 volt and 450/750 volt
                   grade respectively consisting of high conductivity copper wire.

         2.3       The cables shall be manufactured to SS 358-3 / BS6004.

3        GALVANISED STEEL CONDUITS AND ACCESSORIES

         3.1       Metal Conduits

                   3.1.1 All conduits shall be heavy gauge, hot dipped galvanised welded steel
                         manufactured in accordance to BS 4568 Part 1, Class 4.

                   3.1.2 Conduits shall be free from internal burrs, fins and the like which may
                         cause damage to cables.

                   3.1.3 The conduit shall be sized as stipulated by SS CP 5:1998 and shall
                         be of a minimum size of 25mm diameter.

                   3.1.4 All conduits shall be directly terminated into the fuse connection units.

                   3.1.5 Colour of conduits shall be to the Authority’s acceptance. Appropriate
                         surface preparation to be carried out prior to the painting of final
                         coating.

         3.2       Accessories

                   3.2.1 All circular junction boxes, pull boxes, solid elbows and inspection
                         boxes shall be made of malleable iron type and of standard pattern
                         with spout to BS 4568.

                   3.2.2 Circular junction boxes, pull boxes and inspection boxes shall be
                         provided with heavy gauge lids.

                   3.2.3 Colour of conduits shall be to the Authority’s acceptance. Appropriate
                         surface preparation to be carried out prior to the painting of final
                         coating.

4        LUMINAIRES AND ACCESSORIES

         4.1       General

                   Ballasts and other accessories that are classified as prescribed articles shall
                   be tested by PSB and approved by Power Supply Pte Ltd.

5        OTHER ACCESSORIES

         5.1       Switched Fused Connection Unit

                   The switched fused connection unit shall be of double pole type and suitable
                   for connection to metal conduit. It shall be fitted with a 13 ampere fuse link
                   complying with BS 88.

         5.2       Fuse, Fuse Carrier and Base

                   The 13 ampere fuse connected to each fluorescent luminaries shall comply
                   to BS 88. The fuse carrier and base for mounting the fuse shall comply with
                   BS 3036.

6        INSPECTION AND TESTING

         6.1       Inspection

                   The Contractor shall check to ensure that all the lamps are in new condition,
                   functionable and fit for the purpose intended.

         6.2       Testing

                   The Contractor shall carry out various tests to the signboard prior to
                   energisation. As a minimum, the signboard shall be checked to ensure that
                   they have been properly installed and all electrical connections properly
                   terminated and rendered electrically safe. No signboards shall be allowed to
                   make alive unless all relevant test records have been submitted to and
                   accepted by the Authority. All exercises on making alive shall be undertaken
                   under the personal supervision of the Contractor’s Licensed Electrical
                   Worker. As a minimum, the Contractor shall test and commission in
                   accordance to the Authority’s testing list.

7        PAINTING

         7.1       In addition to special painting and finishing specified elsewhere, the
                   Contractor shall allow for painting after installation. All equipment and
                   accessories including conduits, boxes etc., provided under the Contract
                   required to be painted.

         7.2       All metallic surfaces shall be wire brushed and cleaned from rust, scale, dirt
                   and grease and shall then be painted with two approved undercoats and
                   high gloss finishing coat. For galvanised surface, it shall be painted with one
                   coat of etching primer, not less than two approved undercoats and an
                   approved high gloss finishing coat.

         7.3       The primer shall be genuine red lead paint, the remainder genuine oil paints.

8        HOT DIPPED GALVANISED

         8.1       All fixtures, support and brackets, conduits etc. shall be hot dipped
                   galvanised to BS 729 or electrogalvanised to Authority’s approval.

         8.2       Bolts and nuts shall be accompanied with washers.          All these shall be
                   electrogalvanised to Authority’s approval.

9        EARTHING

         9.1       All electrical equipment shall be bonded to earth by means of the conduit
                   system or PVC insulated stranded copper conductor. The sizes and type of
                   the cables and the method of installation shall be in accordance with SS CP
                   16.

         9.2       Electrical services shall be separated by at least 150mm from metal
                   pipework, tanks and other metalwork liable to produce a voltage difference at
                   a point of contact. Where it is not possible to obtain this separation,
                   additional insulation and bonding shall be provided.

         9.3       Electrical apparatus and accessories shall be located at least 2 metre from
                   any water supply.

10       SURFACE TREATMENT

         10.1      General

                   10.1.1 All materials supplied under this Contract shall be suitable for being
                          delivered, stored and operated under tropical conditions of high
                          temperature, high humidity, heavy rainfall and fungus-conductive
                          environment.

                   10.1.2 The process for tropicalising shall be in accordance with the most
                          modern design and manufacturing practices.

         10.2      Metal

                   Iron and steel shall in general be painted or galvanised or metal-sprayed as
                   appropriate. Indoor parts may alternatively have chromium or other suitable
                   protective finish. When it is necessary to use dissimilar metals in contact,
                   these shall be so selected that the difference in electro-chemical properties
                   between them shall not cause galvanic corrosion. If this is not possible, the
                   contact surface of one or both of the metals shall be electroplated or
                   otherwise finished in such a manner that the electro-chemical properties are
                   reduced within the required limits.

         10.3      Bolts, Screws and Nuts

                   Steel bolts, screws and nuts where used shall be of zinc, cadmium or
                   chromium-plated or, where plating is not possible owing to tolerance
                   limitations, of corrosion-resistant steel. Corrosion-resistant steel, copper-
                   nickel alloy or bronze shall also be used for bolts and nuts throughout the
                   works, when they are subject to frequent adjustment or removal.

         10.4      Electrical Material and Equipment

                   Material and components which are inherently fungus resistant or are
                   protected by hermetic sealing of oil immersion need not be treated. Other
                   elements shall be protected by additional varnish for high humidity
                   resistance and shall be given an anti-fungus treatment.
