RE: Contract—City CarShare Expansion in San Francisco

MTC staff requests this Committee’s approval to enter into a contract with City CarShare to
expand car-sharing services in San Francisco. Funds for this project will be provided with
federal (Section 115 Surface Transportation Program (STP)) dollars that MTC was awarded from
the Federal Highway Administration (FHWA) on behalf of City Car Share.

Background
City CarShare is a nonprofit corporation that operates and oversees car-sharing services for its
members within San Francisco. Recently, on behalf of City CarShare, MTC received $496,000 in
federal FHWA funds to support expanded car-share services. This project has been amended into
the Federal Transportation Improvement Program (TIP).

Specific tasks for this two-year project include the following:
    Expand City CarShare San Francisco Fleet. City CarShare will expand its fleet by
       purchasing five additional vehicles for three new San Francisco locations.
    Operate and maintain vehicles and related infrastructure: Operational oversight will be
       provided for the new vehicles, including arranging for fuel, insurance, vehicle and pod
       maintenance, etc. as needed.
    Technology Upgrade: City CarShare will develop, test, purchase, install and operate new
       vehicle tracking and communications hardware and software for the San Francisco fleet
       of vehicles.
    Enhanced Marketing: Expanded marketing and outreach activities will be provided
       through this contract.

Recommendation
Staff recommends that this Committee authorize the Executive Director or his designated
representative to negotiate and execute a contract with City CarShare for $496,000 to support
expanded car-sharing services in San Francisco.
