Washington State Ferries
ADVERTISING CONCESSION CONTRACTS
REQUEST FOR PROPOSALS
Washington State Ferries, a division of the Washington State Department of Transportation (hereinafter
called "WSF"), is the world’s largest ferry system based on the number of vehicles carried each year and
the third largest in the world based on the 24,000,000 passengers served each year.
To broaden advertising concession services, WSF requests proposals from qualified and experienced
firms who have developed innovative advertising concepts and wish to be considered for one or two
Advertising Concession Contracts, per the Segments below. Each Contract will be for a term of
approximately ten (10) years.
Segment 1 - New Advertising Media
Market and service interior and exterior space on/at WSF vessels and terminals for new
advertising media, including poster ads, wraps, banners, video screens, exhibits, audio and
other media, as pre-approved by WSF.
Segment 2 - Brochure Racks, Ad Display Panels and WSF Publications
Market and service the tourist and/or consumer information brochure/tabloid racks, backlit or
video advertising display panels, and passenger and commuter information centers on/at
approximately twenty-four (24) vessels and eight (8) terminals operated by WSF, ad space in
WSF’s publications and Internet advertising linked to the WSF web site.
Warehouse all WSF route and toll schedules, commute rider brochures and other WSF
authorized material and deliver them to all WSF terminals and vessels, and mail them to WSF
approved locations in the Pacific Northwest; and distribute WSF's monthly magazine, "Sound
Crossings", to all WSF vessels and terminals; and place and remove public service
announcements on/at all WSF vessels and terminals.
A firm may submit a proposal for either or both advertising service segments. However, it is important
that proposers have expertise in the relevant advertising media for the selected segment(s). WSF will
evaluate proposals and award a separate Contract for each service segment based on which proposal is
most advantageous to WSF, considering the offered services and concession fees. The proposal due
date / time is 1:00 p.m. on April 11, 2007.
On or after March 15, 2007, the RFP Package will be available upon request to the following office for
the non-refundable fee of $200.00. The RFP will also be posted on the following WSF web site on or
after March 15, 2007: www.wsdot.wa.gov/ferries/contracts. Informational copies of the RFP package
will also be available at WSF.
