  2010 Diploma awards: Key questions and tasks for senior managers and leaders

  Centres with learners wishing to claim their awards in August 2010 must carry out the tasks below
  to ensure Diploma results can be aggregated and the qualification awarded on results day.

  Components and qualifications required for successful aggregation are:

       principal learning

       functional skills (English, information and communication technology, and mathematics)

       project

       additional and specialist learning (ASL)

       personal, learning and thinking skills (PLTS)

       10 days' work experience.

  The sections below list questions on general policy and specific tasks for individual components.

  Senior leaders and managers should check that responsibility for each task is clear and that all the
  necessary policy decisions have been made and communicated to staff as appropriate.

  This check should form a basis of a discussion to help the centre in its preparations to claim
  Diploma awards for its learners in 2010.

1 Policy and preparation
Policy should be communicated to all relevant staff. An agreed consortium exams policy
should be in place and a number of key decisions made.

   validated using the National Database of Accredited
   Qualifications (NDAQ) Diploma catalogue?

d) Are you using an agreed consortium exams policy?
e) Have you identified key dates and deadlines for
   administrative tasks for all components for your learners?

2 Diploma aggregation service and learner accounts
A unique learner number (ULN) must be obtained and a learner account created in the
Diploma aggregation service for each Diploma learner.
A Diploma awarding body (DAB) must be selected to award the overall Diploma for each
line of learning

a) Have you opened a learner account for each learner and
   checked that the correct ULN is being used across different
   centres in the consortium?
b) Is the correct ULN for each learner being used with each
   component awarding body (CAB) for all component
   qualifications, regardless of which centre is making the
   entry?
c) Have you created an association with the DABs you are
   using in the Diploma aggregation service using your
   national centre number as your organisation alias? This
   has to be done before nominating your DAB in the Diploma
   aggregration service..

3 Principal learning
Registration of learners with the CAB, entries for individual units and aggregation for the
qualification will all have to be completed. Entry deadlines, assessment methods and
submission deadlines must all be checked.

b) Have the CABs been contacted with an expression of
   interest?
c) Have principal learning entries already been made with the
   CAB?
d) Are teaching and administrative staff aware of entry
   procedures and administration deadlines for the CAB?
e) Are teaching staff delivering the principal learning aware of
   the submission dates for the internally assessed unit
   marks? (Unlike many vocational qualifications, this is not
   flexible.)

4 Additional and specialist learning (ASL)
Selection of appropriate ASL, at the correct level, with possible inclusion of prior
achievement is crucial for Diploma aggregation. Careful checks should be made against
the NDAQ Diploma catalogue to ensure that the qualifications are valid and that the
guided learning hours are adequate.

a) Have you considered which learners, if any, will be
   claiming prior achievement towards their Diploma award?
b) Have you set up a process for claiming prior achievement
   from CABs?
c) Is all claimed prior achievement showing in learner
   accounts in the Diploma aggregation service?
d) Have you checked all your learners' ASL in the NDAQ
   Diploma catalogue to ensure that the selected qualifications
   are valid combinations for the Diploma programme being
   followed?
e) Have you checked that the total number of guided learning
   hours for the ASL is sufficient for the level of Diploma? This
   will include prior achievement and pending qualifications.
f) If an individual learner has selected more than one ASL
   qualification, have you checked in the NDAQ Diploma
   catalogue that the combination is not barred?
g) Have you registered learners for ASL qualifications with the
   CABs using ULNs, and clearly indicated that these are
   Diploma learners?
h) Where relevant, have you informed all your curriculum
   delivery staff that they have Diploma learners within their
   teaching groups?
i) Will the ASL assessment be complete in good time for the
   learners intended Diploma award date?
j) Are all ASL curriculum leaders and delivery staff aware of
   the required completion dates for Diploma summer
   awards?

5 Project / extended project
Entry with the CAB, submission of internally assessed marks and external moderation all
have to be carried out for the qualification to be completed.

   learners?

   submission date for project marks? (Unlike many vocational
   programmes, this is not flexible.)

6 Internal assessment
The majority of Diploma components include significant amounts of internal assessment.
It is essential that key staff work together to reach a shared understanding, develop
processes that will ensure consistency, and communicate what is required to consortium
staff.

   across the consortium for managing internal assessment
   (for example a lead assessor role)?
b) Has the consortium named domain assessors as required
   by CABs for each line of learning offered?
c) Has the infrastructure been put in place across your

   standards for assessment and moderation?
d) Are you aware of the controlled assessment requirements
   for some components of the Diploma?
e) Have these been disseminated to all relevant staff in your
   centre?
f) Have staff responsible for the management of internal
   assessment (lead and domain assessors), or those taking
   on the responsibilities in your school and/or in the
   consortium, received training from QCDA?
g) Have teaching staff responsible for carrying out internal
   assessment received training from the CAB?
h) Have assessment requirements been reviewed and agreed
   across the consortium partners?

7 Functional skills
These qualifications may be taken with different CABs and are available both as 'on
demand' assessments and at various assessment windows in the exam calendar. For
2010, these qualifications are still in the final year of pilot. Administration may differ
significantly between CABs.

   skills, has your centre taken account of the different
   results dates in August 2010?

8 Generic learning
Personal learning and thinking skills (PLTS)
Work experience (WE)
Incorporation of PLTS into the programme of study of the principal learning and project is
an essential requirement for the Diploma. The award is dependent on PLTS being
completed.

Work placement(s) for a total of 10 days (or more for some level 3 lines of learning) is a
requirement for the Diploma award. Centres should follow the broad guidance provided by
the Department for Children, Schools and Families (DCSF) and QCDA when arranging
placements with employers. The award is dependent on work experience being
completed.

9 Access arrangements
The centre has to make the necessary access arrangements, including early requests for
modified papers, and share these with other consortium members as appropriate.

10 Programmes of study
The composite nature of the Diploma means that each learner requires a validated and
tracked programme of study. Each centre should have a named member of curriculum
staff identified for each line of learning.
