                                     Brazil to Emerge as the Leading Crude Oil Producer in South and Central America,
                                     Surpassing Venezuela and Mexico
                                     By 2015, Brazil will emerge as South and Central America’s largest crude oil producer, surpassing
                                     Venezuela and Mexico. With substantial reserves found in offshore waters of Brazil, the country is
                                     expected to increase its production by an average of 7.8% per annum. Further, amidst increasing
                                     usage of hydroelectricity and ethanol production from sugarcane, the demand for fossil fuels is
                                     expected to remain low in Brazil in the medium to long term. Accordingly, most of this production
                                     growth is expected to be exported to other nations.

                                     Strong Growth in Natural Gas Demand Forces Mexico to Invest in the Construction of Three
                                     New LNG Regasification Terminals
                                     Mexico is considering the construction of three new LNG regasification terminals in addition to the
                                     existing Energia Costa Azul LNG and Altamira LNG terminals. The country witnessed a strong
                                     surge in gas demand in the recent past. This growth in gas demand is mainly fuelled by the
                                     increasing number of gas-fired power plants in Mexico. Between 2010 and 2020, the natural gas
                                     demand in Mexico is expected to increase at an AAGR of 4.2% while production will decline at a
                                     negative AAGR of 0.1%. In addition to declining production, a lack of infrastructure is also boosting
                                     the government plans to increase LNG capacity. While most of the production in Mexico comes
                                     from the southern region, the demand growth is mainly coming from the northern region. A lack of
                                     pipeline infrastructure between these regions is also resulting in LNG demand in Mexico.

                                     Aging Fields Coupled with Low Investments in Exploration and Production Sector Result in
                                     Declining Oil Production in Chile
                                     Low levels of investments in exploration and production coupled with maturing oil fields are leading
                                     to a decline in Chile’s crude oil production. Around 21 oil fields in Chile are quite mature and need
                                     reactivation for uninterrupted production. Though ENAP, the national oil company of Chile, has
                                     invited partners for the reactivation of these fields, no strong improvement has been achieved so
                                     far. Accordingly, Chile’s crude oil production is expected to decrease at a negative AAGR of 4.6%
                                     between 2010 and 2020 to 456,900 barrels per day in 2020.
                                     Belize and Barbados Continue to Export Crude Oil and Import Refined Products
                                     The lack of any active refineries forces Belize and Barbados to import refined petroleum products
                                     from other countries despite having adequate levels of domestic production. They currently export
                                     all the domestic oil production and import the finished products. Further, as these countries have no
                                     plans to construct new refineries in the near to long term, they are expected to continue to export
                                     crude oil to neighboring nations and import petroleum products.

                                     ventures with foreign players. PDVSA has signed six major projects with different IOCs and NOCs
                                     to develop the country’s heavy oil reserves. Through these joint ventures, Venezuela will receive a
                                     combined total of almost $6 billion in bonuses and financing from its partner companies. It is
                                     estimated that the total investment required for the development of the Carabobo and Junin blocks
                                     of the Orinoco Oil Belt until 2016 will amount to approximately $80 billion of which $30 billion will be
                                     for the Carabobo 1 and 3 projects and $50 billion will be for the Junin projects.
                                     In Brazil, the massive pre-salt reserves are expected to require a total investment of $400 billion.
                                     Although Petrobras has the technical capabilities to develop the area, the heavy investment
                                     requirement will compel the company to look for additional funding sources such as a loan for oil
                                     agreement with China.
                                     Mexico is also looking to revamp its oil and gas industry and is entering into deep offshore areas in
                                     the Gulf of Mexico (GOM) for additional reserves. To successfully drill in the deep offshore regions,
                                     Pemex will require both technical and financial assistance from international majors. The huge
                                     investments required for offshore development will require the company to source funds from
                                     foreign players.
                                     Columbia is witnessing growth in foreign investments, which is leading to upstream development.
                                     The national government’s initiatives to make the upstream sector attractive to foreign investors
                                     have yielded positive results. Over the last few years, the Colombian Government has been trying
                                     to open the country’s oil industry to private companies and attract investors with attractive fiscal
                                     terms. Its upstream sector initiatives include lifting the restrictions on foreign oil companies,
                                     allowing them to own 100% stakes in oil ventures; establishing a lower, sliding-scale royalty rate for
                                     oil projects; providing longer exploration licenses; and the partial privatization of Ecopetrol, the
                                     NOC of Colombia. The steps have enabled the country to achieve an increase in oil production and
                                     a significant increase in the number of discoveries. Colombia has now emerged as one of the
                                     countries in the region with the highest potential.
