Manager, Finance
Responsibilities: ! Develops, recommends and implements policies, plans and programs for the administration of the finance and accounting functions. ! Provides necessary reports and advice to Council and Senior Management on all matters of a financial and accounting nature including year-end legislated financial reports. ! Prepares year-end working papers that are informative, indexed, cross referenced and can easily be understood and explained. ! Responsible for the accurate preparation and maintenance of the County’s taxation roll, accurate and timely receipting of payments, issuance of cheques and timely and accurate reconciliation of all County bank accounts. ! Supervises the accurate and timely payroll disbursements as well as maintenance of all employee payroll records. ! Responsible for the accurate and timely maintenance of the County’s utility sub-ledger. ! Responsible for coordinating the year-end financial audit. ! Develops and maintains effective systems and records on all financial and accounting functions. ! Recommends policies and develops procedures for; procurement of all supplies; inventory and stores management; processing of tenders; and disposal of obsolete or excess goods. ! Performs standard supervisory responsibilities. ! Forecasts, complies and controls the finance department budget and participates in developing the 3 year operational and 10 year capital budget. ! Participates in and actively promotes the Sturgeon County Health & Safety Program by following the guidelines, conducting Health & Safety meetings and adheres to the supervisor/foreman responsibilities and accountabilities as outlined in the program manual. ! Performs other related duties as required by the Director, Corporate Services. Qualifications: ! CA, CMA or CGA designation and 5 years experience in a local government environment and supervisory experience. ! This position requires effective supervisory skills, strong organizational skills, the ability to perform complex fiscal policy and economic analysis, excellent communication skills, knowledge of taxation, skill in applying research methods to policy issues, ability to interpret accounting information, and a strong knowledge of government accounting. ! You should be proficiently skilled in all Microsoft Office programs as well as accounting software and will need the ability to listen, analyze information and communicate the County’s position at meetings. ! You must be able to take the initiative, work in a team environment, be resourceful, work under pressure and meet deadlines. Job is performed in a normal office environment, though travel may be required in order to attend some meetings.
