RE: Update on Submarine Cable Relocation Contract
A single bid for the Submarine Cable Relocation Contract (04-0120K4) was opened on September 19,
2006. The single bid of $13.1 million from California Engineering Contractor’s Inc. (CEC) was $6.4
million (+97.2%) higher than the $6.6 million engineer’s estimate. Higher costs on the electrical cabling
represented 51% of the amount over the engineer’s estimate.
The Toll Bridge Program Oversight Committee is currently reviewing a number of options for the work,
including awarding the contract as currently bid, re-advertising the contract with revised contract
specifications to increase competition, and advertising the work along with the Oakland Touchdown
contract. The Department is also in contact with the Treasure Island Development Authority (TIDA) to
determine their commitment to providing additional funding to the project as a result of the high bid.
At its October 25, 2006 meeting, staff will present the Authority with additional information on the
project. Subject to the outcome of the bid review and discussions with TIDA, staff also may request the
Authority to amend BATA Resolution No. 68, revised, which approved the funding for the project, or
take other actions as needed.
