                       SUMMARY SHEET


   1. Proposal Title: A DIVISION SMARTWATER VEHICLE INITIATIVE



2. Description of proposal:

It is proposed to purchase two motor cars which will then be fitted with
Smartwater spray systems and sophisticated recording equipment to record
offences committed with a view to identifying offenders. There is already a
dedicated Vehicle Crime team and dedicated Vehicle Crime Analyst based at
Grimsby Police station under the day to day control of a Detective Inspector,
this team is augmented by a dedicated forensic team who deal with offenders
identified as a result of forensic techniques and a Forensic manager who is a
qualified Scenes of Crime Officer. This team is well organised and is highly
successful, however due to the scale of vehicle crime in NEL traditional
techniques are not sufficient, Smartwater will enable the Police to work much
more pro actively rather than reacting to offences after they have occurred.

The intention is to place the vehicles in locations identified by the analysts as
ones where vehicle crime is ongoing and according to analysis likey to be
targetted again. It will be possible to use the vehicles round the clock as, due
to the fact that all evidence is recorded by infra red cameras staff do not
always have to remain with the vehicles when deployed. Once a vehicle has
been attacked an alarm is activated in the Police call centre at which time the
vehicle is recovered. The evidence is then secured and the vehicle repaired for
a speedy re deployment.

7. Lead   Time:

If funding is granted the only delay will be identifying suitable vehicles
and having the Smartwater equipment fitted. The Humberside Police
Technical Support unit staff are able to fit the equipment and a
dedicated Vehicle Crime Team is already in place, based at Grimsby
Police station, these staff are immediately available to operate the
equipment. It would be anticipated that the maximum time from funds
becoming available to full deployment would be one month.

    Description of Proposal

    North East Lincolnshire is experiencing the continuation of a long term
    problem with regard to vehicle crime, the areas most seriously affected
    tend to be the most deprived and are within the areas which are being
    targetted for neighbourhood renewal. The offences to be addressed are
    primarily thefts from unattended motor vehicles although there is also a
    significant problem with regard to thefts of motor vehicles.

     It is proposed to purchase two motor cars which will then be fitted with

Smartwater spray systems and sophisticated recording equipment to
record offences committed with a view to identifying offenders. The
Police have already purchased one such vehicle which is currently
being equipped, it is hoped this will be ready to deploy in early January
2007.

 The Smartwater system is already in operation in other forces and
within in Hull. Experience has shown that to achieve best results it is
good practice to deploy a number of vehicles to target areas, this
enhances the chances of success many times. It is also necessary to
utilise particular vehicles by type and model which tend to be favoured
by vehicle criminals so all decision making is done after careful analysis
of crime data in conjunction with the vehicle crime analysts.

3. Need for the Proposal

To date traditional methods have proved unsuccessful at significantly
addressing the issue of volume vehicle crime. A dedicated team is in
place to address the problem but due to the nature of the offence the
Police are very much reliant on retrieving forensic evidence after an
offence has been committed. Very few offences are witnessed, or if they
are the speed of the incident means that few offenders are identified by
witnesses.

The provision of Smartwater vehicles will allow the Police to identify
areas where offences are likey to occur, then deploy vehicles to those
areas with the intention of taking offenders off the streets speedily and

thereby reducing the amount of crime suffered by citizens in the high
crime areas. This, coupled with a high profile media campaign will
provide reassurance to the public that vehicle crime is a priority and is
being addressed.

As from January 2007 a Smartwater vehicle will begin to be deployed in
North East Lincolnshire, this is an exciting development but it has
already been identified that the provision of a single vehicle is unlikely
to achieve significant reductions in crime or a significant rise in the
number of offenders brought to justice.

By deploying a group of three vehicles to specific targetted areas the
odds of achieving the required results are magnified many times, as
stated this is not conjecture and has been shown to be best practice
when used elsewhere.

Updated analysis of vehicle crime patterns will allow deployment of vehicles to
appropriate areas where it is predicated that vehicles will be attached.

Purchase of right type of vehicle (make, model colour etc) which will make
them a desirable target to those who commit these type of crime.

Swapping of vehicles with those in the Hull area will decrease the risk of the
Identity of these vehicles becoming known.

9. How have local people been involved in planning the project?

The Acquisitive Crime Group,Vehicle Crime Subgroup consists of a
number of partner groups and agencies. This includes Safer
Communities,HANWAG,North East Lincolnshire Council,Local
neighbourhood Warden co ordinators,Humberside Fire Brigade and
other less regular partners such as retailers and car park wardens. The
members bring many different viewpoints and agendas to meetings and
ensure that policies are not solely Police led and actually address the
issues which are causing concern to the local community.This group
has been a party to all discussions regarding the Smartwater initiative
and there is 100% suuport in this area.


10. How will local people, users and beneficiaries be involved in
    managing and delivering the project?
While the day to day business of managing the Smartwater vehicles
would fall to the Police Vehicle Crime team there would be ongoing
regular involvement of all the partner agencies in the Vehicle Crime
Subgroup. Members are aware of the first vehicle which is shortly to be
launched, there is much enthusiasm and several groups have offered to
assist with publicity such as mail drops, also targetted warden patrols.
This group meets monthly but all members are able to make contact via
telephone and e mail and in fact do so on a regular basis so any issues
that arise could be dealt with speedily.

are minuted and all members are able to raise any issues of concern or
request extra attention to any issue. This is a permanent group which is
only expected to grow, both in size and influence.

16       Forward Strategy

The Police have already committed staff and one vehicle to this project. The success of
this initiative will be reviewed and if there continues to be a problem with vehicle crime at
the end of the project, consideration will be made for mainstream policing funding to
continue with It.

       opportunity and embraces diversity?

The proposal does not directly affect any specific group as the offences
are of such a nature that it is types of property which are selected by
vehicle crime offenders. There is little evidence to support any
suggestion that individuals from particular groups are targeted, the
offences are generally opportunistic and often random in nature.
