BROWNFIELD DEVELOPMENT
         PANELISTS
Clifford W. Graves,         FAICP, is the Economic Development General
Manager for the City of Carson. Mr. Graves is responsible for the daily
operations of the Redevelopment Agency, Business Development, Job
Development and Housing and Community Development Block Grant
programs. He has over 35 years of experience in managing redevelopment
and economic development activities with various public agencies in California
and Washington D.C. together with eight years in private sector experience in
municipal finance and strategic planning. Mr. Graves holds a BA and Master
of City Planning degrees from the University of California, Berkeley.

Thomas Cota       is Special Assistant to the Deputy Director, for DTSC’s
Brownfields and Environmental Remediation Program. He coordinates
DTSC’s Brownfield outreach with industry and local government. Prior to this
appointment, Mr. Cota was Chief of DTSC’s Southern California Cleanup
Operations Branch managing over 100 cleanup project in Southern California.
Mr. Cota earned a BA in Biology from California State University, Fullerton in
1988 and has over 17 years of experience working for the DTSC.


Dennis Reyling, Chief Operating Officer of California-based Hopkins Real
Estate Group is responsible for insuring the successful entitlement and
construction of all HREG projects. He has taken a lead role on some of the
company’s most prominent projects, including the 168-acre Boulevards at
South Bay mixed-use development in Carson, California. A University of
California, Berkeley-educated architect, Mr. Reyling has brought extensive
California development and construction experience to HREG's projects in all
phases of planning and construction. He headed operations at one of
Southern California’s premier construction firms, R.D. Olson, for more than 12
years -- the last four as president -- and is widely credited with playing a key
role in establishing the company as an industry leader.


Dawn Honeywell         is a founding partner with Aleshire & Wynder, LLP.
Since graduating cum laude from Loyola Law School in 1983 she has served
as redevelopment counsel for many redevelopment agencies. She is currently
Agency Counsel for Carson and Special Agency Counsel for Bakersfield.
