1. General Information
Uniting Care Ageing (UCA) is looking to a solution that undertakes the installation
and implementation of a communication channel aimed to provide an enhanced
living experience for clients.
UCA is largest provider of aged care in New South Wales and ACT. They have day
centers and people’s own homes and through self care or retirement living.

1.3 EXECUTIVE SUMMARY
OpenSoft Australia (OSA) is please to submit a solution for a “proof of concept’
Web TV plan, as a communication channel to provide an enhanced living
experience for your clients. Including a capability for clients and residents to keep
connected to family, staff and the greater community as a whole. The
implementation of WebTV and other similar facilities will also enable Uniting Care
Ageing (UCA) to improve the marketing of their services and capability to clients
for the future.
Our solution is based on an understanding of the “IT” infrastructure currently in
place throughout the UNC Sydney region.
Secondly OpenSoft ( OSA)has been working in the aged car setor for some time and
we understand the need for an information appliance to manage the total
communication experience for your clients and residents, families and carers of
residents, staff and volunteers. In addition OSA are also involved in an R&D
exercise to design and make available to the market a rich appliance inclusive of
WebTV and other interfaces including, video conferencing, home automation
control, and Interfaces to existing HL7 devices and set top boxes.
Our recommendation is to provide a hosted datacentre solution providing the
necessary infrastructure in the datacentre with the ability to interface to two remote
sites within the Sydney Region. We have chosen this strategy as not all the sites
have the capability to test Web TV because they lack the communications
infrastructure, cabling and network availability. Secondly to prove the solution we
only require two sites to test all the functionality. We will provide full functionality
to this Pilot which is comprised of the following components:
a. OpenSoft will make available an interim datacentre for the POC and provide
communication links to two sites,
b. Provision of hardware and network connections from the datacentre to 2
regional sites
c. Provision of a Collaboration portal as the principle hub for information and
distribution
d. Bandwidth capacity to manage the 2 sites up to 2 terabytes of data

The benefits of our proposal are as follows:
o We have recommended a workshop and a full system specification be
agreed between OSA and UCA before we commence the PILOT. This
will define the scope of the project and ensure a positive financial
return to UCA.
o Due to the fact that the UCA datacentre is unavailable in the short term
and also because the network topology requires upgrading OSA has
offered a hosting solution at a very competitive rate for 3 months to run
the pilot, which means no disruption to the current “IT” infrastructure.
o In addition we have offered an alternate rental solution for the
datacentre infrastructure including bandwidth capacity which offers
considerable cost savings,
o Our solution does not require UCA to purchase Enterprise software
licences for the pilot, providing effective use of your POC budget.
o The pilot only needs to be rolled out to a few sites to test the
functionality however the bandwidth which is available can support
additional sites being added if required at no extra cost in bandwidth.
The total investment for this pilot is $147,250 AUD. In addition we have also
offered an alternate solution whereby the datacentre costs are offered on a rental
basis which reduces the total cost to $135,250AUD.
In conclusion OSA is very keen to work with UCA as long term partner in
establishing a communication portal for your clients/residents . We believe that an
initial workshop to finalise the expectations and responsibilities is a constructive
step in ensuring the success of the pilot. OSA would like to work with UCA for the
long term . We have significant value add we can provide not only for this pilot
exercise but we can also provide other initiatives for the aged care market which
will benefit UCA

1.4 Project Description
The Web based collaboration TV will allow UnitingCare Ageing to interface with
the residents / clients; and will provide the opportunity to showcase other
UnitingCare Ageing services ( such as running exercise class each morning from the
center for Healthy ageing ); as well as televising the annual Sydney region ball for
those who can not attend.
A Channel dedicated which empowers clients through information. They will
receive notification messages, news stories (RSS), daily menus and messages from
facility / service managers as well as friends and families.
1.4 Business Goal
To implement an installed community collaborative portal that includes
Web TV feeds, as well as Radio feeds ( i.e Aged Care TV ) to enable
effective communications ( chat / text ) and or rich communications (
WEBCAM / video chat ) subject to availability of the network
infrastructure through a portal .

2 Proposed solution
Using Liferay Collaboration Portal (Community or Enterprise edition) along with
optional Media Portal and Flash Communication Server (Enterprise Edition) as
software to achieve delivery of information and services to the UnitingCare Ageing
for Clients / Staff and Regional offices. This is an architectural view of the total
solution in production for the long term.

3. The PILOT/POC scope is as follows:
OSA will provide a hosted Data Center PILOT solution. The hardware components
for the datacenter will include two VMware virtual machines plus a storage SAN .
In addition OSA will provide the network connections from the Data Center to the
following sites which include:
- Tomas Roseby lodge
- Regional office Leichardt
The POC only requires two locations initially. The reason we chose these two sites
is they currently provide the best bandwidth infrastructure in the short term, [the
choice of sites is open for further discussion]. As this is a POC only, there is no
requirement to interface all 20 locations within the region.
3.1 The Data Center Structure for the POC is as follows:
- OSA will provide 2- VMware instances to support the Media Server
and Collaboration Portal
- 2 Terabytes of storage (SAN) for content.
- The Data Center will have full firewall protection
- OSA will manage the servers for the length of the pilot.
- The pilot will be run for a maximum of 90 days.
- If the pilot needs to be extended beyond 90 days, OSA will revisit the
pricing.
3.2 The following components are required for the 2 nominated sites:
- UCA will be required to provide phone lines into the 2 sites
- If the current internet connection is fully utilized then UCA will be
required to provide a new ADSL service per site.
- In each site, there needs to be a laptop / desktop connected for each TV
as the vehicle for delivering the content.

- OSA will provide a media caching server per site which will service
each TV / Laptop Desktop required on the site.
- Relevant cabling from the switch to the outlets in each site will need to
be provided.
- The ADSL routers per site have to support IGMP 2.
- The provision of each network active component is subject to
confirmation between OSA and UCA infrastructure team.
- UCA will be required to nominate a project manager to work with
OSA.
- A Managed services facility will be made available and managed by
OSA in conjunction with UCA to include the following :
i. Training on the solution
ii. Mentoring Staff per site
iii. Performance Monitoring
iv. Activity & Usage reporting
v. The duration of the managed service is subject to negotiation
between OSA and UCA
3.3 Additional considerations:
1- If UCA require sample movie content like introductory videos then UCA
need to provide the sample movies. OSA will convert the movies into the
proper format and load onto the media server and distribute to the relevant
sites accordingly.
2- OSA will provide a conversion utility for UCA team to be used for any
standard video content to be loaded on to the media server.

The project will be breakdown to different phases, in phase once OSA will build up the
Centralized part of the solution including streaming server and data center and second phases and
so on would focus on the client side which in this case is the aged care facilities and day centers .

Note 1. We have allocated 10 days to train and assist UCA with the design of the portal templates
and the page layout. If however we only utilize 5 or 7 days then the price will be reduced. It really
depends upon how much work UCA are prepared to input into the project
Note 2. If UCA want to input captured media (eg UCA social ball) then OSA will be required to advise and

Notes to the tender response:
1. Hardware pricing is exclusive of UCA buying agreements with vendors.
2. There is no Software license costs applicable because our solution is based on
Open source community based software

lines, routers, switches , internet connections or high speed lines)
4. We do not supply media content, though the platform enables the ability for
UCA to load, categories and publish to the media portal,
5. To communicate with staff and clients an SMS message gateway should be
part of the total solution. We have not included this solution in our bid
because it requires further clarification

6. We assume that there is limited network infrastructure in the pilot locations,
and based on the findings of each site, there may be an need to review the
price points for the site compared to the standard quote per site in the
tender
7. This tender for the POC has many dependencies particularly around the
network topology and related connections, feeds and speeds. As such OSA
firmly recommends a full system specification be prepared and agreed
between both parties before we commence the POC. This specification
should take the form of a workshop, including the UCA datacentre team
followed by an OSA technical specification. This workshop should include a
representative of the user base. The cost of this exercise is inclusive within
the initial costing.
8. OSA has offered to options for the datacentre pricing;
a. Option one provides for the purchase of all datacentre hardware &
bandwidth which can be transferred to UCA at the end of the POC
b. Option two –OSA is providing a Rental price only per month for the 3
months covering all hardware and bandwidth for the datacentre for
the POC
c. The media storage server allows for 2 terabytes of storage only. If
during the pilot additional capacity is required for the testing then
additional storage hardware will need to be acquired.
9. All pricing for hardware and bandwidth and services is limited for 30
days only, effective from June 9th 2010. OSA reserves the right to
alter the pricing thereafter.
