1       Overview
 
1.1 Purpose of Quality Management Plan
The purpose of the Quality Plan is to detail how the quality processes for the Realising
Project Benefits project will be implemented to ensure that the project outputs are delivered
fit-for-purpose. This will be achieved by developing quality criteria for the outputs themselves
(quality control) and by ensuring that all project management processes are conducted in a
quality manner (quality assurance).

The document will be reviewed and amended to meet changed conditions or objectives
during the project’s life span.

The quality philosophy to be adopted for this Project is:

    •   Utilisation of a consultative approach to engender broad stakeholder support and
        ensure the outcomes addresses the needs of all stakeholders.
    •   Effective arrangements for governance and accountability.
    •   Gaining leverage from work undertaken by other project managers and project
        management frameworks that will provide a practical legacy for future projects and
        project managers.

1.2 Quality Management Plan Components
The Realising Project Benefits Quality Management Plan includes the following components:

    •   Quality Assurance – to ensure quality project management processes
    •   Quality Control – to ensure the development of quality outputs.

2       Quality Assurance
 
2.1 Methodologies and Standards
The Tasmanian Government Project Management Framework will be used to ensure quality
of project management processes and procedures.

2.2 Monitoring and Reporting
The Project will be monitored through regular status reports to the Project Sponsor and
Business Owners. The status reports will also be provided to the Project Management
Advisory Committee and the Better Practice Project Team. Issues and changes in scope will
be managed through this process.

2.3 Risk Assessment and Management
The Project will apply the Tasmanian Government Project Management approach to risk
management, specifically to identify, assess and mitigate risks where possible and to
continually monitor them through the project. A Project Risk Register has been developed as
a stand-alone document. Risks will be reviewed at regular Project team meetings, and
status will be reported through the Project Status Reports. Risks to quality will be reflected
through this process.

2.4 Information Management
Project documentation will be peer reviewed by the Project Team and PMAC (where
appropriate). All Project documents will be subjected to the standard quality processes of
the Better Practice Team (See appendix 1) Documents will include the Tasmanian
Government Project Management Acknowledgement Statement and Document Acceptance
and Release Notice.

Relevant documentation will be published to www.egovernment.tas.gov.au. Webpublishing
workflow and quality assurance arrangements will apply.

Project records will be maintained according to the Department of Premier and Cabinet’s
record management system utilising TRIM. Version control will be applied.




3        Output Quality
 
3.1 Quality Criteria
Many of the outputs of Realising Project Benefits are written resources to be used by
Tasmanian Government project practitioners. This includes templates and guides and case
studies. The Quality Criteria for these resources are:

    •     Document content is consistent with the Tasmanian Project Management Framework
          approach and meets needs of practitioners
    •     Spelling, typing and grammar are all correct
    •     Version, date and page numbers are included in footer
    •     Correct template is used in accordance with the Tasmanian Government Style Guide
          and Logo Policy
    •     Document control and development history including build status and amendment
          history.

3.2 Quality Control
The Standard Better Practice Program quality assurance process will be used in the
development and redevelopment of outputs identified for the Project. See appendix 1.

Case Studies will be subjected to the following quality assurance processes

Forums and Seminars
Forums and Seminar content and presenters will be identified in consultation with the Project
Sponsor and approved by the Better Practice Program Manager.

The Better Practice Forum Checklist and Gartner Forum Check list will be used to ensure
that all activity in Forum management is undertaken in a timely manner to a consistent level
of quality.

All Forums and Seminars will be evaluated through participant feedback evaluation forms.
Feedback will be analysed and acted on where possible.

2.5 Quality Management Plan

The Tasmanian Government Project Management Framework will be used to ensure quality
of project management processes and procedures.

The project will be monitored through regular reports to the Project Sponsor and Business
Owners.

Practitioners will be involved in the identification and development of new and revised
resources to ensure they are fit for purpose. This will be done in collaboration with the
community of practice and The Project Management Advisory Committee (PMAC).

The Project Management Advisory Committee (PMAC), consisting of two representatives
from each Agency, will provide input into and quality assurance, as per their current terms of
reference, for all project outputs prior to publication.

All Project outputs will be subjected to the standard Better Practice Team quality assurance
procedures. This includes peer review.

Project records will be maintained according to the Department of Premier and Cabinet’s
record management system utilising TRIM. Version control will be applied.
