SIDBI is implementing a multi-agency/ multi-activity flagship project on Financing and Development of
Small and Medium Enterprises (SMEFDP) in India. While SIDBI has been assigned with the responsibility
of implementing the project, the Department of Financial Services, Ministry of Finance, Government of
India is the nodal agency for the same. The World Bank, Department for International development
(DFID) UK, KfW Germany and GTZ Germany are the international partners in the Project. For
implementation of the Project, SIDBI has set up a dedicated Project Management Division (PMD) at New
Delhi. The project is being implemented across the country.
PMD is in the process of setting up its own panel of expert consultants who could be contracted as and
when any need arises for specific assignments. We encourage the prospective applicants to browse our

PMD is seeking expression of interest from individuals/agencies that have expertise and experience in
the following broad sectors/disciplines:
I. Business Development Services (BDS): This is cornerstone of the Technical Assistance (TA) component
from DFID, UK and envisages intervention in about 25 clusters through market linked BDS for SMEs. It
aims at strengthening SMEs' access to BDS, facilitate designing & implementing strategies to foster BDS
market development, strengthening BDS in select SME clusters and develop them as "Role Models" with
a strong demonstration effect. The strategic approach adopted by SMEFDP includes Intensive
Intervention ( 3-4 yrs period) in 18 clusters (8 in Phase I & 10 in Phase II) and Short Term Intervention (
maximum 2 years in around 7 other clusters from underserved regions). The project will position
Professional Facilitator agencies in the clusters. PMD has put in place a Monitoring and Evaluation
(M&E) framework to monitor the deliverables laid out.
PMD has been availing services of experts at national/ international level for selection of agencies,
formulating M&E framework and sharing of best practices. PMD shall also be requisitioning services of
expert consultants to advise PMD mainly in the following areas:
1) Guide the facilitator agencies
2) Assimilate the international best practices
3) Facilitate cross learning amongst different clusters
4) Strengthen M&E framework
5) Organize national/international workshops
6) BDS case study preparations
7) Implementation strategy for PMD
II. Policy Advocacy: Assistance in promoting informed and evidence based dialogue in the public domain
on key policy, legal and regulatory measures is critical to establishing an efficient framework for SME
financing and development. The supporting strategic areas concerning SMEs may include:
effective sectoral articulation for supportive policy through enabled industry associations
creating a supportive financial environment that can offer SMEs better access to equity financing
Streamlining of tax and accounting framework to foster the development leasing finance
addressing the problem of delayed payments
Developing of standard in subcontracting to SMEs
Improving mortgage registration system to make it more customer friendly
Improving loan restructuring and recovery framework
PMD desires to have a panel of Consultants/agencies having experience of working on SME policy issues.
These consultants are expected to advise PMD in organising workshops, sensitisation programmes,
preparing concept documents/ case studies/ approach paper, survey/ liaising etc. They should also
support PMD in the areas of M&E, new tools of advocacy such as Challenge Fund etc.
III. Monitoring & Evaluation of Development Projects: PMD needs to undertake reviews of the various
components of the project to monitor progress under these support / initiatives in accordance with
deliverables laid down. PMD will require consultants/agencies from time to time to assist PMD with its
M&E role as well as to carry out independent reviews at different stages of the project. Experience in
evaluation of development projects against logical framework/budget and actions plans, etc, especially
funded by DFID and the World Bank is desirable.
IV. Economic Research: to facilitate and contribute to PMDs project management role, various
researches may be carried out during the project life. Consultants/agencies with experience of carrying
out economic research in the MSMEs/banking sector, development initiatives, etc will be preferred.
Applicants to above categories should have at least 5 years of consultancy experience in the relevant
sector and agencies that have similar experienced experts may also apply. Those willing to engage with
