          The following is a fiscal review of the Final Draft of the April 1, 2010 Memorandum of
          Agreement between the Borough of Naugatuck and Local 1303-12 of Council 4, AFSCME.


          Section 4 Wage Increase:

          Section 5 Second Person/Helper on Winter Trucks

                      Savings expected but not quantified as it is possible that all personnel will be
                      utilized during winter storms to provide service other than serving on plow/sand
                      vehicles. Additionally, Section 6 allows for service as a Second on sand/plow
                      vehicles at the discretion of Borough management.


          Section 7 Borough Owned Vehicles

                      Savings will be based on the number of vehicles taken off personal use.

          Section 8 Automated Sanitation Hauling

                      Savings cannot be quantified until it is known if/when
                      those personnel covered under this section actually separate from Borough
                      service.
                      "no obligation to replace employees who perform sanitation work at the time of
                      their retirement, transfer, promotion, and/or separation from employment"
Section 12 Pension Multiplier

            It has been actuarially determined that the Total Increase in Annual Town Cost
            to increase the pension multiplier to 2.25% is $60,400 (attached)

Addendum to Pension Plan
        Section 2 iv

            The increase in employee contributions to the existing plan increase by 1% from
            the current rate of 3% beginning 7/1/2011 = $20,541.
