Ms. Randall is a Member of the Board of Directors of the National Alzheimer’s Association, serves on the Public Policy Committee, and participates in the work of the Association’s technology research division ―Everyday Technologies for Alzheimer’s Disease‖ [ETAC]. She is Fellow of the American Health Lawyers’ Association, one of 67 Fellows out of 10,000 active members, in recognition of her expertise in long term care law, hospice and homecare. PROFESSIONAL ACTIVITIES In the area of community health services, Ms. Randall advises on quality of care, compliance, organizational delivery and regulatory issues for the full range of community health providers. She designed, and teaches hospice and home care compliance training in the national certificate courses of CAHSAH. In addition, she designed and taught daylong courses in 2008-2009 on the hospice conditions of participation. She has written twelve book chapters and over 30 substantive articles on regulatory issues, compliance, fraud and abuse issues and reimbursement. She also advises on health systems operations and edited a book for the American Hospital Association on integrated health delivery systems for hospital executives. Ms. Randall serves on the National Hospice and Palliative Care Organization’s Education, Physician Billing and Regulatory Committees. Ms. Randall also advises on reimbursement, regulations and strategic positioning in the telehealth field, and has encouraged innovative approaches with health providers and the medical device industry. She serves as Chair of the American Telemedicine Association Hospice and Palliative Care Telehealth Working Group. Ms Randall spoke at the 2010 International Medetel conference in Luxembourg and was an invited guest of the European Union [EU] at the ―eHealth Without Frontiers‖ conference, and the EU/French Department of Health International Alzheimer’s conference. Previously, in the US Department of Health and Human Services, she was an attorney advisor with concentration on regulations affecting nursing homes, HMOs and human subjects research. At the Federal Trade Commission, she advised on the national advertising of devices and drugs. Ms. Randall also served two years as the General Counsel, National Association for Home Care and Hospice. Deborah A. Randall - 2 At Arent Fox LLP in Washington DC, Ms. Randall shaped the development of the Health practice, and was twice a departmental manager of the health care, Food and Drug and employment sections of the firm. She advised the homecare, medical device and hospice organizations; and also assisted living, nursing home and hospital systems. In January 2010, Ms. Randall opened her own consulting and legal services offices to better serve community based providers, hospitals and telehealth organizations with moderate fee structures. PUBLICATIONS/PRESENTATIONS/HEALTH IT Ms. Randall lectures and consults extensively on health regulatory and policy issues to health industry companies, health professionals and health associations. Her recent 2010 presentations concerned telehealth for palliative and hospice care for the National Hospice and Palliative Care Organization; policy issues in telehealth and remote monitoring for the American Telemedicine Association; quality, coverage and legal issues in end of life care for health attorneys; and fraud and compliance training for Medicare providers She was an Advisor to the 2009 and 2008 Partners Healthcare Connected for Health Symposium and moderated an Employer eHealth panel. She has provided pro bono education for the non- profit Continua Alliance regulatory committee.
