                     Payment of IDT Travel Costs
   Applies to members of the Selected Reserve in critical AFSCs
    and current critical staffing shortages list:
         Assigned to BRAC, Programmatic locations

                Includes PBD 720 impacted IMAs/organizations who continue to
                 serve in the Selected Reserve irrespective of their new duty
                 station

         Reside 150 miles or more from the duty station

         Perform UTAs, RMPs, AFTPs and GTPs

   May be reimbursed for expenses from 14 Aug 08 to 31 Dec 10
         Actual authorized costs not to exceed $300.00 per IDT round trip

         Limited to 12 reimbursements per FY

                         767 - Executive Order 3513
 Signed into law 1 Oct 09, Text Messaging While Driving by Federal
  Employees
       Effective: within 90 days of the date of this order, each agency is
        directed, consistent with all applicable laws and regulations to take
        appropriate measures to implement this order

       Federal employees shall not engage in text messaging
                When driving GOV, or when driving POV while on official Government business
                When using electronic equipment supplied by the Government while driving


       Definitions:
                "Texting" or "Text Messaging" means reading from or entering data into any handheld or
                 other electronic device, including for the purpose of SMS texting, e-mailing, instant
                 messaging, obtaining navigational information, or engaging in any other form of
                 electronic data retrieval or electronic data communication.
                "Driving" means operating a motor vehicle on an active roadway with the motor running,
                 including while temporarily stationary because of traffic, a traffic light or stop sign, or
                 otherwise. It does not include operating a motor vehicle with or without the motor running
                 when one has pulled over to the side of, or off, an active roadway and has halted in a
                 location where one can safely remain stationary.

  Established by 2009 Supplemental Appropriations Act
        For members who had applied for retirement/separation and were
        stopped from retiring/separating due to STOP LOSS
        $500 for each month to eligible members who were stop lossed
        Retroactive to 9/11/2001
        Claim must be submitted between 10/21/2009 and 10/20/2010

  Periods of Stop Loss since 9/11/2001

                 classes, enrolled in after 1 Aug 2009

               Eligibility to Transfer Your Benefit
    Eligibility/Commitment for transfer to dependents:
          You need 6 years active duty and/or Selected Reserve service
           on the date of election to transfer to a spouse and 10 years to
           transfer to dependent children
          You will incur a commitment for an additional 4 years active
           duty and/or Selected Reserve service upon transfer

    You must be on active duty or participating in the
     Selected Reserve when you elect transfer
          You may revoke or modify the election after you leave
           participating status, but you may not add a dependent


    Dependents must be listed in DEERS

    Transfer must be done before you retire!!

                 Transferring Benefits to Children
    You may transfer to your children
              0-18 years of age
              18-23 years of age, if enrolled in full time college
              Children must be listed in DEERS in order to transfer
              Children can remain in DEERS up to their 23rd birthday, if
               they are enrolled in full time college


    Children may use your benefit:
          When they attain the age of 18 or complete requirements
           of secondary school diploma (or equivalency certificate)
          Until age 26 – even if member’s 15 year eligibility period
           has ended
          If dependent has married after starting school and
           already receiving benefit

               Additional Commitment upon Transfer
     Your additional service commitment begins at the time
      of your request to transfer your benefit to your spouse
      and/or children

     All members will incur an additional 4 years of service
      commitment

     Unless you are retirement eligible between 1 Aug 09 -
      31 Jul 12, you will have a reduced service commitment
          Eligible to retire (completed 20 years of service)
              Prior to 1 Aug 09 no additional service commitment
              1 Aug 09 - 31 Jul 10 will incur 1 additional year
              1 Aug 10 - 31 Jul 11 will incur 2 additional years
              1 Aug 11 - 31 Jul 12 will incur 3 additional years

   VA, ARPC can provide a Letter of Certification to the VA

  To request:
        Review Point Credit Summary on vMPF for accuracy
                Qualifying duty is identified as Type of Duty 1, 2, 3 & 5 on pt summary
        Complete VA 22-1990 on www.va.gov click on VONAPP
                Leave Part IV, block 13 blank
        Submit to VA electronically and keep your confirmation
         number, date and location of regional VA office
        Provide VA information through vPC-GR when requesting a
         letter of certification from ARPC
                Provide orders for type of duty (codes 2 & 5 on point summary)

                  Legislative Changes for FY10
      SEC. 632-TRAVEL AND TRANSPORTATION ALLOWANCES FOR DESIGNATED
       INDIVIDUALS OF WOUNDED, ILL OR INJURED MBRS OF THE UNIFORMED
       SERVICES FOR DURATION ON INPATIENT TREATMENT:
  SIMPLY PUT: Changed from “family members” to “individuals who, with respect to a member, are
     designated individuals for that member”


      SEC. 633-AUTHORIZED TRAVEL AND TRANSPORTATION ALLOWANCES FOR NON-
       MEDICAL ATTENDANTS FOR VERY SERIOUSLY AND SERIOUSLY WOUNDED, ILL
       OR INJURED MBRS:
  SIMPLY PUT: Travel and transportation may be provided for a qualified non-medical attendant for a
     member if the attending physician, surgeon, the commander or head of the military medical
     facility exercising control over the member determines the presence of such an attendant may
     contribute to the members health and welfare


      SEC. 634-REIMBURSEMENT OF TRAVEL EXPENSES OF MEMBERS OF THE
       ARMED FORCES ON AD AND THEIR DEPENDENTS FOR TRAVEL FOR SPECIALTY
       CARE UNDER EXCEPTIONAL CIRCUMSTANCES:
  SIMPLY PUT: The Secretary of Defense may provide reimbursement for reasonable travel expenses
     as the Secretary considers appropriate - applies to members on AD

      SEC. 641-TRANSITION ASSISTANCE FOR RC MBRS INJURED WHILE ON AD:
  SIMPLY PUT: Before a mbr of the RC is demobilized or separated, the following information shall be
     furnished; (1) Information on the availability of care and administrative processing through
     community based warrior transition units and (2) Information on the location of the community
     based warrior transition unit located nearest to the permanent place of residence of the mbr


      SEC. 643-ELECTION TO RECEIVE RETIRED PAY FOR NON-REGULAR SERVICE
       UPON RETIREMENT FOR SERVICE IN AN ACTIVE RESERVE STATUS PERFORMED
       AFTER ATTAINING ELIGIBILITY FOR REGULAR RETIREMENT:
  SIMPLY PUT: Allows member to choose between AD retirement or Reserve retirement


      SEC. 702-HEALTH CARE FOR MBRS OF THE RC:
  SIMPLY PUT: Increase from 90 to 180 days, receive full TRICARE prior to deployment


      SEC. 703-ENHANCEMENT OF TRANSITIONAL DENTAL CARE FOR MBRS OF THE
       RC ON AD FOR MORE THAN 30 DAYS IN SUPPORT OF A CONTINGENCY
       OPERATION:
  SIMPLY PUT: Transitional dental care for RC members available for 180 days beginning on the Date
     the member is separated from AD

      SEC. 704-EXPANSION OF SURVIVOR ELIGIBILITY UNDER TRICARE DENTAL
       PROGRAM:
  SIMPLY PUT: Longer of the following periods; (A) Three years of members death,(B) The dependent
     attains 21 years of age, (C) Dependent who, at 21 is enrolled in a full-time course of study in a
     secondary school or in a full-time course of study in an institution of higher education ceases to
     pursue such a course of study or the date the dependent attains 23 years of age


      SEC. 705-TRICARE STANDARD COVERAGE FOR CERTAIN MBRS OF THE RETIRED
       RESERVE WHO ARE QUALIFIED FOR A NON-REGULAR RETIREMENT BUT ARE NOT
       YET AGE 60:
  SIMPLY PUT: Retired members awaiting reserve retired pay eligible for TRICARE standard; member
     responsible for all of premium – Does not apply to members eligible for FEHB


      SEC. 1113-PROVISIONS RELATING TO THE NATIONAL SECURITY PERSONNEL
       SYSTEM:
  SIMPLY PUT: Repeals NSPS 1 year from approval


      SEC. 1901-CREDIT FOR UNUSED SICK LEAVE:
       Phase in period: 50% if you retire before 31 Dec 2013 and 100% if you retire after 31 Dec 2013
