Safety Basis Approvals

Per Reference (1) above, we have had a short implementation period to evaluate how the new delegations for 10CFR830, Subpart B are proceeding. I am superseding Reference (1) above by modifying and providing additional clarifications, effective the date of this letter. Consistent with Table 6, Safety Basis of DOE Manual 411.1-1C, I am delegating authority for approval of SC Hazard Category 1, 2 and 3 existing nuclear facilities safety basis responsibilities to the SC Chief Operating Officer (COO), SC-3. This includes safety basis actions including updates/revisions to Documented Safety Analyses and Technical Safety Requirements, approval of contractor Unreviewed Safety Question (USQ) procedures, USQ change packages and Justification for Continued Operations. The SC COO may subsequently re-delegate the authority for Hazard Category 2 and 3 nuclear facilities safety basis responsibilities to the senior Office of Science (SC) management official dependent upon the qualifications and expertise described in the reference (2). The responsibilities for approval of alternate safe harbors or exemptions shall remain with SC-1. I expect those Site Offices which do not have delegation for approval of safety basis documentation under 10CFR Part 830 Subpart B to prepare the Safety Evaluation Reports and submit that documentation and the contractor's submittal(s) to SC-3 for approval. We will work with your organizations to ensure timely reviews.
