Enrollment and Residency                                                                                FD(R1)


Initial Enrollment:
New students to KISD should be provided the district developed enrollment packet to complete in order for
them to be placed in a classroom. Classroom placement can not be determined until the following
minimum items are provided:
·       Completed enrollment form
·       Certified copy of the child’s birth certificate or other form of legal identification
·       Current proof of residency (utility bill, lease agreement, contract)
·       Immunization Records
Additional campus-developed forms should avoid the request for repetition of information and be provided
in both English and Spanish.

Information Required
     Initial Registration if Living in Own Residence or Renting
           o Provide visual verification of parent/guardian driver’s license or photo ID (if available)
           o Provide utility bill showing name, current address and date
                    Current utility bills (not over 30 days) are required.
                    Utility bill can be past due, but not terminated
           o Provide rental agreement or lease (If renting Or leasing)
                    Short term (monthly or unspecified) rental/lease agreements are required to
                        provide copies of payment receipt on monthly basis.
     Initial Registration If Building in KISD
           o Provide visual verification of parent/guardian driver’s license or photo ID (if available)
           o Provide builders contract showing projected completion date (Must be less than six months)
           o Enter the information on the Residency Verification Contact Log
           o Campus will follow up (at projected completion date)
                    Provide driver’s license with new address
                    Provide utility bill, lease agreement, or contract showing new address (utility
                        deposit or connection confirmation)
                    Next school year - provide information as person living in own residence
     Initial Registration if Living in Another Person’s Residence
           o Provide visual verification of parent/guardian driver’s license or photo ID (if available)
           o Provide visual verification of driver’s license of person responsible for (owner of) residence
           o Provide utility bill, lease agreement, or contract showing name of owner, current address
               and date
           o Residence owner to complete affidavit of residency (notarized)
           o If child(ren) not living with parent, provide court document or power of attorney (attached
               Power of Attorney must be signed by parent /guardian and notarized)
           o Campus will follow up (at 30 days parents will be reminded of the guidelines and at 60 days
               the student will be withdrawn if parents have not provided documentation and evidence
               indicates a student does not live inside the school district boundaries.)
                    Provide parent/guardian driver’s license with residence address or utility bill, lease
                        agreement, or contract in parent/guardian name showing residence address
                    Next Year provide attending school with same/current information for proof of
                        residency including updated Affidavit of Residency
                    All residency affidavits are subject to verification by campus/attendance officer and
                        if falsification of information is determined, withdrawal is immediate in accordance
                        with FD (Legal).
     Initial Registration if Student is Living Separate and Apart from Parent or Guardian and has
       Established Separate Residence
           o Provide utility bill showing name, current address and date
                    Current utility bills (not over 30 days) are required.
                    Utility bill can be past due, but not terminated

            o    Provide rental agreement or lease (If renting or leasing)
                      Short Term (Monthly or Unspecified) rental/lease agreements are required to
                          provide copies of payment receipt on monthly basis.
             o Provide reason for presence in the District other than participation in extracurricular
                 activities.
       Initial Registration if Student is Homeless
             o Homeless students (children who lack a fixed, regular, and adequate nighttime residence)
                 must be enrolled regardless of their ability to verify residency within the District.

Yearly Enrollment:
Returning students to KISD will be expected to complete a minimum of the following documents prior to
being placed on a class list or receiving schedules.
     Current Proof of residency (utility bill, lease agreement, contract)
     By the end of the 2nd week of school, they must have completed the updated enrollment form
     Enrollment form updates/changes should be a campus based decision allowing for accommodations
        for parents who select to fax or mail residency verification. Updates/changes should be completed
        by the conclusion of the 2nd week of school.
Summer Enrollment/Registration begins no earlier than the first week in August with central administration
providing for additional staffing on 2 designated days as determined by feeder patterns

Access to Enrollment Documents:
All student documents and records including enrollment documents are confidential. Parents, students, and
volunteers should not be given an opportunity to view, file, copy, or mail the documents of students unless
they are the parent of the child.

Age Verification:
The principal must verify the age of each student enrolling in the district for the first time and approve
grade placement in alignment with Board policy. If a birth certificate is not available, the principal may
accept other legal or notarized documents as proof of a student's age.

Social Security Number/Student ID:
Parents are asked to provide a social security number for their children, and the district requires that each
campus work to obtain this number as the student state ID in order to align with TEA guidelines. However,
if a parent does not want to provide their child’s social security number or does not have one for their
child, a state ID may be provided. A student’s social security number or state ID is strictly confidential and
should not be distributed at anytime to anyone other than the parent or to educational personnel who have
an educational need to know the information. If the social security number is used as the student’s state
ID, then a reasonable effort should be made to obtain a copy of the social security card. The copy of the
card needs to be maintained in the student’s cumulative file and retained until withdrawal plus 1 year, per
the KISD Record Retention school.

Attendance Zone Verification:
The principal must verify the attendance zone of each student enrolling in the district to ensure the student
is in their designated attendance zone. Residency must be verified before placing a student in a classroom
or providing a schedule.

Residency Verification:
Parents/guardians of all students must annually verify residence in the district at initial enrollment and
prior to enrollment for the fall term. Residency verification must be provided in person, by mail or by
fax/electronic submission to the campus the student will attend. The following procedures must be
followed for each student. Information received by mail or fax/electronic submission are subject to
verification as deemed appropriate by campus administration.

·      Elementary (PK-4) Provide information prior to or at summer registration
·      Intermediate (5-6) Provide information prior to or at summer registration
·      Middle School (7-8) Provide information prior to receiving schedules
·      High School (9-12) Provide information prior to receiving schedules
Unless the student is homeless, a student may not be enrolled in district schools without proof of residence
in the Keller ISD. Students must regularly sleep at the indicated residence a majority of the time.

Substantial Care:
Non-resident students whose grandparents provide substantial after school care for that student may attend
district schools. For students in PK-8th grade substantial care is defined as at least three hours of
after school care per school day for five days during the regular school week. Students in grades 9-12 are
not eligible for admission based on grandparent care. If admitted, students shall attend school in the
attendance area of the grandparent’s residence.
Parents and grandparents must complete the Affidavit of Student Admissions-For Non-Resident Student in
Grandparents After School Care (attachment).
