Application and selection procedure

     Before completing the for m, please read the relevant sections in the Socrates Guidelines for Applicants and the Socrates
      General Call for Proposals 2006, which contain additional infor mation on closing dates and specific priorities for that year.
      Further infor mation can also be found on the Socrates website: http://europa.eu.int/comm/education/socrates.html

     The for m must be completed in one of the official languages of the European Union. These are marked with an asterisk (*) in
      Annex 1.

     The application must be typewritten or word-processed using a computer, character size 11 pt minimum.

     The original of the application must bear the original signature of the person legally authorised to sign on behalf of the
      coordinating institution and the original stamp of this institution.

     The signed original and 4 copies thereof must be sent in the same envelope.

     All applications will receive an acknowledgement slip.

     In accordance with standard Commission practice, the infor mation provided in your application may be used for the purposes of
      evaluating the Socrates programme and for a public compendium. The relevant data protection regulations will be respected.

     Applications w ill be judged against the eligibility and quality criteria set out in the Guidelines for Applicants and the General Call
      for Proposals 2006.

     cover the entire period of the Socrates grant. The budget should be coherent with the work plan in Section 4.

                                                       SECTION 3 - DECLARATION

  I, the undersigned, certify that the information contained in this application, including Section 4 (project description) is correct to the best of my
  knowledge and am aware of the content of the annexes to the application form.
 I confirm that my institution has the financial and operational capacity to complete the proposed project.
 I take note that under the provisions of the Financial Regulation applicable to the general budget of the European Communities 1, grants may not
 be awarded to applicants who are in any of the following situations:

      (a) if they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with
      creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation
      arising from a similar procedure provided for in national legislation or regulations;

      (b) if they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;

      (c) if they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify ;

      (d) if they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the
      legal provisions of the country in which they are established or with those of the country of the contracting authority or th ose of the country
      where the contract is to be performed;

      (e) if they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation
      or any other illegal activity detrimental to the Communities' financial interests;

      (f) if following another procurement procedure or grant award procedure financed by the Community budget, they have been declared to be in
      serious breach of contract for failure to comply with their contractual obligations.

      (g) if, in their grant application, they are subject to a conflict of interest;

      (h) if, in their grant application, they are guilty of misrepresentation in supplying the information required by the contracting authority as a
      condition of participation in the grant award procedure or fail to supply this information.

 I confirm that neither I nor the institution for which I am acting as legal representative are in any of the situations described above, and am aware
 that the penalties set out in the Financial Regulation may be applied in the case of a false declaration.

2.    Objectives (maximum 2 pages)

2.1   Explain the rationale for and background to the project (current situation in the countries involved, previous or
      preparatory work, what needs the project is designed to meet etc.) You may attach appropriate but succinct
      supporting documents.
2.2   Describe the concrete aims and objectives of the project.
2.3   Demonstrate that the project is genuinely “complementary”, i.e. that it is closely linked with the activities and priorities
      of one or more actions supported by Socrates, but that the project is not in itself eligible for Community support under
      any of these actions.
2.4   Give a clear description of the types of activity and indicate how they are linked to the achievement of the objectives.
2.5   Indicate, if appropriate, the main pedagogical and didactical approaches and concepts which will be used.
2.6   Specify the nature and size of the target groups which will benefit directly from the project or implement its outcomes,
      both within and beyond the participating institutions (including local communities and the wider educational
      community).
2.7   Describe the expected impact on each target group.
2.8   Explain what you consider to be innovative about the project.

3.    Envisaged outputs ( maximum 2 pages)

3.1   Describe the envisaged outputs of the project. Specify their nature, volume, structure, content and language (using
      the language codes listed in Annex 1 of this form).
3.2   Indicate for each output the target groups within and beyond the participating institutions, and, if appropriate, the
      teaching / learning environment in which it will be implemented.
3.3   For certain events, especially for conferences and seminars, provide appropriate details concerning the
      scheduled dates, the countries and towns in which they will be held, the agenda, the participants and the
      speakers at the event.
3.4   If information and communication technologies and /or open and distance learning methods are to be used in
      the project, explain what is their specific contribution to meeting the objectives of the project.

4.    Evaluation, dissemination and exploitation (maximum 2 pages)

4.1   Explain what measures you will take to monitor and evaluate the project and indicate in the work plan (point 6
      below) when each of these measures will be carried out.
4.2   Indicate the means by which the project intends to test and evaluate its outputs.
4.3   Describe the arrangements planned for publishing, disseminating and further exploiting the results and
      experiences of the project. In particular, describe how the participating institutions will contribute to the dissemination
      and exploitation (valorisation) activities. Mention dissemination networks that could make the materials easier to
      access and obtain for the target group(s) across Europe.

5.    Partnership composition and contribution

5.1   Demonstrate that the coordinator and the partners have the capacity, the experience and the expertise to carry out
      the respective tasks foreseen in the project.
5.2   Indicate which specific tasks are to be assigned to each partner.
5.3   In addition to the formal partner institutions, please list any other institutions that will participate actively in the
      project without a Socrates grant (name, address and type of institution, contact person).

6.    Planning of activities (maximum 2 pages plus table)

6.1   Divide the project into relevant stages (such as the different steps of the organisation of a conference or a seminar;
      needs analysis; collection of materials; drafting, editing, testing, production of material; publication, dissemination,
      exploitation (valorisation) etc.) which you envisage in order to achieve the project outputs identified.
6.2   Provide an overall work plan using the table format given below showing within each stage described in point 6.1,
      what activities the partnership will undertake, which partner(s) will be responsible for each stage, how many
      persons (person / days or person / months) each activity will require and by when each activity will have been
      completed.

                                   Explanatory note on the budget (section 2)
A.      Introduction

This note provides information to applicants concerning the financial procedure and the rules for eligibility of costs and guidance on
how to complete section 2 (Budget) of the application for m for Accompanying Measures projects.


B.      Financial procedure

1.       Presentation of financial data by the applicant
For the presentation of the bud get, a distinction is made between the following main categories of expenditure (see section D below
for details):
1.       staff costs
2.       travel and subsistence
3.       equipment and materials
4.       subcontracting, consultancy and other external services
5.       conferences and seminars
6.       other direct costs
7.       general (indirect) costs

2.      Financial analysis of proposals

The budget proposed by the applicant is analysed by the Commission in order:
a)      to assess whether it is sufficiently clear and detailed;
b)      to verify whether expenditure and receipts are in balance;
c)      to assess whether the proposed budget is appropriate for achieving the concrete objectives / results of the project;
d)      eliminate any item of expenditure or operational cost which cannot be accepted according to the rules on eligible
        expenditure;
e)      to propose, if necessary, a downward revision of some items of expenditure, where these are considered excessive
        compared to the nature of the project and/or to the volume of work to be implemented in order to achieve the planned
        results.

This analysis is made in accordance with the rules on eligible expenditure described in these notes.
At the end of this analysis, an approved budget for the project is drawn up by the Commission.

3.      Calculation of the Socrates grant and payments

Once the approved budget has been established for the project, the grant to be awarded is calculated on the following basis:
 the total amount of the grant funding may not exceed the amount requested by the applicant;
 the grant may not normally exceed 75% of the approved budget (in most cases, it is likely to be fixed at an appreciably lower
    level);
 the grant may not have the purpose or effect of producing a profit for the beneficiary;
 the policy for awarding grants under the specific Action of Socrates;
 the available budget.

The grant agreement specifies the total approved budget for the project, the maximum amount of the grant and the percentage this
represents of the approved budget. The final amount of the grant awarded is calculated after approval by the Commission of the final
report on the implementation of the project. It is calculated by applying the grant per centage specified in the agreement to the actual
approved expenditure on the project, and can never exceed the maximum amount set in the agr eement.

The Socrates grant is normally paid in two instalments: pre-financing of 80% paid following signature by the beneficiary and the
Commission of the grant agreement, and the balance of 20% following acceptance of the Commission of the final report. If the final
amount of the grant is lower than that set out in the grant agreement, the difference will be deducted from the balance pay me nt or, if
it is in excess of 20% of the original grant amount, must be reimbursed to the Commission by the beneficiar y.

Example
A project has: Total proposed budget: EUR 75,000; Total approved budget: EUR 70,000; Maximum grant awarded: EUR 45,000
(64%); Pre-financing pay ment: EUR 36,000 (80% of EUR 45,000).
If the project is achieved more cheaply than planned and the actual approved expenditure following approval of the final repor t is
EUR 60,000 not EUR 70,000, the final amount of the grant will be 64% of EUR 60,000 = EUR 38,400.
The balance pay ment w ill therefore be EUR 2,400 (EUR 38,400 minus the pre-financing already received of EUR 36,000)

C.     Rules on Eligibility of costs

1.     General Principles

The contractor (project coordinator) must ensure that:
 all costs presented are necessary for the per for mance of the project and are not unnecessarily high;
 no member organisation of the project par tnership may derive a profit from financial assistance awarded by the European
    Community;
 each item of expenditure is only included under one heading.

All costs must be actual expenses, except for lump sums allowed under these rules. At the end of the project, all expenditure, except
for items based on lump sums and any general (indirect) costs ( maximum 7% ), must justified by receipted invoices or equivalen t
documents. The documentary justification for staff costs takes the for m of timesheets, salary slips, bank statements, employ ment
contracts, etc.

VAT may be included as an item of expenditure if it represents a final cost and is not recoverable under the national VAT sys tem.

2.     Eligible costs

Costs incurred by member organisations of the par tnership are eligible if they:
 are directly connected with the project and are provided for in the approved budget;
 are necessary for perfor mance of the project;
 are reasonable and justified and they must accord with the principles of sound financial management, in particular in terms of
    value for money and cost-effectiveness;
 have been generated during the lifetime of the project as defined in the grant agreement;
 have been actually incurred by the beneficiary and recorded in his accounts or tax documents and are identifiable and
    verifiable.

3.     Ineligible costs

The following items of costs are not eligible and should therefore not be included under any headings in the budget:
 return on capital;
 debts and the debt service charges;
 provisions for losses or potential future liabilities;
 interest owed;
 doubtful debts;
 exchange losses;
 VAT, unless the beneficiary can show that he is unable to recover it;
 costs declared and borne in connection w ith another project or work programme receiv ing a Community grant;
 excessive or reckless expenditure;
 enter tainment or representation expenses;
 replacement costs of persons involved in the project;
 expenses for travel to or from countries other than those par ticipating in the Socrates programme, unl ess explicit prior
     authorisation is granted in writing by the Commission;
 external co-financing involving real estate.

D.      Principles applied to the different categories and types of costs

1.      Staff costs

Staff costs refer to any payment made to a person attached to a member organisation of the partnership or working on a regular or
recurrent basis for the project (regardless of his or her status). Staff costs must be broken down into categories 1 to 4 of the
International Standard Classification of Occupations (ISCO). A list of the occupations included in each of these ISCO categories is
given in Appendix A.

Staff costs w ill be calculated on the basis of the actual daily salary/fees of the employee/service provider, multiplied by the number of
days to be spent on the project. This calculation may include, if necessary, all the normal charges paid by the employer, such as
social security contributions and related costs, but must exclude any bonus, incentive and profit-sharing arrangements or running
costs. Staff costs may not exceed the nor mal costs for each staff category in the country concerned. In any case, the maximum
amounts provided in the Appendix B apply unless explicit explanation of using higher rates is provided when submitting the
application.

2.      Travel and subsistence costs

Only travel and subsistence directly related to the project and concerning precise and clearly identifiable activities relate d to the
operation of the project will be considered eligible. Travel and subsistence costs for conference or seminar par ticipants or speakers
must be recorded in Table 1.5, not in Table 1.2.

Travel and insurance costs are based on the actual costs incurred. The most economical fares must be used. Several travel
agencies should be contacted in order to obtain the best possible prices.

Rail travel (first class if the participant prefers and if this is allowed by the institution concerned) must be used for jou rneys of up to
400 kilometres, except in an emergency or where a sea crossing is involved.

For journeys of more than 400 kilometres (or less where a sea crossing is involved or in an emergency), air travel may be use d.
Apex tickets or special fares must be used as far as possible. Air travel costs higher than an economy class fare are not allowed.

The cost of travel by car will be eligible, provided it is calculated according to the following conditions:
a)        private car or taxi: the amount to be considered eligible is limited to the cost of one equivalent first class rail fare
          (regardless of how many people are travelling in the car)
b)        hired car (class A except where more than two persons are travelling, in which case maximum class B may be used): the
          actual costs will be eligible. However, a hired car may only be used if no other suitable transpor t is available.

Normal travel insurance costs will be eligible.

Travel costs incurred outside the countries par ticipating in the Socrates programme are not eligible, unless explicit prior a uthorisation
is granted by the Commission.

Accommodation and subsistence costs are eligible provided:
 they are indispensable and reasonable, taking into consideration the place of the stay;
 they are calculated in accordance with the internal regulations of the par tner concerned;

The amounts specified in this table include all costs associated with the stay in the country concerned. If there is no overn ight stay,
the amounts are reduced by 50% .

Within these limits, accommodation and subsistence expenses may be reimbursed on an actual or lump sum basis. However, if the
internal regulations of the institution of the person making the journey impose a lower limit than the amounts in the above table,
these lower amounts must be used.

3.      Costs related to the purchase, leasing or rental of hardware and equipment

The costs relating to the acquisition of hardware and other equipment, whether by purchase, leasing or rental, is eligible on ly if it is
strictly necessary for carrying out the project.

The decision to lease, rent or purchase must be based on the least expensive method. At least two suppliers must be contacted in
order to obtain the most economic terms.

In the case of rental or leasing, the cost of any buy-out option at the end of the lease or rental period is ineligible.

The installation, maintenance and insurance costs of eligible hardware and equipment are also eligible, but are limited to th e
proportional use of the equipment for the project.

Where the purchase of hardware and equipment is allowed, the whole of the costs for the reference period will be considered a s
eligible, but adapted according to the percentage of use w ithin the scope of the project.

Where the purchase of hardware or equipment is allowed, eligible expenditure is calculated as follows:
         a)       for the purpose of calculating depreciation, hardware and equipment will be considered as having a life
                  expectancy of three years where the purchase price exceeds 1,000 EUR;
         b)       costs per annum will be calculated on the basis of a depreciation factor of 33.33% , adjusted to the percentage
                  use in the project concerned. For example, the allowable cost in year one for a piece of equipment wor th 10,000
                  EUR, which is used 50 % for the project, amounts to 10,000 x 33.33% x 50% = 1,666 EUR.
                  In the second year of the project, eligible costs will also be 1,666 EUR if the percentage use of the hardware or
                  equipment remains the same. If the hardware or equipment is not planned to be used for the project in the
                  second year, then no cost (depreciation or otherwise) will be considered eligible in that second year;
         c)       where the total value of the hardware or equipment does not exceed 1,000 EUR, the full purchase value will be
                  allowed as eligible expenditure for the relevant year, adjusted to the per centage use in the project;
         d)       depreciation or purchase costs will not be eligible if the hardware or equipment was purchased prior to the star t
                  of the period of eligible expenditure indicated in the contract, except in the cases of renewed projects where the
                  depreciation costs were allowed as eligible expenditure for the previous contractual year.

4.      Cost of subcontracting, consultancy and commissioning other outside experts

If the beneficiary has to conclude procurement contracts in order to carry out the project and the corresponding costs are included in
one of the headings of eligible costs according to the estimated budget, he/she shall seek competitive tenders from potential
contractors and award the contract to the most economically advantageous bid, in other words the bid offering the best price/quality
ratio; in doing so he/she shall observe the principles of transparency and equal treatment of potential contractors and shall take care
to avoid any conflict of interests.

Any amount paid to an outside body, which is not par t of a member organisation of the par tnership and which carries out specific and
limited work for the project, must be charged to the heading “Subcontracting costs”. This includes work such as translation,
interpretation and printing, carried out by bodies outside the par tnership organisations.

Such expenditure may only be allowed if the staff of the member organisations of the partner ship do not have the skills required for
the performance of the wor k concerned. In order to be eligible, the subcontracting must have been fully described in the appl ication.
If no subcontracting was foreseen in the application, prior written approval from the Commission needs to be obtained if the
proposed costs of the subcontracting will exceed EUR 10,000 (VAT or equivalent sales tax excluded).

The only subcontracting expenditure allowed concerns costs in accordance with the provisions of the Agreement. Subcontracting
Agreements must contain at least the following infor mation:

    subject of the subcontracting
    dates of start and end of subcontracting
    amount to be paid
    detailed descr iption of costs
    work schedule or phases
    payment procedures (one or more instalments)
    penalty clause(s) in the event of non- fulfilment of the agreement or delays in the perfor mance of work (if this is feasible or
     possible).

None of the basic activities of the project may be subcontracted , in order not to distort the partner ship concept. Thus the
beneficiary may not subcontract the entire management and general administration of the project and no member organisation of the
partnership may subcontract the whole or the greater par t of the activities, which were assigned to it.

If the beneficiary calls on the services of an outside expert (i.e. a person not on the payroll of the organisations involved in the
project) as a consultant, the costs are eligible subject to the conditions mentioned above, provided that they are str ictly n ecessary for
the per for mance of the project and are reasonable in amount. The consultant’s fees should not nor mally exceed EUR 400 per day
(VAT excluded). All the costs directly connected with sub-contracting must be declared under this budget heading, whatever their
nature ( for example, travel costs). The costs of an independent consultant working full- time or frequently for the project should
normally be registered under Staff costs and not under subcontracting.

For translations, only expenditure directly related to translations from and into the official languages of the countries formally
participating in the Socrates Programme is eligible, unless explicit prior written authorisation is granted by the Commission .
Translation costs may not be higher than the market prices in the country where the translation is done.

The costs of subcontracting may not exceed an amount of 30% of the total eligible costs of the project. Any amount declared i n
excess of this limit will not be eligible.

5.      Conferences and Seminars

Table 1.5 must include all expenditure relating to conferences and seminars covered by the grant or part of the project for which a grant
is being requested. If several events are planned, table 1.5 must be completed for each event.

Table 1.5 B:        the ter ms of chapter 2 also apply to the item "Travel and subsistence costs of par ticipants and speakers".

Table 1.5 C:        the maximum eligible rate is 550 euros/day/interpreter. Two interpreters maximum per day, per language are
                    eligible (or maximum three interpreters if more than six languages are to be used).

Table 1.5 D:        the number of days should include preparation time where applicable.

6.      Other direct costs

Other direct costs, not covered by those indicated above, may be allowed, provided they are:

           fully documented and clearly itemised in the application
           not indicated under another category or item of expenditure.

Specific items of expenditure eligible under this heading include:
 the hiring of conference halls or training pre mises, provided that it is strictly necessary for achieving the objectives of the
    project;
 costs incurred in producing, translating and publishing documents, when those activities are per formed by one of the member
    organisations of the partnership;
 communication costs (e.g. connection to the Internet) in duly justified cases for projects where activities require very intensive
    use of communications.

7.      General (indirect) costs

This heading refers to general costs related to project management, such as:

    communication costs (postage, fax, telephone, mailing, etc.)
    infrastructure costs (rent, electricity, etc.) of the premises where the project is being carried out, in propor tion to the u se of these
     premises by the project
    office supplies
    photocopies.

The costs involved in reproducing documents and publishing are included under the budget item “Subcontracting costs” or “Other
costs”, as the case may be.

The item “General costs” may not cover staff costs or any other costs already declared for another item.

The indirect costs incurred in carrying out the action may be eligible for flat rate funding fixed at not more than 7% of the total eligible
direct costs. (ie of the total of headings 1 to 6 of Table 1).
