									               MINUTES OF THE CITY OF ST. FRANCIS COMMON COUNCIL MEETING
                                 HELD NOV EMBER 18, 2008

The meeting was called to order at 7: 00 p.m. by May or Richards. Following the Pledge of Allegiance and
a moment of silence for the community, roll call was taken.

Present: Mayor Ric hards, Alderpersons Mayer, Bostedt, Jarosh, Brickner, Sopolinski and Fli ss

Also Present: City Administrator Voltner, City Attorney Ford, City Clerk Uecker, Police Chief Kaebisch,
Fire Chief Lockwood, City Engineer Dejewski, interested citizens and the press

Excused: Building Inspector Vretenar

Moved by Alderwoman Fliss, seconded by Alderman Sopolinski to place int o the record the Financial
Report from the City Administrator for the Quarter ending September 30, 2008. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman Brickner to place on file with reference in the
minutes the correspondence dated November 3, 2008 from Archbishop Dolan regarding rezoning of the
Cousins Center. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderwoman B ostedt to plac e on file with reference in the
minutes the correspondence dated November 13, 2008 from the City Engineer regarding Trestle Creek
Letter of Credit reduction and t o concur with the City E ngineer’s recommendation to reduce the Letter of
Credit to $28, 369. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman B rickner that all vouc hers on the V oucher List dated
November 18, 2008 in the amount of $103,238.96 with the necessary signatures be approved for
payment. Motion carried.

Moved by Alderman Sopolinski, seconded by Alderman Brickner to place on file the Minut es of the
License Committee meeting held November 5, 2008. Motion carried.

Moved by Alderman Sopolinski, seconded by Alderman Brickner to place on file the Minut es of the
Finance Committee meeting held November 5, 2008. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman Mayer to approve as printed the Minutes of the St.
Francis Common Council meeting held November 5, 2008. Motion carried.

Moved by Alderman S opolinski, seconded by Alderman B rickner to approve Beverage Operator’s
Licenses for Sandra Kozey and Eric Edwards. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman Brickner to remove Item #2 under Unfinished
Business. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman Brickner to a djourn to Closed Session for discussion
and action regarding §19.85(1)(e) deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session; §19.85(1)(g) conferring with legal counsel for the
governmental body who is rendering oral or written advice concerning strat egy to be adopted by the body
with respect to litigation in which it is or is likely to become involved, as it relat es to extensions, structures
and parking. Motion carried.

Moved by Alderwoman Fliss, seconded by Alderman Jarosh to adjourn to Open Session. Motion carried.

City Attorney Ford asked to prepare an ordinance on Common Council review and approval of
Development Agreements.
