OFFICE OF THE ORLANDO-ORANGE COUNTY EXPRESSWAY AUTHORITY ORLANDO, FLORIDA MICRO-CONTRACT PROGRAM INVITATION TO BID Sealed bids will be received in the office of the Orlando-Orange County Expressway Authority, 4974 ORL Tower Road, Orlando, Florida 32807, until 2:00 p.m. (Orlando local time) on May 4, 2009, for the work generally described below. MICRO-CONTRACT PROGRAM JANITORIAL SERVICES FOR OPERATIONS AND ADMINISTRATION BUILDING CONTRACT NO. 000609 MICRO-CONTRACT NO. 163 The work consists of providing all labor, materials, equipment and incidentals necessary to provide janitorial services for the Authority’s Operations and Administration Building in Orange County, Florida (the “project”). Bids for this project will only be accepted from participants in the Authority’s Micro-Contracts Program. Participants primary business address must be located within the four (4) county area of Seminole, Lake, Orange and Osceola counties. For additional information regarding the Micro-Contracts Program go to the Authority’s website, www.expresswayauthority.com. The Contract time for this project will be 365 calendar days with renewal options as detailed in the Special Provisions. Wage Rates: Bidder shall comply with the applicable provisions of the Fair Labor Standards Act. The Authority, in accordance with applicable federal and state discrimination statutes, prohibits discrimination on the basis of race, color, sex, age, national origins, religion and disability or handicap. The Authority notifies all bidders and individuals that it requires and encourages equal employment opportunity for minority and women as employees in the workforce. All work shall be done in accordance with the plans, if any, the Special Provisions of the Orlando-Orange County Expressway Authority and the applicable sections of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, 2007 edition, as may be amended and supplemented.

Bid tabulations will be posted at the Authority’s office, 4974 ORL Tower Road, Orlando, Florida, by the 3rd day from the bid date. Upon posting, the Authority will award the project to the lowest responsive and responsible bidder. By submitting its Bid, the bidder is signifying its awareness and understanding that the Bid process will be subject in all respects to the provisions of applicable laws, rules and regulations and the policies of the Authority, as they may be amended or modified from time to time Any bidder adversely affected by: (i) bid specifications, (ii) a notice of an intended decision (including, but not limited to, a Notice of Intent to Award or Notice of Intent to Reject), or (iii) a decision (including, but not limited to a contract award), who desires to protest must comply with the proper procedures in the Orlando-Orange County Expressway Authority's Procedure for Resolution of Protests, Rule Chapter 3-1. Failure to comply with Rule Chapter 3-1 shall constitute a waiver of the right to initiate any protest proceedings. Rule Chapter 3-1 (the protest procedure) is available for review upon request at the Authority’s Office, 4974 ORL Tower Road, Orlando, Florida. No inquiries, if received within three (3) days of the date set for the opening of bids, will be given any consideration. Any interpretation made to prospective bidders will be expressed in the form of an addendum to the specifications which, if issued, will be sent to all prospective bidders no later than two (2) days before the date set for receipt of the bids. Oral answers will not be authoritative. A prebid conference will be held on Thursday, April 23, 2009, at 10:00 a.m., in the Authority’s office at 4974 ORL Tower Road, Orlando, Florida. The purpose of the meeting will be to discuss requirements of the project in an open forum. Attendance at the prebid meeting is mandatory in order to bid on the project. Each bid must be submitted in a separate sealed envelope with the name of the bidder, bidder's address, and the project name written on the outside.
