          Outreach Strategy: Promote awareness of EITC and free tax return preparation through radio advertising, public
          service announcements, broadcasts, bus advertising and distribution of brochures and fliers created specifically for
h         the Eugene/Springfield area.

           Tax Preparation Strategy: Maximize tax refunds and credits by promoting free tax return preparation with an
h          emphasis on increasing free return filing for low- to moderate-income taxpayers in Lane County.

           Asset-Building Strategy: To help individuals and families in Lane County build assets and become more
           financially secure by organizing and inspiring communitywide efforts that will support and empower individuals to
           increase their personal income and create savings. Through the partnership's efforts, individuals and families will
           have access to the needed tools to build assets such as home ownership, increased education, personal savings,
h          the responsible use of credit, retirement planning and small business development.

Significant Coalition Activities: (List major items only, using bulleted style)
           In 2010, sites prepared nearly 6,000 tax returns, resulting in more than $6.6 million in federal tax refunds including
           over $2 million in EITC.
           Supported AARP Tax-Aide at 12 free tax return preparation sites.
           Held an "Opportunity Conference" on May 8 to help individuals build the capacity for moving and staying out of
           poverty. Individuals were provided with a full day of education and links to community resources, and were
           partnered one-on-one with middle- to upper-income individuals who will serve as resources as participants move
           out of poverty.
           Developed a free publication for parents titled, "8 Things Your Teen Should Know About Finances." The publication
           provides a simple overview of basic financial skills critical to any young person beginning life on their own.
Planned Future Activities: ( Summarize major plans, using bulleted style)
           Continue to bring individuals out of poverty by working one-on-one with participants from the May 2010 Opportunity
           Conference.
           Expand the EITC outreach campaign so all eligible Lane County recipients receive the tax credits to which they are
           entitled. Increase the number of volunteers and sites for the 2011 filing season.
           Members of the Financial Literacy Committee have begun a campaign of prevention and intervention. Prevention
           efforts are focused on establishing relationships with local school districts and Lane Community College to institute
           financial literacy as part of the core curriculum. Intervention efforts will look at what resources are available to
           individuals to repair their current financial situation and make improvements for the future.
           Broaden the use of the online tool, Prosperity Planner, through a program Lane Workforce Partnership is piloting
           with its employees and counselors. Training is expected to be available to other service providers in the summer of
           2010. (See www.prosperityplanner.org).
           Maximize social service network use assuring low-income families know where and how to access services. Work
           to understand and address the barriers that keep people from accessing services. The current focus of these
           efforts is to expand the information available at www.211lane.org.

             Outreach Strategy: Provide tax benefits information such as ARRA and EITC to all low- and middle-income
             taxpayers within Jackson County. Provide Medford and Jackson county businesses with EITC flyers and
             information for the community. Hand out EITC information at grocery stores in low and moderate communities
             and in rural areas. Communicate with employers in Medford and provide EITC stuffers in employees pay
             envelopes to ensure the community is aware of tax benefits such as ARRA. Provide materials and products in
h            other languages to ensure LEP individuals are advised of credits and deductions for which they qualify.

             Tax Preparation Strategy:
             Promote AARP/Tax Aide's free tax preparation assistance through advertisement and outreach through
             businesses to the local communities that include low and moderate income, LEP and rural areas that may
h            otherwise not receive assistance.

             Support free tax preparation through ARRP Tax-Aide at six sites in the Medford area.

          Outreach Strategy: Use a marketing plan that identifies and projects an annual rotational plan for tax
          benefits outreach including EITC. Recruit volunteers to assist with tax return preparation within the Portland tri-
          county area. Produce products that provide awareness of EITC and ARRA benefits. Distribute EITC
          information directly to communities through door to door (door-hangers) and community events. Expand
h         coalition community to include more agencies in the tri-county area that focus on low- and moderate-income
          taxpayers.
          Tax Preparation Strategy: Establish formal system to address and measure recruitment, training and
          retention of tax return preparation volunteers for AARP/Tax-Aide sites. Establish additional tax super sites
          within the State of Oregon. Support and expand existing tax preparation sites and work with AARP Tax-Aide
h         to serve the communities in Oregon

           Asset-Building Strategy: Provide individual personal finance planning and education for taxpayers.
           Establish and provide FEAB training to employees of local businesses such as grocery stores. Provide the
           community with communication tools that promotes the knowledge, skills, and habits necessary to achieve
           financial stability. Focus on providing individual FEAB training in a comfortable and personal setting to
h          increase focus when making important life changes.

          Established a new ITIN system that educates taxpayers on the ITIN process. Created an ITIN video
          introducing taxpayers to the tax law rules for dependents and the child tax credit
          Managed the Multnomah Mobile Tax Team and provided free tax preparation to over 30 employers and their
          employees in Multnomah County
          Hunger Relief Task Force grant used to promote food stamps and housing assistance at Lloyd Center Tax
          Site - Participated in IRS Super Saturday/EITC Events
          Partnered with Multnomah County to deliver free tax preparation and Advanced Earned Income Credit

          Reached out to limited English speaking communities including Russian, Spanish, Korean & Vietnamese,

         entitled. Address job loss for returning veterans. Disseminate information on disabilities statewide through
h        agency resource networking program.

         Tax Preparation Strategy: Share information through the Oregon Veterans Network about free tax return
         preparation, free tax options and tax advocate assistance. Support the new Swan Island military base VITA site
h        for 2011.
