NY Connects Technical Assistance Resource:
Independent Living Centers
Purpose: This technical assistance resource will provide you with background information on
instrumental partners that are necessary to the success of NY Connects and suggested benefits
that they may bring to your local efforts.
Background: Establishing and maintaining collaborative partnerships with agencies or programs
that serve adults and children with disabilities and the elderly assists NY Connects in providing
comprehensive information and assistance regarding long-term care options. Partnerships need to
be established and nurtured during the planning and implementation of NY Connects, including
relationships with community based and residential providers.
Local NY Connects staff will be expected to screen consumers in order to identify their long
term care needs and provide them with information regarding appropriate service options to meet
those needs. The list of resources should include programs that can be of further assistance to a
consumer in getting their needs met.
This technical assistance resource highlights one of the partners critical to supporting people
with disabilities of all ages, the Independent Living Centers (ILCs). Including representatives of
these not-for-profit organizations in the planning and development of strategies and activities of
NY Connects will lend an expertise that NY Connects programs they may not have. ILCs have
a valuable role to play, but availability may be constrained due to limited funding or staff
resources. Listed below are some suggested ways in which NYSOFA strongly urges you to
include the Independent Living Centers in your planning efforts, as well as some of the benefits
they can bring to NY Connects. We have included an overview of ILCs, their philosophy of
Independent Living, the populations they serve, the services they may provide and local contact
information.
1. Long Term Care Council Membership:
ILCs are consumer driven. Services are provided on a peer model, often by staff
members with disabilities. The independent living philosophy supports consumer choice
and integrated community living.
ILC staff are experts in locating resources that support people with disabilities, promote
independence, and can assist in identifying resources for the resource listing.
Through linkages with ILCs, the breadth of your linkage network will increase by tapping
into an already established network of contacts.
ILCs are members of local and statewide advisory committees and are playing a
significant advocacy role in planning for long term care restructuring in NYS. ILCs are
knowledgeable about the systems and services in your local community, as well as the
needs and choices of people with disabilities who receive services and supports to live
successfully in the community. Nationally, ILCs are working collaboratively

with the federally funded Aging and Disability Resource Centers (ADRCs). These
national models of successful collaboration can be similarly fostered in NYS between
ILCs and NY Connects.
2. Link for Information and Assistance and Advocacy:
ILC staff can assist with advocacy efforts. At the consumer level, staff may assist in
obtaining services, “navigating” systems, or supplementing the information and
assistance that is provided through NY Connects. At the local or state policy level, ILCs
can assist with advocating for systems change.
ILCs have established working relationships with a host of community-based service
providers. Through their established relationships, they can help you identify resources of
which you may not be aware. Each ILC provides services that reflect the needs of the
community it serves.
3. Maximize Communication and Coordination:
ILCs have experience with working with people with disabilities of all ages. They have
created linkages with schools, businesses, local government, human service
organizations, and medical and health related organizations. In some parts of the state,
New York State Department of Health contracts with Independent Living Centers to
serve as Regional Resource Development Centers for the Traumatic Brain Injury waiver
and the Nursing Facility Transition and Diversion waiver. Many ILCs also provide
Medicaid-reimbursed services, including services under the Consumer Directed Personal
Assistant program.
4. Other Services and Supports:
ILCs can provide disability awareness training, Independent Living philosophy
workshops, and other in-service training.
NY Connects programs may consider partnering with ILCs to co-locate staff to assist
with the provision of services to or on behalf of NY Connects.
ILCs may serve in a consultant capacity to review accessibility or suggest alternative
formats, etc.
What is Independent Living?
Independent Living means being in control of one’s life, taking responsibility for one’s
actions, taking risks, and either failing or succeeding on one’s own terms. It means
participating in community life and pursuing activities based entirely upon self-
determined interests and preferences. To support these goals, Independent Living Centers
help individuals of all ages with all types of disability to obtain whatever services they
need to preserve their right to choose and to fully and equally participate in society.

What Are Independent Living Centers?
Consumer Controlled: Centers are run by a board of directors, more than half of whom
are people with disabilities.
Community Based: Centers are located throughout New York State in local communities.
Cross-generational and cross-disability: Staff, board members, volunteers, and people
served represent a broad cross-section of ages and disabilities.
Federally-authorized: under the Rehabilitation Act of 1973 as amended.
Peer model: services are provided on a non-medical model.
Non-Residential: Centers are not places to live, nor do they own or operate places for
people with disabilities to live.
Non-Profit: Centers are approved for non-profit status with the New York State Attorney
General's office.
Who Does an Independent Living Center Serve?
People with all types of disabilities.
People with disabilities of all ages.
Parents, spouses, siblings, and significant others of people with disabilities.
People with disabilities living in their own homes, supported living arrangements,
institutional settings, and elsewhere.
What Services do Independent Living Centers Provide?
All Independent Living Centers provide a set of core services geared toward promoting self-help,
equal access, peer role modeling, personal growth, and empowerment. The scope of services is
directed by individual and community needs. The core services are as follows:
Information and Referral Services provide individuals with resources and options that
may be necessary in making informed choices about living, learning, and working
independently.
Peer Counseling is provided between two or more individuals with disabilities, to share
ideas and experiences about living with a disability, in order to gain greater awareness
and control over one’s own life.
Independent Living Skills Training teaches everyday life skills and is often provided by
people with disabilities. Training may include budgeting, meal preparation, arranging
transportation, or personal assistance services, job seeking, and self-advocacy.

Individual and Systems Advocacy addresses access to equal opportunities in exercising
social, economic, educational, and legal rights. Independent Living Centers work with
individuals, community organizations, state/national networks, to promote full inclusion
of people with disabilities, and to improve the implementation of existing laws, including
federal, State, and local.
Other services that are often provided include:
Housing assistance;
Acquiring and maintaining appropriate benefits and entitlements;
Architectural and communication barrier consultation;
Personal counseling that is non-clinical and short term in nature to address individual
goals;
Securing, learning how to use, repair, and maintain equipment;
Assistance in registering to vote;
In-service training, workshops/seminars on disability issues, disability laws and
Independent Living philosophy;
Disability awareness training;
Developing Plans to Achieve Self Support (PASS) for recipients of public assistance -
SSI/SSDI;
Specialized training and services specific to certain communities.
