09-343 McKinney Main Street aka McKinney Downtown Business Re-Development Board June 11, 2009 The McKinney Downtown Business Re-Development Board of Directors met in the City of McKinney City Hall, Council Chambers, 222 N. Tennessee Street, McKinney, Texas on Thursday, June 11, 2009. Vice-Chairman Johnny Galyean called to order the regular meeting of the McKinney Downtown Business Re-Development Board at 8:35 a.m. The following persons were present: Vice-Chairman Johnny Galyean, CoCo Good, Edna Brown, Jan Temples, Karen Klassen, Candi Maloley, John Rattan, Jennifer Cox, Treasurer/Secretary Amoret Cain and Sharla Bush. Main Street Board member(s) absent: Chairman Clyde Geer, John Dugan and Linda McNeff. Main Street Staff present: Main Street Program Director Ty Lake and Main Street Assistant Merry Caroline Canter. Guest(s): Historic Preservation Officer, Guy Giersch, MPAC Director David Taylor, Development Services Director, John Kessel and Heirloom’s owner, Sue Sanderson. Consider/Discuss/Act – Minutes of the May 14, 2009 Board Meeting Treasurer/Secretary Cain made a motion to approve the May 14, 2009 minutes. Mr. Rattan seconded. The board voted; the minutes were approved unanimously. Consider/Discuss/Act –Special Event request from Heirlooms Ms. Sue Sanderson presented to the board her Special Event request. Ms. Sanderson is hosting the 1st Annual Heirlooms Alley Sale on July 25 from 10 a.m. to 6 p.m. The event will be located on Johnson Street between E. Louisiana Street and E. Virginia Street. The Board discussed. Mr. Rattan made a motion to approve the 1st Annual Heirlooms Alley Sale with the conditions that she notify all surrounding businesses of her event. Mrs. Maloley seconded. The board voted; the motion was approved unanimously. Chairman/Vice-Chairman Report – Board Captain Updates Vice-Chairman Galyean moved to discuss Board Captain Updates and turned the discussion over to each board member. Each Board member gave an update from their block. McKinney Main Street Board Meeting, June 11, 2009 1 Directors Report – Monthly Recap Mrs. Lake presented her Monthly Report. The board reviewed and discussed. Directors Report – Brick Replacement Project Update John Kessel, Director of Development Services updated the board on the brick replacement project. Mr. Kessel gave a brief back ground as to why we need to replace the bricks pavers. The board discussed the different timeline options that Mr. Kessel presented. The board requested for Mrs. Lake to revise the letter that was sent last month to the City Managers Office, to reflect the new timeline request. Directors Report – Red, White & BOOM! Mrs. Lake reported on the upcoming Red, White & BOOM! Fourth of July celebration. Mrs. Lake asked each person to review the map of the downtown portion of Red, White & BOOM! The Hometown Parade is being chaired this year by MCVB Director, Diann Bayes; you will also notice that the Parade has a new route this year. The Veterans Salute will take place again in the McKinney Performing Arts Center and is open to the public. The Car Show will once again be located at the Former Collin County Courthouse and we are anticipating another successful car show. Lastly the Ice Cream Crank Off will be held at Chestnut Square this year and they are looking forward to a large crowd as well. The board discussed. Directors Report – Image Campaign Mrs. Lake reported on the Image Campaign. Mrs. Lake announced that the first Image Campaign participant meeting will be held on June 16 in City Hall, Council Chambers at 8:30 a.m. Mrs. Good will lead the meeting, as to what and how the participants would like to see their monies spent; Day 6 Creative will also be in attendance, as they will be the marketing team behind the new Image Campaign. Mrs. Lake reported that the Image Campaigns membership is up more than ever and we are very excited about what is yet to come. Lastly, Mrs. Lake stated that those businesses that are apart of the Image Campaign will automatically be apart of the Friends of McKinney Main Street program and listed on www.downtownmckinney.com. McKinney Main Street Board Meeting, June 11, 2009 2 Review and Discuss Financials Treasurer/Secretary Cain reported on financials year to date. Mrs. Cain directed everyone to review the financials that were provided in the board packet. The Board discussed and reviewed the statements with no further questions. Standing Committee Reports – Organization Committee Ms. Klassen reported on the Organization Committee. Ms. Klassen stated that the Friends of McKinney Main Street is up and running. You will see the first ad for the program in the next McKinneyInfo.Mag, the City of McKinney’s quarterly publication that goes into every household and business in McKinney. Ms. Klassen also reported that in Tuesday’s Business Monthly Meeting there was a discussion about hosting seminars for the downtown community, not only for business owners and stakeholders, but also for the their employees. Ms. Klassen stated that this is something that she would like us to do quarterly. The board discussed. Standing Committee Reports – Design Committee Mr. Giersch reported on the Design Committee. Mr. Giersch stated that the new sidewalk ordinance will be going to City Council in the coming months. Mr. Giersch then presented the new sidewalk ordinance proposal to the board. The board review and discussed. Mr. Giersch mentioned the Planning Department will begin updating the Signage Ordinance next. Standing Committee Reports – Marketing Committee Mrs. Good reported on the Marketing Committee. Mrs. Good announced that the City of McKinney’s Communication and Marketing Department has secured ad in D-Magazines August edition for Oktoberfest. The board discussed. Standing Committee Reports – Economic Re-development Committee Mrs. Lake reported on the Economic Re-development Committee in Mr. Dugan’s absence. Mrs. Lake stated that Mr. Dugan has been meeting with several downtown property owners about what their visions were about an overlay. He has also recently met with the Planning Department and been brought up to date on the Town Center Study. Finally on June McKinney Main Street Board Meeting, June 11, 2009 3 23 Mrs. Lake, Mr. Dugan and others will be attending a meeting with Brad Kidwell and other city and state leaders about the Flour Mill Project on the east side of Hwy 5. Liaison Reports – Downtown Property Owners Mrs. Bush reported on the Downtown Property Owners. Mrs. Bush announced that she will be sending a letter to all the Downtown Property Owners soon asking for feedback from them regarding downtown. Liaison Reports – Chamber of Commerce No report from the Chamber of Commerce. Liaison Reports – McKinney Conventions & Visitors Bureau No report from the McKinney Conventions & Visitors Bureau. Liaison Reports – City of McKinney Mrs. Lake reported on the City of McKinney. Mrs. Lake announced that she will be submitting to MCDC again for Dickens of a Christmas. Mrs. Lake discussed some of the new ideas that are in the works for the 29th Annual event. The board discussed. Liaison Reports – McKinney Performing Arts Center Mr. Taylor reported on the McKinney Performing Arts Center. Mr. Taylor mentioned that the 2009-2010 season is set and will be announced this week. Mr. Taylor also discussed the latest statistics from the last season shows.
