The Huntsville region has a proud history as one of the strongest
technology economies in the nation with over 300 companies
performing sophisticated government, commercial and university
research. Huntsville has the highest per capita concentration of
engineers in the country and is listed by Forbes as one of the best
cities in the country to do business. Huntsville workers with the U.S.
Army, NASA and major corporate contractors manage key national

Huntsville/Madison County is home to a diverse economy with
several key industry sectors. The area’s strengths include technology
development, integration and value-added manufacturing.

Aerospace & Defense - Huntsville/Madison County and
Redstone Arsenal play a vital role in U.S. Army programs for missiles
and aviation. More than half of the Army's weapons procurement
budget is managed by agencies on Redstone, as are more than half
of the Army's foreign weapons sales. NASA's Marshall Space Flight
Center, also on Redstone, is key to the nation's space propulsion
and scientific missions programs. Almost every major U.S. aerospace
corporation has a presence in the community, with more than 250
companies employing 27,000 people. In total, over 44,000 workers
are directly involved in the local aerospace and defense industries.

Electronics - Over 300 domestic and international corporations in
Huntsville/Madison County are involved in the design and production
of electronics and computer-related technology, including CINRAM,
one of the world’s largest manufacturers of DVD products.

Research & Technology - Huntsville’s Cummings Research Park
has earned a reputation as a world center for technology
development. The second largest science and technology park in the
U.S., Cummings Research Park is home to more than 285
companies and 25,000 people involved in technology research and
development.

Manufacturing - Huntsville/Madison County’s manufacturing
industry represents a diverse mix of technology assembly and
production operations from both domestic and international
corporations, comprising one-fourth of the local employment base.

Life Sciences - Huntsville is home to a growing cluster of life
science research, development and manufacturing companies
employing nearly 1,000 people in the biotech, biomedical and
pharmaceutical fields.

Redstone Arsenal

2005 Base Realignment and Closure (BRAC)
Big changes are on the horizon for Huntsville and Redstone Arsenal.
BRAC 2005 will bring almost 5,000 key DoD and Army jobs to our
community including:

 •   The Army Materiel Command Headquarters (AMC)
 •   The U.S. Army Security Assistance Command (USASAC)
 •   The Space and Missile Defense Command Headquarters (SMDC)
 •   Missile Defense Agency Programs (MDA)
 •   The U.S. Army Aviation Technical Test Center (ATTC)
 •   2nd Recruiting Brigade

These consolidations will make Redstone Arsenal the Army’s nerve
center for weapons and materiel procurement. It also further
solidifies Huntsville’s leadership position in the development and
fielding of our nation’s missile defense programs.

More than $600 million will be spent on Redstone Arsenal in the
next few years constructing and outfitting new buildings in
preparation for this influx of new people and missions.

The realignment of SMDC’s three-star
command headquarters became the
first Redstone 2005 BRAC realign-
ment to be implemented in the
summer of 2007. Other realignments
will follow in 2009 – 2011.

Space and Defense
Huntsville is the birthplace of the
U.S. Space program, home to the
Marshall Space Flight Center (MSFC),
NASA’s lead center for the
development of launch vehicles and
propulsion systems. The first U.S.
rockets to put payloads and people
into space were designed and built in
Huntsville, as were the rockets that
put man on the moon. MSFC has
been assigned key responsibilities in
the new exploration program including
the development of the Ares I - Crew
Launch Vehicle; Ares V - heavy lift
Cargo Launch Vehicle; and robotic
exploration vehicles.

    Although Huntsville is perhaps best known as America’s “Space
    Capital,” military programs have a far larger impact on the local
    economy.

    The Army’s aviation, missile and missile defense program offices and
    R&D centers are located at Huntsville’s Redstone Arsenal. More than
    32,000 people work on Redstone’s 38,000 acres. In addition to the
    U.S. Army and NASA, other tenants on Redstone include the Defense
    Intelligence Agency, the Department of Justice, the Missile Defense
    Agency and representatives of every branch of the Armed Services.

    • Nearly every major U.S. aerospace and defense contractor is
      represented in Huntsville with 250 companies employing more than
      27,000 people.

    • U.S. Army and Department of Defense agencies on Redstone
      Arsenal employ 14,601 civilian and military personnel, while NASA
      employs 2,555 workers. Combined with private contractors, over
      44,000 people work directly in the local aerospace and defense
      industry.

Tennessee
    • Huntsville/Redstone  agencies manage all U.S. Army aviation,
    missile
Alabama      and missile defense programs. These programs account for
      more than half of the U.S. Army’s weapons procurement budgets.
      More than half of the U.S. Army’s foreign military sales are also
      managed on Redstone Arsenal.

    • Total federal budgets managed in Huntsville exceed $25 billion
      annually.

    • NATO’s missile defense program office is headquartered in
      Huntsville. Germany, Italy and the U.S. are partnered on the
      development of the next generation theater missile defense
      program, MEADS.

   Industrial Parks

   There are 11 publicly and privately owned industrial parks in the
   Huntsville/Madison County area. Each park is unique and is fully
   equipped with the necessary infrastructure to support a variety of
   industrial development needs. The majority of industrial sites are
   located on the western side of Madison County, in close proximity to
   the Huntsville International Airport and Redstone Arsenal. The
   Chamber of Commerce provides assistance for locating in each
   industrial park.

   Chase Industrial Park
   For over 30 years, Chase Industrial Park has attracted manufacturing
   and assembly plants, processing, warehousing and wholesale
   distribution operations. Located in east Huntsville, the park is owned
   by the Madison County Commission and covers 1,700 acres. There
   are approximately 50 acres available for development, and zoning is
   Planned Industrial.

   Chelsea Industrial Park
   Chelsea, developed by the City of Huntsville, is located in southwest
   Huntsville. A steam-generating facility is equipped to supply steam to
   park residents for use in production, heating and cooling. The park
   consists of 80 acres and is 100% occupied.

   I-565 Business Park
   Privately owned, this park is a mixed-use park zoned Commercial
   Industrial. The owner will build to suit.

Jetplex Industrial Park
Jetplex Industrial Park is located adjacent to the Huntsville Inter-
national Airport and offers Foreign Trade Zone #83, the International
Intermodal Center, U.S. Customs Port of Entry and interstate access
via I-565. The Huntsville-Madison County Airport Authority manages
the park, which contains 2,882 acres and 53 corporate residents.
Zoning is Airport Industrial and Planned Industrial.

Jetplex Industrial Park South
Just outside the boundaries of Jetplex Industrial Park’s Foreign Trade
Zone, this park offers the convenience of access to airport amenities.
It contains more than 900 acres, and is zoned Planned Industrial.

Lowe Industrial Park
Located just east of the Huntsville International Airport, the park
offers quick access to both the airport and I-565. There are 20 acres
available and it is zoned Planned Industrial.

North Huntsville Industrial Park
Located in North Huntsville, this park is the home of Toyota Motor
Manufacturing. The property is owned by the City of Huntsville and
zoned Planned Industrial. All utilities are in place and underground,
with curb and gutters. There are approximately 200 acres available.

Peebles Industrial Park
This park is privately owned and is zoned Commercial Industrial.
Approximately 100 acres are available.

SouthPoint Industrial Park
SouthPoint Industrial Park is located at the intersection of Interstates
I-65 and I-565. The park is 260 acres and is planned to house 15
industrial sites designed primarily as speculative buildings. Build-to-
suit opportunities exist. Zoning is Commercial Industrial Park.

Thornton Research Park
Thornton Research Park is located near the 285 high-tech research
and development companies in CRP, Redstone Arsenal and NASA’s
Marshall Space Flight Center. This park is intended as a complement
to Cummings Research Park to allow for light manufacturing and
production work. Zoning is Research Applications.

Triana Industrial Park
Developed by the City of Triana, this park has 200 available acres. It
is the lowest-priced industrial land in Madison County and offers
close proximity to the Huntsville International Airport. Zoning is Light
Industrial.

Huntsville International Airport
has two parallel runways including the 2nd longest in the southeast.
The runway measures 12,600 feet and allows non-stop cargo flights
to Asia, Europe and Latin America.

Huntsville’s cargo hub operations are anchored by a partnership
between Cargolux and Panalpina air cargo. The international shipping
company uses Huntsville as its main point of entry to the United
States. The company operates 12 weekly international cargo flights
from Huntsville to Asia, Europe and Latin America.

The International Intermodal Center (IIC) provides a single hub
location specializing in a wide range of services including receiving,
transferring, storing and distributing air, rail and highway cargo both
domestically and internationally. International and domestic rail
containers move to the IIC on a direct spur from the Norfolk
Southern mainline. Once at the IIC facility, containers can be moved
to chassis or to the depot yard via one of two 45-ton overhead gantry
cranes. This center is designated as a U.S. Customs Port of Entry
which is home to 24-hour U.S. Customs, U.S. Department of
Agriculture inspectors and is part of Foreign Trade Zone No. 83.

Utilities

Huntsville Utilities is one of
the largest and most reliable
power distributors in the
Tennessee Valley service
region. The utility provides
electricity, water and natural
gas services to the Huntsville
service territory. Electricity is
provided by a reliable and
efficient TVA transmission system with six delivery points.

The non-profit municipal system is able to maintain a low rate
structure for electric and water services while gas rates fluctuate
with the national commodity market. Gas transportation is available
for commercial and industrial customers large enough to qualify.

Sewer service is provided separately by local municipalities. All area
industrial parks are fully equipped with utility infrastructure.
Huntsville Utilities works in partnership with TVA and the Chamber of
Commerce to identify and streamline the process of meeting
customer needs and is committed to providing low cost reliable
service.

                                        Workforce Program

The goal of the Chamber’s Workforce Division is to ensure an
available labor force with the skills and education to meet
employment demands of the 21st century.

Workforce includes many elements ranging from early childhood
development, K-12 education, career awareness, post-secondary
training and education, mentoring, recruiting, life-long learning and
alternatives to traditional retirement. The Chamber partners with
industry, education and civic groups to address many aspects of
workforce and takes the lead in certain areas, such as marketing the
community to new workers.

One key element of the Chamber’s approach to workforce is support
for employee recruiting and retention with a particular focus on young
professionals. We do this through our recruiting website,
www.asmartplace.com, related marketing materials, our EmYrge
Council of young professional organizations and our Bridges program
that provides professional and social networking for co-operative
education students and interns.

Another element of our workforce program is helping to increase the
local talent base through partnerships with Junior Achievement, K-12
and post-secondary education institutions and community
organizations to promote career awareness and requisite skills in our
high-growth industries.

The Chamber partners with traditional workforce development
organizations at the local, state and national level to address at-risk
youth, displaced employee training, training for new and emerging
industries and efforts such as Base Realignment and Closure. The
Alabama Industrial Development Training program has been ranked
number one in the nation for its workforce training. This program has
provided customized training
for more than 200,000
workers at 3,500 locations
since 1971. AIDT supports
companies who create new
jobs in the state by
performing customized
workforce recruitment,
screening, pre-employment
and on-the-job training. The
Chamber can assist in
coordinating with AIDT and
other government agencies.

Tax Incentive Programs

The state of Alabama offers one of the most competitive tax
incentive packages in the nation. The Chamber’s Economic
Development staff can work with you to identify which programs
would be most appropriate and beneficial to your company.

Income Tax Capital Credit
Alabama law allows for a capital credit to be applied to income tax
liability generated from projects approved by the Alabama
Department of Revenue. The credit is 5% of the capital costs applied
each year for 20 years.

Property Tax
Alabama’s property tax rates are among the lowest in the country.
The state rate is 6.5 mills, or $6.50 for each $1,000 of assessed
value. Cities and counties also assess additional property tax. The
annual total property tax rate for the City of Huntsville is 58 mills, or
$58.00 for each $1,000 of assessed value. Under Alabama law,
business property is assessed at only 20% of market value.
Inventory and pollution control equipment are exempt from property
tax. The state may also allow abatements for non-educational
property taxes for up to 10 years.

Sales and Use Tax
Alabama’s state sales tax rate is 4% combined with Huntsville/
Madison County’s local 4% rate for a total of 8%. Many specific
organizations and commodities are exempt from Sales and Use Tax.
Exempt products include gasoline, fertilizer, wholesale sales and
sales to governmental entities. There are also lower rates for
manufacturing machinery and automotive vehicles. State sales and
use taxes and non-education portions of local taxes on building
construction materials and equipment may be abated for eligible
projects, subject to local approval.

Inventory Tax
Unlike many other states, Alabama does not levy property tax on
inventory. There are also exemptions for raw materials inventory and
finished goods inventory.

                                           Finance Programs

State and federal agencies offer a number of financing programs for
companies creating new jobs in Alabama. These programs can
provide significant assistance to expanding companies.

Industrial Revenue Bonds
Industrial Revenue Bonds are issued by Industrial Development
Boards by authority of the state of Alabama. They can be used for
financing land, building and equipment for new and expanding
industrial projects. Industrial Development Boards take ownership of
the bond financed facility and lease it back at a rate that covers the
principal and interest on the bonds as they mature. The Chamber
serves as liaison to the Industrial Development Board of the City of
Huntsville.

Industrial Development Grants
Industrial Development Grants are available to the Industrial
Development Board or government entity that will be leasing land or
buildings to a new or expanding company. The agency can use the
money to prepare a site or do repairs and thus save the company
from that cost.

The Tennessee Valley Authority (TVA)
Economic Development Loan Fund
The TVA Economic Development Loan Fund is a multimillion dollar
revolving loan program available for assistance with new plants or
expansions.

SBA Loans
The Small Business Association can provide small businesses with
long-term financing for real estate acquisition, building construction,
renovation, expansion and purchase of machinery and equipment,
purchase of inventory and working capital. The Small Business
Center office is located in the Chamber of Commerce.

Higher Education
The Huntsville region is home to a number of diverse higher
education opportunities. Huntsville area universities provide support
and research capabilities to the region’s private sector community. In
addition there are 14 other colleges offering a combination of
bachelor and master’s degree education. Nearly 38% of the
Huntsville community adult population has a college degree, one of
the highest concentrations in the country.

Quality of Life

It’s easy to fall in love with life in Huntsville/Madison County. With
the amenities of a big city, the Huntsville community still retains its
small town feel.

Situated in the foothills of the Appalachian Mountains, the natural
beauty of the area contains unlimited opportunities for hiking, biking,
golfing, outdoor exploration and water sports on the Tennessee River
and nearby Lake Guntersville. The mild climate allows for outdoor
enjoyment throughout much of the year. The Huntsville area offers a
number of parks, natural reserves, nature trails and a stop on the
Robert Trent Jones Golf Trail.

Huntsville’s downtown is undergoing a renaissance with a growing
and vibrant nightlife. The arts are fully covered between Huntsville’s
Broadway Theatre League, the Huntsville Ballet Company and the
Huntsville Symphony Orchestra.

Among the many museums and historic sites are the U.S. Space and
Rocket Center, the Huntsville Museum of Art and several children’s
museums.

In sports, Huntsville is home to professional minor league baseball
and hockey as well as an arena football team.

One of the attractive features of Huntsville/Madison County is the
low cost of living. When compared with larger areas, the difference in
cost of living is very favorable. The Huntsville community also
