Introduction to Salary Planner
The Salary Planner feature of the Employee Self-Service product is a Web
application that allows authorized administrative personnel to evaluate, plan, and
create position budgets for the following fiscal year. The Salary Planner product
is populated from an extract of live Banner Human Resources. The extract is
held in a budget phase, or planning instance, in Internet Native Banner. The
data from the budget phase is copied into to Salary Planner, creating a self-
service web personnel-planning environment.
In addition, the product provides the ability to evaluate and modify job salary
information for the following fiscal year. Other advantages of Salary Planner over
spreadsheet budgeting are listed below.
The Banner Human Resources security attributes will keep unauthorized
personnel from reviewing salary data.
The position labor distributions can easily be copied to the job labor
distribution,
Unlike spreadsheets, Salary Planner can be updated to reflect changes in
positions and jobs.

Accessing Salary Planner
As a web-based product Salary Planner is accessed via your web browser. You
can log into Salary Planner using your SLU Banner Self-Service User-ID and
PIN. The appropriate screens are shown below and on the following page.
Without your Banner User ID or PIN, you cannot access Salary Planner. Contact
ITS Computing and Telephone Support at 977- 4000 to resolve any issues with
your User ID or PIN.

The training instance of Salary Planner can be found on the SCT Banner
Educational System web site or http://fsbanforms.slu.edu/. From this site select the
MOCK database under the Self-Service Banner (SSB) heading.
The production or live instance of Salary Planner can be found on the SLU Self-
Service web site.

Once you have logged onto Self-Service choose the Employee Module
Navigation Link at the top of the page. From the Employee page, choose Salary
Planner from the list of options on the left hand side of the page.

Navigating Within Salary Planner
Once in HR-Salary Planner, you can navigate through the tool by clicking on the
provided buttons, drop down lists, and hyperlinks. Your personal browser
settings may vary, but in most cases the hyperlinks display as blue text. Once
you have clicked on a hyperlink, typically, the hyperlink text color changes to
purple.
It is important to note that you should NOT use the Forward and Back buttons of
your web browser. Many of the pages are calculated dynamically as a result of
your input. Using the Back button on your browser simply reloads old versions of
the page you wish to view, rather than displaying the newer, recalculated page.
Always click the hyperlinks displayed in blue text to navigate within HR-Salary
Planner.
From the Salary Planner menu, choose the Edit Scenario option. The Office of
Financial Planning and Budgeting utilizes the other options to manage the Salary
Planner tool. For the FY06 training process, please access the following options:

review within the scenario. From the Position Filter Screen, select the
organization, or department, and then complete the following criteria:

Updating Position Budgets & Job Records
This section outlines one process for utilizing Salary Planner to award both
position and job salary increases for the coming fiscal year. As you work with
Salary Planner other methods and processes will be developed. However, for
the present please follow the steps outlined below and on the following pages.
The checklist below enumerates the steps required to update the position budget
and job records for the following fiscal year. The table covers pages twelve to
page fourteen. Following the table, pages fifteen to twenty-one highlight the
screens discussed in the table.

Labor Distribution
This section outlines a process for changing a labor distribution for both the
position budget and job record. The process starts at the Employee Detail
Screen. A similar process could also be started at the List By Position Screen.
The checklist below enumerates the steps required to update the labor
distribution. The screens discussed in the checklist are shown on pages twenty-
three and twenty-four.

Labor Distribution for Grants & Contracts
Salary Planner offers many advantages over our prior personnel budgeting
product; however, we have found one shortcoming concerning labor distributions
for grants and contracts. The prior budget screens enabled the user to insert
future effective dates for labor distribution changes as part of the budget process.
Since grants are managed on a project budget instead of a fiscal year budget,
this feature enabled users to automatically allocate faculty and staff to new
grants as current projects expire.
Salary Planner does not have the functionality to process future effective dates
for job labor distribution changes. Both the position and job labor distribution
must equal 100%, or display an annual distribution. As with many challenges in
Banner, we have developed a workaround. The workaround involves a creative
use of the Position Labor Distribution, the Job Labor Distribution and EPAFs.
The Position Distribution will reflect the total annual distribution for the position.
The total dollars allocated to each FOPAL for the next fiscal year will be shown
on this distribution. Establishing the Position Labor Distribution for the entire
fiscal year will enable us to accurately account for the hard dollar, soft dollar and
UMG personnel budgets for the upcoming fiscal year.
The Job Labor Distribution will reflect the proposed labor distribution as of July
1st. The labor distribution must equal 100%. The manager responsible for
monitoring departmental labor budgets will know that the distribution shown on
the Job Labor Distribution Screen must be modified with an EPAF shortly after
the start of the fiscal year. The EPAF feature of Banner is capable of processing
labor distribution changes with future effective dates.

The Job Labor Distribution Screen below is one example of the proposed
workaround. The Job Labor Distribution reflects the proposed funding for the
employee as of July 1st. In this case, the employee will be paid from a grant for
the first three months of the fiscal year. The departmental manager responsible
for labor distribution must establish EPAFs to move the employee into the other
funds shown on the Position Labor Distribution at the appropriate times.
The Position Labor Distribution shown at the bottom screen reflects the total
salary distribution for the entire fiscal year regardless of timing issues. In this
example, each fund will be charged $17,550 or 25% of the total annual salary
sometime during the fiscal year.

values only change automatically when a
new extract is performed. The user must
manipulate them manually if a change is
made in Banner after the extract occurred.
The Current column displays any
information that has changed since the
initial extract was taken. This includes
any future dated changes set to take
effect. If no changes have been made in
Banner since the initial extract was taken,
the dates under Current and Base will be
identical.
Effective Date Display This field displays the effective date for the
model.

Downloading Personnel Salary Scenarios to a
Spreadsheet
The Salary Planner Tool has the capability to download a salary scenario to an
Excel spreadsheet. This provides you the opportunity to edit and analyze the
salary, in spreadsheet format, according to your needs. It is important to note
that while one can adjust the scenario within the spreadsheet, the adjustments
on the spreadsheet can be uploaded into Salary Planner. Any adjustments
developed within the spreadsheet, must be applied to Salary Planner using the
previously discussed methods.

1. To download a proposed salary to an The File Download window displays.
Excel spreadsheet, follow one of the
below paths:
From the List by Position page, click
the Download Position Data or
Download Position and
Distribution button.
From the List by Employee page,
click the Download Job Data or
Download Job and Distribution
Data button.
2. Click the Save button. The Save As window displays.
3. Select the desired save location from the
drop down list for the Save In: field.
4. If desired, overtype the name in the File
name: field. Leave the .csv e xtension.
5. Confirm that the Save as Type field value
is Microsoft Excel Comma Separated
Values File.
6. Click the Save button. The salary has now been saved as an
Excel spreadsheet.
