partners       November
               Celebrating Partnership work - VCS Assembly and Compact annual event
               Thursday 2 December 2010, 1.30pm – 4.30pm
               City Works, Gloucester

               The nominations for this year’s GlOscars have closed but remember to
               book your place to attend the annual event.

               The event will be a celebration of partnership working, along with the
               launch of the refreshed Gloucestershire Compact. And of course, the
               results and presentations of the GlOscar winners!

               the 26th of November.

               VCS Mental Health meeting
               Wednesday 15 December, 2pm – 4pm
               Gloucestershire Deaf Association.

               This meeting will be a chance for the VCS to discuss various initiatives
               relating to mental health, including
                    Mental health commissioning
                    Suicide implementation plan
                    VCS view on 1 county Mental Health strategy

               Any VCO with an interest is welcome to attend.

               VCS Assembly Team survey – deadline 8 December
               The VCS Assembly Team has been contracted by Gloucestershire County
                                            1
Council’s Children and Young People’s Directorate to ensure that the
county’s voluntary and community sector (VCS) plays a full part in
developing and implementing the county’s Children and Young People’s
Plan and Change Programme.

Bob Lewis, the VCS Assembly Team’s Children and Young People’s
Development Worker has been delivering this 3 year contract (‘the
Infrastructure Contract’). This contract comes to an end in March 2011.

The VCS Assembly Team now wants to take stock of what difference this
contract has made to the work of the county’s VCS, CYP Plan and public
sector partners.

VCS Assembly Board meeting
The next meeting of the VCS Assembly Board is on Tuesday 7 of
December 2-4pm at GAVCA in Gloucester. This meeting will include a
discussion on next steps for the VCS Assembly in light of the review of the
Gloucestershire Conference (see below). Any VCO with an interest is
welcome to attend as an observer.

Gloucestershire Conference undergoing review
The Gloucestershire Conference is the collective name used to describe
the totality of the county’s strategic partnership arrangements. To date,
the Conference has included the Community Strategy Executive Board,
Accountable Bodies Group, county thematic partnerships and local LSPs
(for more info on this visit

However, in response to recent Coalition Government announcements
and policy direction (including the move to Localism, Big Society and an
end to Local Area Agreements) this partnership structure is now changing.

The review of the Gloucestershire Conference commenced in October
and Jess Mace has attended 2 review meetings on behalf of the VCS. An
emerging new draft structure for the county’s partnership structure
includes a new Executive Group (to include the Leaders of all Local
Authorities, NHS Gloucestershire and Police Authority (to be replaced by
Police Commissioner), supported by their Chief Executive Officers. VCS
and private sector representation are still being discussed. Beneath this
may sit some form of county strategic ‘Programme Board’ and a
combination of thematic and task and finish groups.

Gloucestershire Compact consultation
The consultation on the refreshed Gloucestershire Compact has now
closed. The Compact Group will be discussing the final format of the
refreshed Compact at its meeting on the 30 of November. Further
information will follow in future bulletins

Do you have a good idea on how to spend £500k in Gloucestershire?
Only 2 days to go to have your say!
£500,000 is due to be allocated to the county’s VCS as a result of the
sector’s involvement in the Gloucestershire Local Area Agreement (LAA).
The VCS allocation of this LAA ‘Performance Reward Grant’ will be
divided into 50% capital and 50% revenue expenditure and must be used
to invest in the strategic development, marketing and capacity building of
the county’s VCS.

VCOs are invited to give ideas on how the money should be spent within
these constraints. So now’s your chance!

Coffee, Cake, Consult!
‘Supporting a Stronger Civil Society: An Office for Civil Society
consultation on improving support for frontline civil society
organisations’
Tuesday 7 December 2010, 9am – 12pm
Cheltenham Starbucks

This informal event is being held in partnership with GAVCA, PATA,
Gloucestershire Rural Community Council, Third Sector Services and
Cooperative Futures to ask local Voluntary and Community Organisations
(i.e. you!) what services local VCS support and development
organisations (also known as ‘infrastructure organisations’) can provide to
enable you to provide the most effective frontline services.

Come along to find out what support these local support organisations
offer you now and give your views on how this support can be improved.
Your ideas could include:
     easier access to advice through better use of online support
     encouraging better connections between small organisations and

                   skilled volunteers or mentors from business or larger charities
                  the rationalisation of local support organisations to become more
                   effective

            Your views will be fed into the national consultation being run by the Office
            for Civil Society and locally into the consortium of local support
            organisations.

            So pop in for a free coffee and cake and a chance to network, as well as a
            chance to express your views. You do not need to stay for the whole 3
            hours, it is being held as an informal ‘drop in’.

            Resources and Support for the VCS

            The Gloshub Resources Briefing is a new regular newsletter which is
            being sent electronically to all VCOs in the county. The Briefing
            summarises the latest news, events, funding, training and resources that
            are relevant to the sector and replaces the weekly Pulse bulletin.
