Mission Statement
         Committed to the ministry of Jesus Christ, St. Ann Catholic Parish is a
dynamic community that preaches the Gospel, celebrates the faith and works for
justice.


Vision Statement—2012
        St. Ann Catholic Parish will build the kingdom of God on earth as a model parish
with vibrant Eucharistic worship and highly engaged and theologically educated
parishioners of all ages.


Executive Summary
         With a vision to become the model parish of the future, St. Ann Catholic Parish
has developed our Pastoral Plan for 2007-2010. Based on extensive feedback from
parishioners, the Pastoral Plan has seven goals developed around major areas of parish
life. These goals encompass parishioners of all ages with the intention of revitalizing
parish worship and sacramental life, faith formation, ministries, programs and facilities.
         We have committed to the following goals over the course of the next three years.
The goals have accompanying objectives and action steps with designation of responsible
persons and/or committees and timelines. Specific steps of implementation and timing
are contingent upon budget approval by the Finance Council.
         The goals include the following:
1. The celebration of the Eucharist will be central to our prayer and community life.
2. St. Ann Catholic Church will be a hospitable and welcoming community.
3. The parish will foster lifelong faith formation.
4. St. Ann‟s will welcome and nurture youth to be active, participating parishioners.
5. The parish will provide a network of support to minister to the needs of families,
     single persons and persons who are aging.
6. Facilities at St. Ann‟s will provide welcoming, clean and secure environments that
     support parish ministries.
7. St. Ann‟s will have highly qualified lay leadership (paid staff and volunteers), the
     organizational infrastructure and the funding to support a dynamic, thriving parish.

Goals and Objectives Summarized
1. Eucharist and sacramental life
        Recognizing that the Eucharist is central to our parish life, we will take the
following steps to affirm this as a parish community:
 Modify liturgical music and worship practices in response to feedback from the
    pastoral planning process while in compliance with Church directives.
 Educate parishioners about the Mass, the sacraments and liturgical changes.
 Engage lay leadership in helping plan and assist with liturgical celebrations.
 Develop a Ministry of Music that complements the celebration of the Eucharist and
    engages the congregation.
 Develop programs that support sacramental renewal.

   Offer other prayer and liturgical opportunities.
        In support of these objectives, the Pastoral Plan recommends the use of familiar,
uplifting and liturgically appropriate music; the establishment of a Parish Liturgy
Committee; evaluation of the need for a full-time liturgical music director; involvement
of youth in liturgical celebrations; and evaluation of the Mass schedule for possible
inclusion of a Sunday evening liturgy.

2. Hospitable and welcoming community
        The Pastoral Plan identifies multiple opportunities to foster a sense of community
that permeates all dimensions of parish life to be carried out by the newly established
Welcome Committee, Hospitality Committee and Communications Committee.
        This goal and its objectives focus on events, activities and communications that
support a hospitable and welcoming environment.
 Formalize and personalize the welcome process for new parishioners with the
    establishment of a Welcome Committee responsible for this outreach.
 Foster an ongoing sense of community through hospitality events, expanded roles for
    greeters and evaluation of re- instituting parish circles.
 Provide additional opportunities for parishioner volunteer involvement.
 Name a Communications Committee to re-establish the parish newsletter and to
    advise on using the website more effectively.

3. Lifelong faith formation
         The pastoral planning survey responses and parish listening sessions repeatedly
emphasized that St. Ann parishioners want to learn more about our faith. To accomplish
this, the Pastoral Plan includes the following objectives:
 Offer more programs to help adult Catholics understand our faith to include
     theologically based programs with practical applications and Bible studies.
 Offer diverse opportunities to encourage and foster spirituality including the
     evaluation of re- instituting the parish circles.
 Offer programs (discussion groups, presentations and homilies) that help people
     understand the Church‟s stance on issues that have ethical and/or moral implications.
 Educate parishioners about the Mass, the sacraments and liturgical changes.
 Educate parishioners about evangelization and then develop outreach to attract new
     and returning Catholics.
 Enhance the St. Ann School of Religion programs, inform parents about the
     curriculum and explore an after school option.
 Ensure that all religion faculty in the parish are catechetically certified.

4. Youth as active parishioners
        Youth ministry ranked high among opportunities listed by St. Ann parishioners
for pastoral improvement. Even as the planning process was being completed, the parish
had recruited a full-time youth minister to supplement the current staff. Over the next
three years, Youth Ministry staff, our pastor and other parish staff will work to:
 Expand Youth Ministry with staff support and programs; strengthen the Youth
    Ministry Committee; involve youth from the elementary school and the School of
    Religion; and collaborate with neighboring parishes.

   Strengthen educational programs in St. Ann Catholic School, the School of Religion
    and for youth in general with catechetically certified teachers and relevant and youth-
    friendly programs.
   Offer many opportunities for youth faith formation and involvement in liturgies, such
    as retreats and a youth choir.
   Engage youth through diverse social activities with a strong summer program
    component.
   Involve youth in the parish and the greater community with expanded service projects
    and possible mission trips.

5. Network of support—families, single persons, persons who are aging
        With the desire to reach a broad range of parishioners, the pastoral planning
process focused in particular on family life as an area o f opportunity for expanded
programs and ministry. For families and other identified groups, the plan commits the
parish to:
 Educate parishioners about regional and archdiocesan family life programs that
    already exist.
 Develop programs and services for young marrieds, singles, senior adults and other
    groups and explore the recruitment of part-time staff responsible for family life
    enrichment and counseling.
 Develop and offer programs specific to strengthening family life.
 Provide ongoing opportunities for parishioners‟ support of other parishioners.

6. Facilities
        The planning process pointed to the need to develop an ongoing maintenance plan
and a master site plan with options for renovating, modernizing and making the facilities
more accessible. This will be a detailed undertaking of the Building and Grounds
Committee that will require prioritization of projects, identification of budgets and
timelines, and sharing options with parishioners.
        Toward that end, this goal includes objectives to:
 Develop a master facility maintenance plan.
 Develop a master facility site plan with design options and budget implications.
 Ensure a clean and welcoming environment with the possible addition of more
    maintenance and cleaning staff.

7. Infrastructure to support a dynamic, thriving parish
         Becoming the parish of the 21 st century will require that St. Ann have staff
support and strong lay leadership. Overall, the plan identifies the following objectives:
 Reorganize and revitalize the Pastoral Council.
 Evaluate, communicate and update the Pastoral Plan.
 Prioritize staffing needs and identify funding sources for new positions identified in
    the plan.
 Evaluate the need for a part-time volunteer coordinator in addition to those positions
    listed under other goals.

Executive Summary—Pastoral Planning Survey
St. Ann Catholic Parish
Overview
        Several key themes emerged in feedback from the October/November 2006 St.
Ann Pastoral Planning Survey. The survey represented responses from 526 parishioners,
some of whom may have contributed comments jointly as spouses.
        From the survey responses, parishioners indicated that the following dimensions
of parish life are critically important:
     First and foremost, the celebration of the Mass. This is a community that values
        gathering around the Eucharistic table as symbolic of the parish community.
        Parishioners want this to be a meaningful, prayerful and celebratory experience
        with homilies that speak to their lives and strengthen their personal faith and their
        understanding of Catholicism.
     Parishioners also value a sense of community. The greatest number of survey
        respondents were persons who have been parishioners for 30 plus years. People
        stated that they belong to the parish because of a sense of community and friends.
        They want St. Ann to be inclusive of all ages, families and singles.
     Parishioners support lifelong faith education—starting with young children
        through older adults. The Young Child Center, School of Religion, Elementary
        School, adult faith formation and weekend homilies are all part of this mix—
        integrated around a worshipping community.
     The role of youth as the future of the Church is recognized as critically important.
     St. Ann parishioners want the best for all parishioners—families, older persons,
        children and youth: sound theological religious education and faith formation;
        facilities that are appropriate and well maintained; connectivity with other
        parishioners and a strong parish spirit; strong academic education for school-aged
        children; and ministries that meet diverse needs.
     Respondents also expressed that they would like more opportunities for St. Ann to
        be engaged with outreach to the larger community.
     Parishioners are generous in terms of their willingness to volunteer and also to
        offer financial support.


Challenges/opportunities
    Accompanying and directly related to these emerging themes are a number of
challenges and/or opportunities expressed by survey respondents. People most frequently
stated the following observations/opinions/concerns:
     Current style of worship (music selection, approach to liturgy) compared to
        previous experience at St. Ann‟s and other Catholic parishes; to the extent, that
        survey respondents believe and/or stated that this stylistic difference is causing
        people to attend Mass at other parishes and/or to leave the parish.

      Perception that the parish is not as welcoming or as inclusive as it could/should be
       (newcomers vs. long-timers; school vs. SOR; cliques, etc.).
      Sense that the parish could be doing more with faith formation for persons of all
       ages—strong catechetical backgrounds of religion teachers in SOR and
       Elementary School; more Bible studies; programs that are convenient for working
       persons, etc.
      Need to engage youth through programs, liturgies, activities, outreach—as
       important members of the St. Ann community.
      Opportunity to welcome back parishioners who have left the parish as well as
       reach out to lapsed Catholics and also understand and encourage evangelizat ion.
      Outdated facilities:
           o The design and layout of the church are not conducive to fostering
               community or the sense of the sacred; multiple entrances present a
               challenge; there are concerns about accessibility for persons who are
               disabled; lighting is a problem; and acoustics may also be a concern.
           o The Young Child Center is in retrofitted space and has security concerns.
           o The Parish Offices are in retrofitted space, and the parish lacks needed
               meeting space.
           o Restrooms were cited as the main concern in the school with some
               comments about the need for larger classrooms and whether or not the
               school needs to grow to accommodate increased enrollment or remain the
               size that it is.
      Lack of parishioner awareness of ministries, state of facilities, what is going on
       within School unless they are directly involved. Communication and information
       sharing could be improved upon and contribute to community building.
      Financial support to the extent possible and within the means of parishioners who
       face other obligations/life situations. Some concerns about funding new
       ministries and whether or not some of these services are available through the
       Archdiocese.


Parish of the future
        One survey respondent noted that the pastoral planning process should help define
what it means to be the parish of the future for St. Ann Catholic Church. Survey
respondents pointed to the need to address and resolve concerns internal to the parish
community as St. Ann Catholic Church looks toward the development of newer
ministries and outward to Prairie Village and the larger community.
        From the ranking of possible ministries to be further explored or developed
(Question #18) to the priorities identified as significant during this planning process
(Question #26), the following areas emerged as requiring attention for addressing these
concerns and positioning St. Ann as the parish of the future:
     Liturgical celebrations and music
     Youth ministry
     Faith formation and religious education of persons of all ages—based on solid
        tenets of Catholicism and by trained persons

      Cultivating a sense of community that is welcoming and inclusive; to encompass
       an overall welcoming environment and specific focus on the elderly, persons with
       disabilities, singles, couples without children, and persons who are divorced
       and/or widowed.

Conclusion
        The above conclusions and others drawn by members of the Pastoral Planning
Committee will be foundational to further engagement of parishioners in discussion,
listening sessions and the eventual development of the Pastoral Plan. A number of
survey respondents indicated their willingness to continue the discussions.
        In addition to the themes identified and highlighted above, it is clear from survey
responses that parishioners are passionate about St. Ann Catholic Church. They have
experienced change, significant challenges and several pastoral transitions in recent
years. Their Catholic faith and pride in the parish have sustained them through these
times and will be foundational for becoming the parish of the future.

I. The context for our Pastoral Planning
A. The scope of Pastoral Planning
         As we begin the Pastoral Planning Process for St. Ann Catholic Parish, we will
help set the context for our prayerful analysis and discussion with an overview of three
primary areas:
          St. Ann Catholic Parish as part of the universal and Archdiocesan Church.
          St. Ann Catholic Parish as part of the community of Prairie Village, Kan.,
            Johnson County, Kan., and the Greater Kansas City Metropolitan Area.
          St. Ann Catholic Parish as a faith community.
         Our goal in this overview is the identification of relationships and opportunities
that support and strengthen our Mission and through which we can actualize our Mission.
We will use this document to help inform our pastoral planning. We will enhance it with
the collective wisdom of our parish family as we gather to discuss our understanding of
what Church and St. Ann‟s, in particular, should be for the 21 st century.
         We call this process “pastoral planning” in that it will provide the roadmap for our
journey as the community of faith of St. Ann Catholic Parish. This will encompasses
elements of strategic planning and use the tools of that discipline, e.g., identification of
our strengths, weaknesses, challenges and threats; setting goals, objectives and timelines.
         However, the scope of the Pastoral Plan is more than strategic—it is pastoral in
that it encompasses our spiritual lives. As Church—parish, worship, school, early
childhood center, organizations, events, outreach—we share our baptismal call to
transform ourselves in Christ and to transform the world in which we live.
         This is an exciting time and an exciting process as we literally count our blessings
and determine how we can multiply them for the future of our parish, the community in
which we are located and for the universal Church.

B. The plan to plan
        The intention is that the planning process at St. Ann‟s will be an educational,
prayerful and engaging process. The Pastoral Planning Committee will oversee and
coordinate the process with facilitation by a consultant.
        The process has begun with the development of this document and orientation of
the Planning Committee. The Committee will have its first meeting in the form of a
planning retreat on Saturday, Sept. 9, 2006.
        The process will begin formally for the entire parish with a series of homilies by
Msgr. Krische that will be foundational to the planning. Starting Sept. 10 and continuing
through early October, Msgr. Krische will discuss what it means to be Church; what it
means to be Catholic; and what this means to the St. Ann Catholic Parish community.
        On the basis of the concept of Church shared and discussed during these homilies,
the planning process will proceed on the following schedule, supported by ongoing

tradition and an honest, informed assessment of contemporary culture? How is the
Christian message lived, communicated, and explored? How do people experience
Christian community in family, parish, small groups, and ecumenical encounters? How
do they actively participate in liturgical, small group, family, and personal prayer? How
are they involved in assessing local needs and discerning pastoral priorities? How is
Christian stewardship in parish and society called forth and welcomed? How do they

policy and making society more just? In short, how is learning in faith already happening
through the ordinary experience of parish life and mission?”

A. Survey of U.S. Catholics
         In 2001, the United States Conference of Catholic Bishops (USCCB) conducted
an online survey to understand national trends in parish life and how parish life and
ministries can better help lay Catholics fulfill their mission in the world. The survey of
laity invited respondents to identify what was important for their parishes to improve to
help Catholics integrate their faith with their daily lives.
         The survey sought suggestions in 32 areas of parish life, grouped into six
categories:
          knowledge of faith;
          liturgical life;
          moral formation;
          prayer;
          communal life; and
          missionary spirit.
The survey asked respondents to indicate only those important items that needed
improvement, not to evaluate parish life in general.
         The U.S. Bishops invited all laity to participate in the survey. A total of 59,208
persons responded. Respondents had a high percentage of weekly Mass attendance (89
percent compared with general U.S. Catholic population in the range of 35 to 40 percent);
another high percentage (83 percent) volunteered in their parishes in some form; 32

percent were involved in parish leadership. The respondents were people motivated to
complete the survey. Of the respondents,
         66 percent were 35 to 64 years;
         21 percent were 18 to 34 years;
         11 percent were 65 and older;
         2 percent were under 18.
           Of the respondents, 53 percent filled out the survey as individuals; 47 percent
completed the survey within groups. The groups had the benefit of a forum for
discussion of the questions before finalizing answers through group consensus. Some
groups represented the feedback of an entire parish.

B. What the survey said
       The top 15 topics (and categories into which they clustered) that Catholics said
represented the greatest opportunities for improvements were the following:
       Knowledge of the faith
       1. 69.5 percent—Adult faith formation/adult education.
       2. 66.4 percent—Support of parents passing on their faith to their children.
       3. 65.9 percent—Help for laity to understand more about Catholic teaching,
           including teaching about social justice.
       4. 61.8 percent—Help for laity to deepen understanding of the Bible.

       Liturgical life of parish
       5. 56.0 percent—Celebration of Sunday liturgy.
       6. 54.4 percent—Preaching at Sunday liturgy.
       7. 53.0 percent—Opportunities for active participation of the community in
           worship.

       Communal life
       8. 50.8 percent—Building community within the parish by providing ways for
          people to get to know others who share their beliefs and values.

       Prayer and moral formation
       9. 49.6 percent—Help for laity to deepen relationship with God.
       10. 49.3 percent—Help for me to discern my vocation or profession in life.
       11. 47.2 percent—Help for me to pray as an individual.
       12. 46.9 percent—Help for me to connect faith with daily life.
       13. 45.5 percent—Promotion of learning various ways of praying.
       14. 45.3 percent—Help for me to pray as part of a community.

       Missionary spirit
       15. 44.8 percent—Outreach to inactive Catholics.

C. Theological/pastoral reflection offered on the survey
       In response to the feedback, the USCCB Committee on the Laity prepared a
theological/pastoral reflection on the survey. The reflection covered three broad areas:
Church, liturgy and formation of lay ecclesial ministers.

         Church: “The fact that all the respondents see themselves as Catholic, though
their responses cover such a broad range, demonstrates the remarkable ability of the
Church to hold together the variety of theological and pastoral approaches within the
unity of the essentials of the Catholic tradition.”
          There is celebration of debate within the Church as well as a call to patience
            and understanding.
          Catholics are looking for knowledge of faith and formation.
          Parishes need to continue developing programs of ongoing education and
            formation and be “schools of prayer.”

       Liturgy: “It is obvious that people want good liturgy, especially Eucharist.”
        Preaching merits special attention because of its linkage with the thirst for
           formation and knowledge of the Catholic tradition in its fullness.
        Sunday homilies should appeal to the imagination, be formative and also be
           informative.
        Catholics have high expectations of bishops and priests when it comes to
           Eucharist, homily and formation.
        Many Catholics want to be able to participate more actively in the Eucharist,
           although some prefer to be more passive.
        Many expressed a desire for a greater sense of the sacred in liturgical
           celebration.

       Formation of lay ecclesial ministers: “There is also great need for further
development of the formation of lay ecclesial ministers (lay people serving in a formal
leadership role in the name of the Church).
        The need exists for a holistic and professional formation of lay people for
            service on the diocesan, inter-parochial and parochial level. Holistic means
            that this formation is human, spiritual, intellectual and pastoral. Professional
            means that the formation leads to an academic degree.
        Lay ecclesial ministers of the future will be competent to teach and also assist
            with spiritual formation of other laity.
        Respondents asked that parishes help couples grow in their commitment to
            married life.
        Others look to their parishes for guidance to help live out the Gospel in the
            context of their professions and work.

       Conclusion to reflection: “The Church lives in parish communities and its vitality
is enhanced by the vitality of parishes, which is made possible by their becoming schools
of prayer with a spirituality of communion, strengthened by prayerful liturgy and superior
preaching, and served by well- formed clergy and lay ecclesial ministers.”

D. Follow-up to the survey
       While many of the suggestions for improvement have likely filtered through
multiple committees of the bishops and into the life of parishes, the USCCB took two
immediate actions:

        made the survey instrument available to any parishes who wish to use it for

      posted a list of accredited Catholic colleges, universities, seminaries and
         theologates that currently offer classes or programs in theology, ministry or

E. Pastoral Planning in the Archdiocese of Kansas City in Kansas
         Under the leadership of Archbishop Joseph F. Naumann, pastoral regions of the
Archdiocese of Kansas City in Kansas are currently engaged in processes of Pastoral
Planning. This has occurred in the Topeka Pastoral Region. It is underway in the
Leavenworth Pastoral Region, the St. Mary‟s Pastoral Region and the Wyandotte County
Pastoral Region. Archbishop Naumann has indicated that all pastoral regions will
participate in a similar process.
         Working through task forces that coordinate each region‟s specific planning
process, the respective groups have developed “Signs of Parish and School Vitality.”
With the facilitation of consultants, these “signs” are personalized and individualized to
each pastoral region as that region‟s vision of what a vital parish and school should be.
         Signs of parish vitality encompass:
          mission;
          community life;
          evangelization and catechesis;
          liturgy and prayer;
          service/stewardship;
          financial condition; and
          collaboration.
         Signs of Catholic school vitality include:
          Catholic character;
          academic program;
          physical condition;
          enrollment and growth;
          financial condition;
          service; and
          leadership.
         The “Signs of Parish and School Vitality” document provides elaboration on each
of the above characteristics.
         Throughout these planning processes, there is recognition of declining numbers of
priests; the need for adult faith formation and leadership; the desire to have vibrant and
supportive communities of faith; challenges of engaging youth; and opportunities
associated with expanded parish staff to assist with ministries.

F. Dynamics of nearby parishes
        As part of the Archdiocesan Church of Northeast Kansas, dynamics occurring in
adjacent and surrounding parishes have the potential to impact St. Ann‟s.
        St. Ann‟s is bounded by:
         Cure of Ars to the south;
         St. Agnes to the north;
         Queen of the Holy Rosary to the west;
         the state line to the east.
        Population trends in northern Johnson County led to the recent consolidation o f
elementary schools serving St. Pius X Parish, Mission, and Queen of the Holy Rosary
Parish, Overland Park.

B. Local planning efforts—Village Vision
        In 2005, the city of Prairie Village participated in a strategic planning process to
develop a long-term vision for the community. The process included community
workshops and open houses to engage residents and business representatives in planning.
Observations shared during these sessions included that:
 Prairie Village has a central location, easily accessible to highways and few traffic
   problems.
 Since 1970, the city has consistently lost population.
 It has an aging housing stock and limited ability to capture higher income households,
   constraining the city‟s ability to provide residents with quality services.

    incomes.
 Land resources: Encourage a high quality natural and man- made environment that
    preserves community character, creates identity and sense of place, and provides
    opportunities for renewal and redevelopment, including vibrant mixed use centers.
 Leadership and governance: Provide a city government that communicates
    effectively with the public and works cooperatively with other communities to
    promote projects and programs that maintain a strong Prairie Village.
 Learning: Support the provision of high quality educational environments for
    residents at all stages of their lives, including strong public K-12 institutions.
 Prosperity: Promote a strong economy where a diverse mix of quality businesses
    contribute to a stable tax base, provide opportunities for redeve lopment, meet the
    needs of residents, and attract visitors.
 Transportation: Encourage a variety of transportation choices including safe,
    interconnected and well- maintained roadways, sidewalks, biking trails and public
    transportation systems that support the community‟s needs.
        Out of the planning process, specific plans evolved to address the 75 th Street
corridor and Corinth Square.

C. Population segments of geographic area
        A “Ministry Area Profile” of the geographic area in which St. Ann‟s is located
identifies characteristics of the 8,429 households in the parish boundaries. Percept is the
national consulting company that provided these characteristics based on data from
Claritas and the U.S. Census Bureau.
        To supplement the demographic studies, Percept collects and distributes
information about beliefs, attitudes, concerns and religious behavior of the American
people. Percept regularly surveys extensive cross-sections of the American public.
Percept links the survey with a geo-demographic segmentation system.
        The following are the top 10 segments for all households (parishioners and non-
parishioners) within the St. Ann Parish boundaries:

IV. The faith community of St. Ann Catholic Parish

A. Boundaries, background
        Founded in 1949, St. Ann Catholic Parish has grown from a community of 80
families to its current 1,527 households. The parish campus at 72 nd and Mission Road
includes the church with parish hall; offices (former rectory); school (with auditorium
and gymnasium); and young child center (former convent).
        Parish boundaries are:
         63rd Street to the north;
         83rd Street to the south;
         State Line Road to the east; and
         Nall Avenue to the west.
The boundaries of the parish are inside Prairie Village, Kan. (66208 zip code) and extend
into Mission Hills. Parishioners reside in surrounding Johnson County zip codes and also
in Kansas City, Mo. Of the 1,521 families currently registered, 447 reside outside the
parish boundaries.

C. Pastoral and strategic planning in recent years
        As recorded in the 1999 Strategic Plan and other documents provided, St. Ann has
had a steady history of pastoral planning in the past 20 years:
         1986—survey and planning process facilitated by Rev. Finian Meis,
            Archdiocesan Office of Ministry.
         1992—planning process coordinated by Parish Council and an Ad Hoc
            Planning Committee under leadership of Msgr. (then Rev.) Tom Culhane.
         1998-1999—planning process facilitated by Jean Svadlenak and a Strategic
            Planning Committee.
         2004—publication of Reformed in Renewal Pastoral Plan document by Rev.
            Steven Beseau.
        Msgr. Vince Krische, who became pastor in 2005, has requested a planning
process to position St. Ann‟s to be a Catholic parish of the 21 st century, responsive to
needs of the parishioners of all ages and to the needs of the surrounding community and
the larger Church.
