The County of Tuolumne
The County of Tuolumne (population 57,000) was incorporated in 1850 as one of the original 27 counties in the State of
California. Stretching from the foothills to the crest of the Sierras, Tuolumne County is both a recreation paradise and a
wonderful place to live. The County contains historic gold mining towns, the pristine Emigrant Wilderness, world
renowned Yosemite National Park, and numerous lakes and rivers.
The beautiful City of Sonora is the County seat and the City and surrounding rural communities provide a lifestyle
sought by many. The area enjoys a mild, four-season climate. While a light snow may fall a few times a year, winters
are relatively mild and above the fog of the San Joaquin Valley.
This rural setting lies only a half an hour from local ski resorts and mountain recreation, 120 miles from San Francisco, a
few hours south of Lake Tahoe and within an hour of Yosemite National Park.
The Chief Probation Officer
The County of Tuolumne is seeking a Chief Probation Officer. The current Chief is retiring after over 30 years with the
County Probation Department. The Chief oversees a staff of 40 and a budget of 3.5 million dollars. Under the policy
direction of the Superior Court and the administrative direction of the County Administrator this Department Head
position is responsible for all County probation activities.
The Ideal Candidate
In addition to thorough knowledge of the Probation field and relevant laws and regulations the ideal candidate will
possess the following attributes and abilities:
• Decisive, flexible, responsive, analytical, organized and results oriented.
• Ability to select, retain and build a strong staff with a view toward management/staff development, performance
evaluation and organization effectiveness.
• Will have experience at the Chief, Assistant, Deputy or Division head level in a probation agency.
• Is a qualified professional with broad experience in community or institutional probation work, including policy
and budget analysis.
• Demonstrates leadership to staff, decision makers, the public, media representatives, other County employees,
and colleagues in the profession.
• Has the ability to be decisive in the face of competing priorities, to foster balance, collaboration, reason and
excellence among staff, and to use creativity and good judgment in solving problems.
• Has a proven track record of developing and implementing creative solutions to problems and issues in
probation programs or services.
The Qualifications
In addition to the above the successful candidate must possess:
• A Bachelor’s degree from an accredited college or university with major coursework in psychology, sociology,
criminology or a related field.
• At least seven years of increasingly responsible professional experience in the field of probation and parole
which includes five years at a supervisory or management level.
• Completion of PC 832 and PC 830.5 training.
• Possession of or ability to obtain the Advanced Managerial Core Certificate from the Corrections Standards
Authority within six months of appointment.
• Possession of a California driver’s license and a satisfactory driving record.
• Experience with California laws, codes, and justice system practices preferred.
Compensation and Benefits
The salary range for the Chief Probation Officer is $7,420 -$9,058 per month.
Cal PERS Retirement: Effective December 2008 the Chief Probation Officer will be covered by the County’s Safety
retirement plan 3% at 50. The County pays the employee’s 9% contribution in addition to the County’s 26.437%
contribution.
Cafeteria Plan: The County pays 100% of health, dental and vision insurance premium for employee and eligible
dependents.
Social Security: Tuolumne County participates in the Federal Social Security System.
Life Insurance: The County provides a $200,000 life insurance policy, supplemental insurance is also available.
Disability Insurance: The County provides short term disability insurance. Long term disability insurance is required
at a rate of .72% of salary/month.
Deferred Compensation: Multiple 457 plans are available including Cal PERS. After one year of employment up to
7% employer match and after five years employment up to 8% employer match.
Annual Leave: 240 hours of Personal Leave (increases through years of service) and 80 hours of Management Leave.
Holidays: 11 fixed holidays.
Post Retirement Medical: After 10 years of employment Executive/Confidential employees are eligible for post
retirement medical coverage of 50% escalating to 100% after 20 years employment. This includes dental and vision
coverage also.

Policy/Program/Procedural Evaluation and Development
1. Describe your work experience in developing, implementing, and managing probation programs for adult and/or
juvenile offenders, including institution and rehabilitation programs. Include specific examples of your experience in
the development of program policies and procedures as well as monitoring their effectiveness.
Communication and Interpersonal Skills
2. Describe your experience, techniques, or strategies used to communicate and collaborate effectively with judges,
policy-making or funding agency representatives, and community based stakeholders. Provide specific information
related to your experience in this area as it relates to achieving consensus regarding probation service and program
effectiveness, program development and implementation, as well as acquiring necessary organizational resources
(fiscal, technological, and other types).
Resource Management
3. Describe in detail, but as concisely as possible, your experience in managing department resources with differing
funding sources and funding requirements and effectively utilizing those differing funding sources to maximize
service efficiency and effectiveness.
Intergovernmental Relations & Collaboration
4. Describe your experience in working collaboratively with Judges, Board of Supervisors, the County Administrative
Officer, other County departments, elected officials, and other public/private agencies. Include some discussion
regarding how your leadership style and approach would be effective in working with these parties. How would you
balance the sometimes divergent goals of the Court and the County?
Organization, Development, and Leadership
5. The probation field is currently undergoing many changes and facing new challenges. Based on this, describe your
vision of the future of probation services and how you might apply this vision to Tuolumne County. What steps
would you consider taking to institutionalize this vision and bring the various divisions of the
department together as a team to support its realization?
6. Please list any special achievements, special qualifications, training and/or skills that you possess which you believe
