Help your families to become centers of compassion … and so bring peace.” – Mother Theresa At the Task Force on Family Violence, peace is our greatest hope for our clients and for our community. Each day we work with women, men, children and families to help them find a way to end the violence, isolation and despair in their lives. In 2006, we served thousands of people who were looking for a way to create more peace in their lives. We helped clients who needed legal orders of protection, continued to provide case management services to adult survivors of violence, children who had been abused or had witnessed violence in their home and provided support to those who turned to us for help. We expanded our work with clients by adding new support groups and life skills programming that allow our clients to focus on on-going life issues related to education and employment. We also expanded our core work to include a Russian speaking advocate who works with Russian speaking survivors of domestic violence along with a parenting specialist to help strengthen our work with parents who are concerned about their children. Last year, we finalized an agency-wide strategic plan to guide our efforts into the next ten years. We completed a re-branding and reaffirmation of mission effort that helped us articulate more clearly what we want to stand for in this community. Our new vision, Building Peaceful Communities, is something that we believe is possible and achievable. We, the board and staff, are continuously dedicating ourselves to this vision. At the core of our programs is the belief that all human beings deserve respect and dignity. Above all, we believe that in order to thrive, an individual must be free from the fear of being harmed by others. This is a fundamental right; a basic freedom without which we are forced to live in an oppression which thwarts our sense of identity and diminishes our potential individually and in the world/community at large. TFFV Parenting Project To address the impact of violence on children and families, a TFFV Parenting Specialist was hired in July 2006. This position is part of our comprehensive plan for serving families. The Parenting Specialist is responsible for staffing the parenting component of the Child Witness to Domestic Violence Program(CWDVP), developing strategies for reaching other TFFV clients with concerns related to their children and providing one-on-one support to clients struggling with parenting issues. Mental Health Consultations Utilizing motivational interviewing techniques, a Mental Health Consultant offers clients confidential, one-hour sessions to help prioritize and create a plan of care for their life concerns. Information from these sessions, action plans, and resulting case management items are shared with TFFV Advocates, with the client’s permission, to provide a full comprehensive range of service. Restorative Justice Programming The TFFV and the Alma Center organized two restorative justice healing circles for perpetrators of violence. The two healing circles were attended by 12 – 15 men who were specifically selected to participate in the program. The role of the TFFV was to provide surrogate victims who shared their life story and discussed the pain they experienced as a result of the domestic violence in their lives. Both circles were well attended and both organizations are planning to implement future sessions. Highlights Resources 12 Embracing All It is important to remember that . . . Domestic violence cuts across all racial and economic boundaries and victims come from every walk of life. No one ethnic group or economic class is more susceptible to domestic violence than another. In 2006, the Task Force on Family Violence served 5,790 individuals. The majority of TFFV clients are women who come from families who are at or around poverty level. All clients are assisted free of charge and come from every geographic area in Milwaukee County with requests for services concentrated in the inner city of Milwaukee. The demographics shown in this report do not reflect the demographics of families affected by domestic violence on the whole, but the backgrounds of those served by the Task Force. Task Force clients typically fall into low-income brackets because they lack access to resources. Access to money would allow these victims to use more private avenues of seeking help to end the violence in their lives. A victim from a wealthy background is more likely to have access to other resources such as a lawyer, transportation, lodging, etc. Empower Courthouse Advocacy Supporting Rights Located at the Milwaukee County Courthouse, the Courthouse Advocacy Program fulfills a crucial need in our community and is the “front door” to the civil justice system for nearly 5,000 abused individuals each year. Task Force advocates help clients: • Complete the necessary paperwork for petitioning the court for orders of protection. • Create safety plans to help protect themselves and their children. • Access on-going services to meet their emergency needs. Continuing to develop new and innovative programming, the Courthouse Advocacy Program has evolved to include: • Specialized advocacy for sexual abuse, child abuse, teen violence and individuals at risk. • A pioneering partnership with the law firm of Quarles & Brady that provides volunteer lawyers who serve as advocates. • A comprehensive data collection system that tracks the outcome of restraining order hearings allowing us to tailor our service approach. The Courthouse Advocacy Program is the only domestic violence program in Milwaukee that assists victims of domestic violence in obtaining orders of protection and injunctions to protect themselves. In 2006, TFFV assisted 4,814 individuals with 4,435 restraining orders designed to protect them from future violence. In December 2006, the Courthouse Advocacy Program reached a benchmark- serving a total of 100,226 clients since the clinic’s inception in 1986. Victims of family violence require additional tools and support to escape their situations and avoid further violence. The Legal Emergency Assistance Program (LEAP), which was launched in 1998, provides advocacy and in-depth case management services to adult victims of domestic violence. Community Resource Advocates help victims of domestic violence find and access shelter, establish safe housing, child care, counseling, health care and civil legal services. Through a partnership with Legal Action of Wisconsin, Inc., attorneys provide free legal advice and representation to TFFV clients. No other program in the Milwaukee community offers the breadth of victim services that the Legal Emergency Assistance Program provides. Countless Milwaukee organizations and institutions have come to rely on this vital program. In 2006, LEAP was expanded to include a Russian speaking advocate that focuses on meeting the needs of Russian speaking victims in the Milwaukee community. The TFFV also continues to serve pregnant women in abusive relationships with a Community Resource Health Advocate who works in partnership with Aurora Health Care. This Safe Mom - Safe Baby Project is a model program designed to meet the needs of clients who disclose abuse in a medical setting, educate medical professionals and provide specialized advocacy. Legal Emergency Assistance Program Respect When Family Violence Comes to Work Encouraging Support and Respect Employers play an important role in making the workplace safe for victims of domestic violence. A safe work environment includes many components such as policies, training, security, flexible leave and benefits and employee education. Domestic violence can cause victims to be absent, tardy and distracted. Some abusers actively interfere with their victims’ ability to remain employed. In addition, once a victim tries to separate from a violent partner, the abuser may still find the victim at the workplace. In order to address these issues, the Task Force provides advocacy and education to: • Help employers recognize that family violence is a business issue. • Educate employers and their staff on the issue of domestic violence. • Work with employers to develop policies to keep employees safe at work. • Provide employment advocacy to victims of domestic violence if they become at risk of losing their jobs due to domestic violence issues. Justice 10 Educating the Future Ending Violence through Education (EVE) provides gender-specific education and support to female offenders and survivors of domestic violence. Comprised of three main components, specifc course offerings include: support groups for survivors, 24-week intervention classes for female and same-sex offenders, and classes for protective parents who are helping their children cope after witnessing domestic violence. EVE instructors work with women to develop safety plans and critical thinking skills. They also practice coping and self-management skills, such as building confidence and self-esteem, managing feelings, and handling stress. In 2006, EVE was expanded to include a Life Skills Coordinator and Parenting Specialist. The role of the Life Skills Coordinator is to provide information, training, and support to TFFV clients in four key areas: education, employment, financial literacy, and wellness. The Parenting Specialist is responsible for staffing the parenting component of the Child Witness to Domestic Violence Program (CWDVP), developing strategies for reaching other TFFV clients with concerns related to their children, and providing one-on-one support to clients struggling with parenting issues. EVE served 267 women in 2006: 93 offenders and 174 survivors. The majority of offenders are referred by probation agents and most survivors enter programming via our partner contact program, wherein we reach out to the partners of men taking batterers’ intervention classes at our partner agency, the Alma Center. Ending Violence through Education Safety Children’s Advocacy Focusing on Families Established in 2000, the Children’s Advocacy Program supports the Task Force on Family Violence mission to address all the aspects and effects of domestic violence in our community and create systems which place at-risk children at the center of our concern. Our work with children and their families has grown significantly over the past few years. Providing help to protective parents of children who have been the victims of physical and/or sexual abuse or who have witnessed domestic violence in their homes, TFFV staff offer support, advocacy, safety planning and referrals for counseling, shelter and legal issues. In 2006, the Child Witness to Domestic Violence Project expanded to include a new Child Witness Specialist who provides specialized advocacy, case management and facilitation of children’s support groups. As part of this program, TFFV staff train community professionals and offer three age appropriate Child Witness to Domestic Violence Support Groups. These groups help parents and children understand how violence affects their lives and offer strategies on how to build healthy relationships. In response to community requests for primary prevention programming, TFFV continues to provide Building Humane Families, a seven week support group housed at the Wisconsin Humane Society. This prevention program encourages respectful parenting and includes work with animals to teach children altruistic behavior. Additional trainings and prevention programming are ongoing. Also in 2006, TFFV’s Multidisciplinary Team Coordinator created formalized plans to train professionals working in the child maltreatment community. These trainings introduced an important new protocol for a collaborative response to child abuse and/or neglect to help reduce the harmful effects of children’s exposure to violence. Since September of 2006, nearly 800 individuals have received this important training. Education 8
