Inspection of Site The pretender meeting commenced with an inspection of the proposed water treatment plant site and existing, raw water intake, raw water inlet pit, pump station and chlorine dosing building. The meeting then moved to Campbell Town Town Hall. 2. Overview of Documents Robert Casimaty provided a brief overview of the Tender Documents. Contract 09/02 is a design and construct Contract for the supply and installation of a new water treatment plant at Campbell Town The plant is to be a DAF and Filtration process The plant capacity is to be 2.70ML/day with provision to upgrade it in the future to 4.0ML/day LN08127L003 mins 23P Rev00 22 April 2009 1 The conditions of Contract are AS4300-1995 – Conditions of Contract for Design and Construct. The Principal is The Northern Midlands Council. It was pointed out that Tasmania was currently undergoing a reform of its Water and Sewerage Systems and on 1 July 2009 the Campbell Town Water Supply System will be transferred to the new North East Tasmania joint Authority. As a result, this Contract may be novated across to the new Authority. Tenders close at 2:00pm on Tuesday 19 May 2009. Tenders are to be placed in the tender box at the Reception, Northern Midlands Council, Longford Tasmania Minutes of this meeting will be issued to those tenderers in attendance Tenderers are advised that any questions regarding the documents are to be forwarded to Robert Farmer at pitt&sherry. Written responses shall be forwarded to all registered tenderers. 3. Questions Robert Casimaty then opened the meeting up to questions from the tenderers: Q: Why do the documents call for a 4:1 turndown ratio on the plant through put A: The question was taken on notice Subsequent to the meeting it was confirmed that: The plant turndown ration of 4:1 specified in table 7.2 of C1- Synopsis of Principal Requirements is an operational requirement to enable the Principal to maintain the plant floc during periods of low demand and to ensure treated water standards are still maintained when the water is particularly cold. Q: Clarification was sought as to who was responsible for planning approvals and building approvals A: The Principal shall be responsible for planning approval, including payment of any planning permit fees and charges. This is in accordance with Section 1.7 of C5 – Civil Specification. The Principal shall also pay any building permit fees, however the Contractor shall be requested to provide to the Principal any necessary technical information such as design drawings, calculations and certification. The Principal shall pay the fees and charges associated with the Building permit. This clarifies Section 1.3 of C5 –Civil Specification. Q: Clarification was sought as to the specific requirements of Section 19.1 of C2Preliminaries in relation to heritage sensitivities of environs. A: It is intended that the Council and the Contractor will work together to satisfy the requirement. Heritage issues on the site specifically relate to the colours used and proposed pitches of any roofs. Q: What is the 100 year flood level for the site? A: There is no specific information relating to the 100 year flood levels for the proposed site. The question was taken on notice. Subsequent to the meeting it was confirmed that for tender purposes only, the 1:100 year flood level should be set at RL 191.50 m. As part of the scope of this Contract, it will be the Contractor’s responsibility to undertake a detailed flood study of the site to confirm the validly of this assumed level. The consequences of any change to the design flood level after the detailed assessment will be assessed under clause 40 of the General Conditions of Contract. Q: Are there any as constructed drawings (including electrical schematics) of the existing Bedford Street Pump Station. A: This question was taken on notice. The Principal will search through its records and all available information shall be attached to these minutes. Clarification was sought as to what materials were be used to construct the reservoirs roofs – was this also to be of reinforced concrete A: In reference to Section 9.2 of C3 – Process Specification. The clear water storage floor, foundation, ring beam, walls and internal columns up to at least wall height shall be designed and constructed from reinforced concrete in accordance with AS3600 and AS3735. While the roof may also be designed and constructed from reinforced concrete the following alternative methods of construction may be used: Un-painted aluminium in accordance with AS1664. Mild steel in accordance with AS 4100. If cold-formed purlins are proposed then these shall be painted with a suitable primer and 2-coat epoxy system. For the steel roof the cladding material shall be colourbond, custom orb with a colour scheme to suit section 19.2 of C2-preliminaries. Q: Design of the sludge drying beds is dependant on the climate data used in the calculations. Clarification was sought as to the most appropriate climate data to be used. A: The question was taken on notice and the most appropriate Bureau of Meteorology site will be included with the minutes. Subsequent to the meeting it was confirmed that the following climate should be used: Bureau of Meteorology station: Campbell Town (Site No 093036 Evaporation data should be obtained from Ross (Site No 093053) refer to www.bom.gov.au/climateaverages/ LN08127L003 mins 23P Rev00 22 April 2009 3 Q: A request to extend the tender period by two weeks was sought A: The question was taken on notice. Subsequent to the meeting it was confirmed that: o The date for close of tender submissions is now 2:00 pm 2nd June 2009 Q: Clarification was sought as to whether electronic copies of the tender submission would be accepted provided the hard copy was received by Council with 24hours of the date and time for closing tenders. A: The Principal confirmed that the conditions of Tendering allowed for electronic or facsimile submissions provided that original, signed, identical documents are received by Northern Midlands Council prior to the close of business on 3rd June 2009. Q: Clarification was sought as to whether the list of attendees would be included in the minutes. A: It was advised that only organisations specifically requesting that their contact details be included were to be included in the minutes (it was noted that all attending organisations had requested that their contact details be provided). Q: Details were required as to the exiting Council Control System specifically as it relates to SCADA. A: The question was taken on notice. Subsequent to the meeting it was confirmed that Council’s existing SCADA interface is provided via an Allen Bradley PLC and Citect Server SCADA. 4.
