SGA/DFA PY-06-11-154 GRANTEE: The Power/Excel Foundation, Inc. Sequence No. 154 644 S. Charles Street Baltimore, MD 21230-3810 $50,000 ADDRESS: AMOUNT: DURATION: 18 Weeks POPULATION SERVED: This project will serve incarcerated women. BRIEF DESCRIPTION: Power/Excel, working with the One-Stop system, will offer pre-release services to incarcerated woman to prepare them for re-entry by developing skills for critical thinking, social problem-solving, financial competence and career development. There are two general steps that participants will go through: (1) a facilitator for case management of offenders conducts several assessments in career development. The results form the basis for counseling the offender on career placement and to determine areas of employment training; and (2) clients begin receiving core services such as identifying housing, document retrieval, training opportunities, occupational skills training, basic computer skills, learning about financial aid for training, learning about local employers, market trends, employment opportunities and exploring careers. These two steps will be encompassed in 12 sessions addressing one or more of three segments. In addition, Power/Excel will train volunteers to conduct weekly support and reinforcement groups in Baltimore communities for graduates of the project. The groups will offer a relapse prevention model, composed of: problem-solving, identifying and minimizing barriers, identifying high risk situations and coping strategies and encouraging the offender to develop a plan of action. GOALS: Power/Excel estimates that 132 people will enter the program and that 100 will complete segments one and two. Program effectiveness will be measured using 4 criteria: (1) entered employment-with a goal of 95 percent of participants at $16 per hour, (2) employment retention-with a goal of 75 percent of participants retaining employment for longer than one year, (3) post secondary education-with a goal of 25 percent entering post secondary education or advanced training and; and (4) recidivism-with a goal of 33 percent or less reincarcerated. Power/Excel plans to develop a standardized progress report and engage an academic institution to perform a long-term evaluation. GEOGRAPHIC AREA TO BE SERVED: Baltimore City.
