Definitions
Prospective Student-Athlete (“Prospect”): An individual who has started classes for the ninth grade. Students enrolled in preparatory schools and two-year colleges are also considered prospects. An individual remains a prospect even after he/she has signed a National Letter of Intent or accepted an offer of admission or financial aid to attend MSU. An individual remains a prospect until one of the following occurs:
The individual officially registers and enrolls in a minimum fulltime program of studies and attends classes in any term of a fouryear collegiate institution’s regular academic year (excluding summer); or The individual participates in a regular squad practice or competition at a four-year collegiate institution that occurs before the beginning of any term; or The individual officially registers and enrolls and attends classes during the summer prior to initial enrollment and receives athletics aid.

Contact: An in-person, off-campus, face-to-face encounter between a prospect and/or the prospect’s parents and an institution’s coach Contact Period: The period of time when it is permissible for an institution’s coach to make inperson, off-campus recruiting contacts and evaluations.

Evaluation: An off-campus activity designed to assess the academic qualifications or athletics ability of a prospect, including any visit to a prospect’s school or the observation of a prospect participating in any practice or competition at any site. Evaluation Period: The period of time when it is permissible for an institution’s coach to be involved in offcampus activities designed to assess the academic qualifications and playing ability of a prospect. In-person, off-campus contacts are prohibited during an evaluation period.

Quiet Period: The period of time when it is permissible for a coach to have in-person recruiting contacts only on the institution’s campus. No in-person, off-campus recruiting contacts or evaluations are permitted. Dead Period: The period of time when it is not permissible to make in-person recruiting contact or evaluations on or off campus. Official and unofficial visits are prohibited during a dead period.

Official Visit: A visit financed in whole or in part by an institution.
An institution may finance only one visit to campus for a prospect. A prospect may take a maximum of five expenses paid visits, with no more than one permitted to any single institution. A prospect’s first opportunity to take an official visit is the opening day of classes of his/her senior year in high school.

Unofficial Visit: A visit financed by the prospect.
Prospects may take an unlimited number of unofficial visits. Prospects may take an unofficial visit at any time except for the following: During a dead period. During the month of July in men’s basketball. During July evaluation periods in women’s basketball.

Men’s Basketball Freshman Recruiting materials: May receive camp brochures, NCAA educational materials and questionnaire. Telephone calls: Prospect may call a college coach at own expense. College coach cannot call a prospect. Off-campus contact: None allowed. Official visits: None allowed. Unofficial visit: Allowed except during July and dead periods. Limit of 2 calls per week beginning Aug. 1. Off-campus contact: None allowed. Official visit: None allowed. Unofficial visit: Allowed except during July and dead periods. Women’s Basketball Recruiting materials: May receive beginning September 1. Telephone calls: College coach may call a prospect: Once during April on or after the Thursday after the conclusion of the NCAA DI Women’s Final Four. Once during May. Once on or after June 1- June 20. Once on or after June 21 – June 30. 3 calls during July – limited to 1 call per week. Limit of 1 call per week after August 1. Off-campus contact: None allowed. Official visit: None allowed. Unofficial visit: Allowed except during July evaluation periods and dead periods. Football Recruiting materials: May receive beginning September 1. Telephone calls: College coach may call a prospect: Once on or after April 15 – May 31. Off-campus contact: Allowed beginning July 1 following prospect’s junior year. Official visit: None allowed. Unofficial visit: Allowed except during dead periods. Other Sports Recruiting materials: May receive beginning September 1. Unofficial visit: Allowed except during July and dead periods. Evaluations & Contacts: Not more than 7 recruiting opportunities (contacts and evaluations combined) during academic year per prospect. Not more than 3 of the 7 may be contacts during the prospect’s senior year. Recruiting materials: Allowed. Telephone calls: Limit of 1 call per week. Off-campus contact: Contact may not be made prior to the fist day of classes of prospect’s senior year. Official visit: First day of classes of prospect’s senior year. Evaluations & Contacts: Limit of 3 evaluations during academic year: 1 evaluation during Fall. 2 evaluations during Spring (April 15 – May 31). o1 to assess athletics ability. o1 to assess academic qualifications. Not more than 6 off-campus contacts per prospect. Recruiting materials: Allowed. Telephone calls: Limit of 1 call per week. Official visit: First day of classes of prospect’s senior year. Unofficial visit: Allowed except during dead periods. Evaluations & Contacts: Limit of 7 recruiting opportunities (contacts and evaluations combined) per prospect. Not more than 3 of the 7 may be contacts.
DIVISION I FINANCIAL AID REGULATIONS
Division I Financial Aid Regulations
Full Grant-in-Aid: Financial aid that consists of tuition and fees, room, board and required course-related books. Eligibility for Athletics Aid: In Division I, a student-athlete may receive athletics aid for a maximum of five years. One Year Limit: When a student’s athletics ability is taken into consideration in awarding financial aid, such aid shall not be awarded in excess of one academic year.

DIVISION I TRANSFER REGULATIONS
When Can You Play?
Several key factors determine when you will be eligible to play. According to the NCAA, the specific rules that apply to you depend on:
If you are a qualifier, partial qualifier or nonqualifier; If you are now in a two-year or a fouryear institution; Whether you want to go to a Division I, II or III school;
Which sport you play (for instance, if you play basketball or football, additional rules may apply); and Whether you meet academic rules for eligibility.
Which Transfer Rules Apply To You? Three types of transfers
2-4: An individual who attends a two-year school and wants to transfer to a four-year school. 4-4: An individual who attends a four-year school and wants to transfer to another fouryear school. 4-2-4: An individual who started at a fouryear school, then transferred to a two-year school and now wants to transfer to another four-year school.
2-4 Transfer Regulations
If you are a qualifier, at the two-year school did you:
Complete at least one term as a full-time student? Summer school does not count. Earn an average of 12-hours of transferable degree credit for each term of full-time enrollment? Earn a minimum GPA of 2.000?
YES: Eligible for athletically related financial aid, practice and competition during the first year at the four-year college. NO: Eligible for athletically related financial aid and practice but NOT competition. Must complete one academic year in residence.
2-4 Transfer Regulations continued If you are a nonqualifier, at the two-year school did you:
Earn an Associate of Arts (AA) degree? Complete a minimum of 48-semester/72-quarter hours of transferable degree credit with a minimum GPA of 2.000? Complete a minimum of 3 semesters/4 quarters as a full-time student? Summer school does not count.
YES: Eligible for athletically related financial aid, practice and competition during the first year at the four-year college. NO: Not eligible for athletically related financial aid, practice or competition. Must complete one academic year in residence.
4-4 & 4-2-4 Transfer Regulations
