** Pre‐conference OEDI Advanced training is being offered to current OEDI members only: On Monday,
January 31, 2011 0800‐1700 and Tuesday, February 1, 2011 from 0800‐1200: Join OEDI for a
Franklin/Covey Diversity Centered Leadership Training that will be some of the most intense leadership
training you may ever attend in your career. This is a day and a half training. Lunch on the first day will
be provided, as will all materials, and a banquet dinner on Monday night. An additional fee of $79.00 is
being charged for this session. (You must be an current OEDI member to attend this training. It is also
limited to the first 30 members who register.) There will be an Annual General Membership Board
Meeting during the OEDI banquet, that is open to all. If you are not attending the OEDI Advanced
Training, but would like to attend the Banquet and Meeting, there is a cost of $30.00.

Overview: The indoor cultivation of marijuana has become a multibillion‐dollar industry in the United States and
Canada. The trend in the United States has moved from importation of marijuana to the indoor
cultivation and distribution of high quality marijuana. Indoor marijuana cultivation investigations have
become a part of everyday police work. The course is designed to educate all law enforcement, including
prosecutors, local and state patrol officers and investigative personnel, highway patrol officers, drug unit
investigators and asset seizure investigators. This course has something for everyone, whether you are
an experienced investigator or have never seen an indoor marijuana cultivation operation.
Instructor: Les Kjemhus is a thirty‐year veteran of the Royal Canadian Mounted Police (RCMP), who
retired as the Commander of the RCMP Calgary Urban Region in Alberta, Canada in 2004. Les is a
recognized expert in the area of indoor cannabis cultivation investigations. As an RCMP Inspector, he
conducted hundreds of indoor grow investigations in Canada and has testified as an expert in the United
States and Canada. Les has cultivated marijuana for the RCMP in order to attain expert witness status in
Canadian Courts. Les has taught this course and its predecessors on over two hundred occasions
throughout the United States and Canada. In addition to teaching, Les was a founding member of the
Law Enforcement Thermographers Association (LETA), has an extensive background in narcotics
enforcement, is a published author and consults with various law enforcement organizations including
the Office of National Drug Control Policy (ONDCP). Les is the father of two brilliant children and resides
with his wife in Calgary, Alberta, Canada. His courses have always been well received in the northwest
and we are confident that you will enjoy learning from him.

Overview: This program provides information on the history and policy relating to the LEOKA (Law Enforcement
Officers Killed & Assaulted) Program. The emphasis of the presentation will be focused on the final
companion study which was concluded in 2006. This study examined 40 incidents where police officers
survived life threatening attacks. Demographic and behavioral descriptors for the victim officers and the
offenders were developed and will be discussed. Additional
Topics may include; Officer Safety ‐ Awareness‐Street Survival, Foot Pursuits, Traffic Stops, Controlling
Arrest Situations & Handcuffing, Street Combat Veterans, Post Critical Incident Stress, Will to Survive
and Will to Win, The Deadly Mix ‐ In Integrative Approach, and Mental Preparation for Street Survival.
The presentation is designed to assist law enforcement supervisors, trainers and personnel in the
identification of training issues for the purpose of preventing deaths, and/or serious injuries of law
enforcement personnel.
Instructor: Instructor Marcus Young is employed by Keane Federal Systems assigned full time to the
FBI/CJIS as a National FBI‐LEOKA program instructor. Mr. Young is a 20 year veteran of law enforcement
with a Master's degree in Counseling Psychology and a Bachelor's degree in Organizational Behavior. He
received the IACP Officer of the Year award in 2004 and the Medal of Valor award following an officer
involved shooting incident. Mr. Young was the subject of the FBI LEOKA research after his violent
encounter.

Overview: The FBI's Law Enforcement Officers Killed and Assaulted (LEOKA) program is a nation‐wide law
enforcement safety initiative. Ongoing research is dedicated to our nation's law enforcement
professionals who continue to make many sacrifices in serving and protecting society. The FBI‐LEOKA
Safety/Street Survival Training program is designed to assist law enforcement managers, trainers and
personnel in the identification of training issues for preventing the deaths and/or serious injuries of law
enforcement personnel. This program is based on more than 20 years of research by the FBI in
collaboration with local, state, and federal law enforcement agencies throughout the United States.
Instructor: Marcus Young is a 20 year veteran of law enforcement, currently employed by Keane Federal
Systems Inc. and assigned to the FBI Criminal Justice Information Services Division (CJIS), as an FBI‐
LEOKA program instructor. He has a Master's degree in Counseling Psychology and a Bachelor's degree
in Organizational Behavior from the University of San Francisco. In 2004, the International Association
of Chiefs of Police (IACP) recognized Marcus as the Officer of the Year. President George W. Bush and
Governor Schwarzenegger each awarded Mr. Young a Medal of Valor following his officer involved
shooting incident. Mr. Young has presented throughout the United States, Guam, and Canada.

The objective for this course is learning to effectively design and implement reality‐based training (RBT)
utilizing Non‐Lethal Training Ammunition (NLTA). Together with the instruction, the trainer will gain
greater conceptual understanding by participating in a variety of reality based NLTA skill building
exercises and by their active participation as a team member tasked with the development and
implementation of group exercises using NLTA. Topics that will be discussed within this instruction
include but are not limited to: approaches to NLTA training, safety, NLTA training development, phases
of training, training management, time management, equipment and resources, scenario development
and evaluations. The course will also cover topics to include: instructor methodology, critical
philosophies in reality‐based training; how to teach concepts and principles and not just techniques, how
to set up in‐service training with limitations such as time, money, facilities and other commonproblems.
The trainer will also complete the course with a full understanding of the UTM training system to include
operational capabilities and the Fail‐Safe Technology. At the completion of this course the trainer will be
able to utilize any NLTA converted or dedicated weapons, effectively utilize protective equipment while
both actively participating and instructing in a variety of skill building exercises and serving as a team
member tasked with the development and execution of NLTA reality‐based training scenarios and drills.
UTM weapon conversion kits and 150 man‐marker rounds per student will be provided.

Overview: This basic course for first responders was developed by electronic crime, digital evidence and criminal
justice subject matter experts from academia, law enforcement and the private sector. This course trains
State and Local Law Enforcement to recognize and identify digital evidence, understand the relevance of
digital evidence to an investigation and the variety of de‐vices that contain or constitute digital evidence.
Successful investigations and prosecutions involving digital evidence hinge on the actions taken at the
inception of the case which frequently includes the collection of digital evidence. In cases prosecuted
around the country, the introduction of digital evidence into criminal proceedings is becoming more
prevalent. The use of computers or other devices to commit or facilitate crime continues to increase. It is
critical to en‐sure that all personnel understand and are trained to secure and collect digital evidence
which may include computers, cameras, cell phones, and a wide variety of digital media. These devices
often contain valuable information that may be used in successful prosecutions leading to convictions.
This course will provide criminal justice personnel with concentrated training in the identification of
media and devices that store digital evidence as well as the proper collection, handling and storage of
that digital evidence

Overview: This eye‐opening two‐day program is designed to clearly present, in a practical and understandable
fashion, the results of the most cutting edge research into the dynamics of human behavior during life‐
threatening encounters. The class will explore Force Science, the application of unbiased scientific
principles and processes in repetitive physical experiments designed to determine the true nature of
suspect provocation and officer response (action‐reaction dynamics). The goal of the program is to
encourage law enforcement professionals to apply the important concepts revealed in this research
when investigating, reconstructing, recalling or otherwise analyzing a use of force. The integration of
this information has been proven to enhance the accurate and thoroughness of decisions made relative t
behavior and performance during the incident. The Force Science Institute uses sophisticated time‐and‐
motion measurements to document ‐for the first time‐critical hidden truths about the physical and
mental dynamics of life threatening events, particularly officer‐involved shootings. Its startling findings
profoundly impact officer training and safety, and the public's naïve perceptions.
Instructor: Dr. Bill Lewinski is a behavioral scientist specializing in law enforcement related issues. He
has a Ph.D. in police psychology and is a tenured, full professor in the Law Enforcement Program at
Minnesota State University, Mankato, where he has taught for nearly three decades. He is the founder
and director of the Force Science Research Center at Minnesota State University, Mankato.
Dr. Lewinski is conducting the leading research on human behavior in force encounters. His current
focus is on action/reaction parameters, perception attention & memory and judgement. His research
has been published in national law enforcement publications, websites and e‐news lines.

The distinguishing feature of the IACP three‐week model course, taught one week a month over three
months, is a focus on the systematic development of leaders at all levels of an organization‐ the concept
of "every officer a leader." In the 21st century, police organizations can no longer rely on a single or
small group of leaders. To develop leaders, law enforcement executives must create a culture within
their organizations that is supportive of dispersed leadership. This means establishing expectations that
officers will take leadership actions at their levels of responsibility. The three week course emphasizes
applied learning; is very interactive and utilizes small group case studies, videos, role playing and class
exercises to reinforce learning. Students are taught leadership strategies for them to use in dealing with
practical work place challenges. The course teaches participants the behavioral science theories to
better understand how to lead individuals, groups, and organizations and to effect change. Participants
are challenged to use the theories and strategies taught to increase the motivation, satisfaction and
performance within their organization and to support organizational change. The first week of class
focuses on leading individuals, the second week on leading groups and the third week on leading
organizations and change.
College Credit: Academic Credit Hours will be possible for participants through Southern Oregon
University. The cost(s) is/are not included in the course price and will be borne by each student who
wishes to participate in the program. Additional course work will also be necessary. Further information
will be provided to participants prior to the start of the course.
Class fee does not include textbooks, meals, lodging, transportation, or any overtime costs. Each agency
will be responsible for these costs. In addition to the class fee, each student will be required to purchase
the class text book. The text book fees will be approximately $50.00.

The pursuit toward being one's best self, one's authentic self, cannot be made alone. If you want to look
like you sound, if you want cohesiveness between "the talk" and "the walk," then you must allow
yourself to be influenced by the perception that others have of you. If you are concerned about
integrity, then how others perceive you must become your business. It is inappropriate to allow "what
others think" to rule over you and/or to dominate your thinking. Any pursuit toward integrity that
ignores the perception of others is not a pursuit toward integrity. What Do They See When They See
You Coming? Pursuing The Relationship Between Integrity and Perception in Law Enforcement is a
presentation grounded upon the centerpiece of integrity.

If the violation of external mandates is grounded within law, then the violation of internal mandates is
grounded in ethics ‐ although the benchmark for ethics is often laid by external mandates. The ethical
choices you make within law enforcement profession determines more than how you feel when you go
to bed at night and how you feel when you wake up in the morning. The violation of internal mandates
yields consequences that affect all three of your customers; the traditional customer, the team member,
and yourself. There is within each of us what Robert Nozick calls "ethical pull". How we respond to this
pull at point of both attitude and behavior reflects our ethics.

** Pre‐conference OEDI Advanced training is being offered to current OEDI members only: On Monday,
January 31, 2011 0800‐1700 and Tuesday, February 1, 2011 from 0800‐1200: Join OEDI for a
Franklin/Covey Diversity Centered Leadership Training that will be some of the most intense leadership
training you may ever attend in your career. This is a day and a half training. Lunch on the first day will
be provided, as will all materials, and a banquet dinner on Monday night. An additional fee of $79.00 is
being charged for this session. (You must be an current OEDI member to attend this training. It is also
limited to the first 30 members who register.) There will be an Annual General Membership Board
Meeting during the OEDI banquet, that is open to all. If you are not attending the OEDI Advanced

Instructor: Al Valdez, PhD, is a former police officer in the Los Angeles area, a Gang Unit Investigator for
the Orange County DA and currently serves as an adjunct professor with the University of California,
Irvine. Mr. Valdez has worked with organized crime units, career criminal units, the TARGET gang unit
and regional gang enforcement units in the Los Angeles area. He has served as a consultant to many
federal and state level, as well as military, organizations. Mr. Valdez has also served as a consultant to
10 states for their legislation on gangs and has published many books and papers.

Overview: Third in a series of three courses. Traffic Crash Reconstruction builds upon IPTM's Advanced Traffic Crash
Investigation course by assisting you further in understanding vehicle dynamics. You will take part in a
more intense study of time/distance calculations, angular momentum and impact speed calculations
using momentum equations. This course includes extensive project work and controlled vehicle
experiments to give you first hand experience in crash reconstruction. Each student will be required to
diagram and analyze three different crash scenarios as well as complete vector sum analysis of each.
Note: Early application for this course is encouraged. Prior to the start of the course, study materials in
basic mathematics and algebra will be sent to you. Please review these materials before coming to class.
