                 SHORT TERM SECONDMENTS TO EXPENDITURE REVIEW TEAMS

                                                    UP TO 3 MONTHS

In March the Government approved a comprehensive expenditure review process to be overseen by the Expenditure
Review and Budget Cabinet Committee (ERBCC).

The ERBCC review is supported by a Treasury and Finance secretariat, headed by Mr Jim Wright Under Treasurer, with a
core staff currently drawn from the department. At present two teams of Treasury and Finance staff at AS08 and executive
levels are undertaking reviews of DECS/DEFESSB and of DHS for the ERBCC.

The expenditure review process involves a small team from the secretariat carrying out a detailed examination of the
operations of each agency or portfolio. While the precise methodology is adapted to suit the circumstances of each agency
the essential elements are:

        A stock take of the activities and programs that a portfolio undertakes. This typically results in the identification
         of a work plan to examine particular organisational units or programs in more detail.
        For each unit identified in the first stage the specific activities for which it is responsible are identified and
         examined. At this stage the review team may make recommendations to ERBCC that some activities could cease.
        The next step is to identify the resources devoted to each activity and make an assessment of their adequacy or
         otherwise. Once again the review team will make recommendations to ERBCC.
        The information from the above steps will then enable a sound starting point for developing forward estimates to
         be derived and the review teams will identify a methodology for driving soundly based estimates of future
         expenditure.

All this work is conducted in consultation with the host agency and they have the capacity to provide comment to ERBCC
on all the review team recommendations.

It is now planned to create a third review team to look at a range of smaller portfolios, beginning with Treasury and
Finance and Premier and Cabinet. Consequently we are seeking expressions of interest from officers at ASO7 to executive
levels who may wish to be seconded to this third review team. While the length of the secondment is uncertain at this stage
it could be for as long as 3 months.

The officers would not be seconded as representatives of their agencies but would be appointed on the basis of their
personal capacity to contribute to the task. They would be expected to apply a whole of Government perspective.

Officers would need to have an appreciation of Government priorities. While experience in financial and policy analysis is
always useful, officers without specific experience in these areas should not be discouraged from applying. The main
requirement is a sound experience base, with a capacity to look at issues on their merits.

Any secondment will be subject to the agreement of the officer‟s CEO.

     APPEAL RIGHTS

     Public Sector Management Act vacancies to be filled on an ongoing basis are subject to appeal pursuant to
     Section 43 of the Act, unless shown otherwise.


     With effect from 17/07/95 appeal rights exist for all ongoing positions at or below Executive Level 1 ie for
     positions with a salary or maximum salary limit less than $74,422 pa.


     No appeal rights exist for vacancies designated contract (including casual, temporary and longer term
     contracts).


     Appeal rights are only available to all employees of administrative units under the Public Sector Management Act
     with the exception of those employees employed on temporary, casual or longer term contracts who have 12 months
     or less continuous employment within the Public Service. Appeal rights are also available to:

      officers appointed under the Parliament (Joint Services) Act, 1985, including officers of either House of
       Parliament or a person under the separate control of the President of the Legislative Council or the Speaker of

      employees of the MFP Development Corporation to whom such rights have been extended by a proclamation of
