Mueller and Past President Ladies Auxiliary Evelyn McCune represent the National organization at the Department Convention in June Past National President, Ladies Auxiliary to the Veterans of Foreign Wars, Evelyn McCune Past National Commander in Chief James R. Mueller James R. Mueller was elected Commander-in-Chief of the Veterans of Foreign Wars in August, 2005, at the 106th national convention. Jim served in the U. S. Army from 1966-68. As a senior truck driver with the 446th Transportation Company, 57th Transportation Battalion 446th, Jim's unit played a key role in delivering essential supplies to combat ground and air units during the 1968 Tet offensive as well as assisting U.S. Special Forces evacuate Montagnard tribesman from the area around Khe Shan. He earned the Vietnam Campaign Medal, Vietnam Service Medal and the National Defense Service Medal. Mueller joined the VFW in 1970 at Post 5077 in O'Fallon, Mo. where he maintains his Life Membership. He has served in various positions at the Post level including Post Quartermaster and in 1987-88 he achieved All-State Post Commander. In 1992-93 he earned All-American Department Commander honors. Jim has served on various national committees including Voice of Democracy, Homeless Veterans, National Security & Foreign Affairs, POW/MIA and Buddy Poppy. He served a two-year term as a VFW national council member in 1997-1999 representing members from Missouri and Indiana. In 1999 Jim served as the national convention chairman when the VFW celebrated their 100th anniversary in Kansas City, Mo. Over the years, he has been active in his community and his church. In 2000 he was named O'Fallon's volunteer of the year. In 1994 Mueller was presented an award for his outstanding loyalty and support of the O'Fallon Fire Protection District. He is a member of the Knights of Columbus, Amvets, American Legion and Military Order of the Cootie. Mueller is retired from General Motors Parts Division where he was employed for 34 years. Jim and his wife Patricia have been married for 40 years and have two children. They reside in O'Fallon, Mo. Past National President Evelyn McCune of Blairstown, Missouri, continues to serve the Ladies Auxiliary to the Veterans of Foreign Wars of the United States as a member of the National Budget Committee. During her 2003-2004 term as National President, she encouraged members to do all they could for the troops fighting in Afghanistan and Iraq and the families they left behind. Auxiliaries, Posts, and Junior Girls Units, as well as concerned community groups donated hundreds of items and more than $9,000 to ship care packages from the National Headquarters to the troops. The self-supporting program was the result of a request from a soldier stationed in Iraq who asked if the Ladies Auxiliary could assist the female soldiers. Twelve shipments were sent throughout the year, first to the female troops in Iraq and later to both men and women stationed in Iraq, Afghanistan and Kuwait. SSG Felicia Parker, who sent the original request, returned after being in Iraq a year and was honored at the 2004 Mid-Year Conference with the Kindness, Love & Peace Award, which was named after the National President's theme. On the home front, she and the VFW Commander-in-Chief presented Operation Uplink™ cards and children's books to family centers at various military bases around the country. She also welcomed soldiers home from Operation Iraqi Freedom when she joined representatives of other veterans' organizations for breakfast with President Bush at the White House on Veterans' Day. While touring the Far East, she and husband Don had Thanksgiving dinner with the troops in South Korea, boosting their morale and distributing the long-distance telephone cards. It was an important year for World War II veterans as the new national memorial to recognize their efforts was finally dedicated Memorial Day weekend. The National President participated in the ceremonies in Washington, D.C., and along with the VFW Commander-in-Chief also laid a wreath at the Vietnam Wall. I as your Department Commander cannot thank all of you enough for an unforgettable journey. Your hard work and willingness to make change has made our department VFW a better more responsive organization. We have made improvements with communication, attendance at meetings, and I believe an awareness of why this organization was formed. This happened because of you! Our service officer program has done things for our veterans that many would say was impossible. The lives they touch and change shows the commitment and dedication our service men and women deserve. There are many programs you support and participate in but none of more value and importance than this. The veteran service program is the number one program that each of us, without a doubt need to support. A by-law change will be presented at the state convention to help support this program, your favorable vote is needed. Department chairs thank you for your hard work by keeping the information flowing and helping keep our District meeting interesting and worth the time attending. The more we work at helping our posts the better the organization will be. Ladies Aux. and President Debbie your support this year has as always been outstanding. Your work in support of the VFW does not go unnoticed and is welcomed at all levels of our organization. Without your support, many important programs would not be the success they are. A heart felt thank you for making this year unforgettable! Mens Aux., your work has not gone unnoticed either. Your support at the Posts to which you belong is always top notch. As your development continues I wish you the very best and thank you for your hard work. (Article continued on page # 9) Dave Morgan, Sr. Vice Commander Conrades,Sisters: First,I would like to thank everyone for the hospitality that i was shown to myself and my wife during our visit throughout the Dept.of Mo. We have just returned from the Sr. Vice Conference in Kansas City Mo. A lot of things were talked about,including membership. The membership director had quite a presentation about the National recruiters. Some of them are not doing their job that they where trained for. National made a statement that they are going to remove a number of them. Department.Recruiters or District Recruiters will be trained from now on. Membership is still the lifeblood of our organization. I know that all of you will be out there recruting wherever you go, helping your Post and this Department to grow. Always remember that retention is a bigger problem than recruting, so make sure you let your members know that we need them, both the new members and the older ones. I hope all Sr. vice Commanders are visiting the Post in their Districts so you will be ready for your year.I am looking forward to meeting all of you and helping you make your year a success. All the Post in our Dept.need our help, so lets help them reach there goal by Helping Veterans and their Family in their Community. I conratulate the Post that were selectd as Outstanding Community Activity Post in each division this year. Post need to make reporting their events as a normal coarse of business. Well, the long awaited close of one of your most difficult task you may have ever had is over. Now it is time for the next guys turn. Let him or her have broad shoulders, stern will and fortitude to act while finding results may be far from satisfying. I wish you all the best of luck in the coming year. NEWS FROM THE GOVERNOR’S OFFICE Governor Jay Nixon announced the appointment of State Quartermaster, Paul Connors and District #8 Jr. Vice Commander, Nancy Nelson to serve a four (4) year term on the Missouri Veterans Commission. Both were later confirmed by the Senate. The Missouri Veterans Commission is responsible for management of the Missouri Veterans Homes, Cemataries and Service Officer Programs among other duties. Congratulations, Paul and Nancy. VFW Missourian May 2009 pg. 3 Paul Connors, Quartermaster And a New Year is upon us! We are at the end of our VFW business year and we have some challenges still ahead of us. We know that we can expect a down turn in charitable contributions until the economy begins to work it self out. How is this going to affect you at the Post level? How much do you depend on contributions for your support? How is this going to affect the club room revenue? All Post Commanders, Quartermasters and Managers need to take some time to evaluate your situation. Speaking of contributions! On the other side of the coin we need to make sure that the contributions we are making at the Post level are worthwhile and in keeping with the intention of the Veterans of Foreign Wars and our stated purpose. You are in business as a VFW Post. That means that your income is derived in the name of the VFW. If you are not assisting veterans, their families, their widows and orphans you are not operating as a VFW Post. When was the last time a VFW Post or the VFW in General received a donation from the United Way, Salvation Army, Boy or Girl Scouts, or any other organization including any other Veterans Organization? We need to take care of our own first. The Department of Missouri VFW spends more than 65% of its budget keeping the promise to Missouri Veterans through the top rated Veterans Service claims program in the nation. $ 100.2 Million dollars in benefits were paid to Missouri Veterans in 2007/2008 up from $ 18.5 Million in 2002/2003. Our VFW VSO's are doing their job. (Article continued on Page #8) Jessie L. Jones, Adjutant Hello Comrades: We will be giving recognition at he Convention next month to those individuals Posts and Auxiliaries that have served the organization over the years and I’m sure they are deserving of the recognition given. But, for the good of the Post and organization, we need to reach out to those members that are new to the VFW and get them involved. Many have served in recent deployments and need to be brought into the VFW family and made welcome. They are our future. Comrades, we are at a turning point in the VFW. Our membership is rapidly declining. It’s time we start promoting our Post for accomplishing it’s mission. We need to start publishing what we do for Veterans and what our mission is. When we have a benefit fair, we need to publish the results, not just announce that we’re having one. When we donate to Military or Veteran Service we need to publish it in the local paper that we did it and what the program does for Veterans. We’re great about publishing what we do for the community, but that is not who we are or why we are here. We need to let the community and newer Veterans know who we are. We can spend a lot of time changing the Post to what we think the new veteran wants, but, if they still have no clue as to what we are doing for the active duty military and veterans, to them, we’re still just a place to have a beer and support the community. I’ve enjoyed serving you as your State Adjutant this year and I’m looking forward to serving as your Adjuatnt/Quartermaster in the future. If elected, I pledge to serve you with honor and integrity for the ensuing year. i ask for you support at the State Convention. We, as an organization, have overcome many obstacles to be where we are today. I’ll keep repeating myself to my last breath when I say our great organization, The Veterans of Foreign Wars of the United States (VFW), was formed and chartered for one main purpose and that is to help veterans, their surviving spouses and their orphan children. Here in the State of Missouri our State organization got back to basics a few years ago and realized we needed to concentrate on this one concept. The Department formed the Veterans Service Officer (VSO) program to help veterans file claims and to represent them through the VA system. In more recent years we formed the Veterans Service Information Officer Program (VSIO)which is designed to be an outreach program to get out and meet the veterans and to tell them they may have benefits coming from the VA. One person in each District cannot get this job done. Our VSIO’s are available to teach your Post Service Officers how to complete our outreach program. With each Post informing veterans of their benefits we can reach the veterans at all levels of the State’s population. Each veteran, each spouse, each orphan child we can help not only helps them but can help our organization. Does the Veteran we just helped belong to the VFW? Does the surviving spouse we just helped belong to the VFW men’s or ladies auxiliary? Does the orphan child know the VFW is helping them and why? We have to tell our story over and over again. Our message is too powerful to let it die just because we are busy with our turkey shoots, our bb gun derby our whatever. Our job in the VFW is to assist these veterans. I am amazed by the thousands of VETERANS dollars and thousands of volunteer hours that OF FOREIGN WARS Missouri does each and every year. We indeed understand our responsibilities and could have easily choose somewhere else to use our time, talents , energy and yes, many This is to notify you that I am times our own money. To honor him and in memory of her late husband, Darrel Steinle, she donated $1,000 to purchase a tree for the Arlington Cemetery Tree Project. She is a life member of Whitesell-Finnell Auxiliary #971 in Newton, Kansas, where she has belonged since 1967 when she joined through the eligibility of Darrel, a veteran of the Korean War. Her previous service to the organization is extensive. Division # 3 - Post & Auxiliary # 1894, Clinton Division # 4 - Post & Auxiliary # 2210, Sainte Genevieve 2009 Legislative Update The 2009 Legislative session which started in January 2009 and ended in May 2009 was very successful for veterans. Major legislation was passed. First-The state income tax concerning military retired past was passed early on. Second-HB62, the Bingo Bill, was passed on the last day of the session. The major item in this bill was the abolishing of taxes on the products used to play bingo. Third-HB427 was passed late in the session. This bill covers schlorships, domestic relations, reconfiguration of the Veterans Commission, and several other items. This bill ended up being the Veterans Omnibus bill in this session. A big thank you to Comrade Charlie Dickenson for his unrelenting and outstanding help this past session. I was in Jefferson City approximately, 51 days, testified 28 times before five different committees. I also attended many meetings and met with many legislators and their staff. Dewey M. Riehn Legislative Chairman, VFW, Mo Dep VFW Missourian May 2009 pg. 7 Dennis F. Flynn Department Service Officer Veterans Service Jason Blakemore, Asst. Service Officer VA Regional Office, St. Louis Past, Present and Future PAST: The VFW traces its roots back to 1899 when veterans of the Spanish-American War (1898) and the Philippine Insurrection (1899-1902) founded local organization to secure rights and benefits for their services: Many arrived home wounded or sick. There was no medical care or veterans’ pension for them, and they were left to care for themselves. PRESENT: The VA currently has 8,864 pending claims at the VA Regional Office. The national average of claims handled by the VFW in a State is 12 percent of all cases. Although there are seven organizations representing veterans in Missouri the VFW represents 31 percent of all cases pending with the VA. We have 2,769 pending claims in our office. Last month we filed 1,340 claims for benefits. Our recovers during the past year for our claimant’s is around 124 million dollars. The reason that we have so many claims pending is that we act as advocates for our veterans. They may file a claim for one benefit but we will try to expand their claim to get them additional compensation. Example: WW II veteran files for a knee condition. His records were destroyed and his claim is denied. A review of his Discharge Document reveals that he served in the Ardennes (Battle of the Bulge). We file for claim for cold injuries and he is granted a 100 percent evaluation. Besides getting $2,823.00 in monthly benefits he gets free medicine, eyeglasses, hearing aids, dental and nursing home care. We do this frequently and I would welcome someone telling me of where he would have got these services somewhere else. We get an average of 15 veterans a 100 percent evaluation a week. We have a computer program where we have 17,000 cases where we can review old claims and given the time I can get a lot of those veterans a 100 percent evaluation. 5,200 of our claimants are service connected for hearing loss and tinnitus and 2,200 are service-connected for diabetes. FUTURE: Everyone in this organization has to decide if we care about our fellow veterans. Our program is making a difference in the lives of our veterans and their dependents. We are always seeking to help as many veterans as we can and that is why we have over 2,700 pending claims. No Program in the VFW is more important than the Veterans Service Program. Some people who will read article this will say to themselves of course we care about our fellow veterans. The question needs to be asked because over 30 percent of the Post in the State of Missouri will not to respond to our request for a minimal of $25.00 a year for our Program. Some Post have not supported our Program for years. Apparently they cannot afford the 7 cents a day to help their fellow veterans. Some have no problem with sending hundreds of dollars to groups such as the Girl Scouts, Cub Scouts and to the Cancer Society. It is great that they want to support these groups but we are trying to help the grandfather of the Girl Scout and Cub Scout who unfortunately is the veteran who has the cancer. If the leaders in these Post don’t believe our Program should funded and that it is alright with them if we stop helping our veterans I can assure you that the members of their Post who don’t attend the meetings don’t agree with you. Within a three-year period I signed up 900 new members. Most of these veterans became members because of the assistance we gave them in their claims for benefits. They are not all interested in attending meetings but they want to support our Program. Maybe a solution for these Posts is to put a statement in their Post Newsletter telling their membership that we are desperately seeking funds for our Program so we can continue to assist our fellow veterans. If there were no Veterans Service Program (the reason the VFW was formed) what would be the reason for a veteran wanting to join the VFW. If we were not a Service Organization standing united to help our fellow veterans then why would they want to join us? Your Department Service Officers work hard to make sure our veterans are getting the maximum benefits under the law. You will not find any other organization that is more pro-active in veteran claims then we are. It would be nice if the Post who have not supported us for years would step up to the plate and make a contribution to our Program at the upcoming State Convention and vote “YES on the By-Law amendment. It is never too late to help a veteran. Are we reaching out to them? Are we telling them we are here and able to help? Each VFW member should have a current VFW application in one pocket and a VSO Missouri referral form in the other . We get so caught up in our daily routines we sometimes forget what we are here for. This is just a reminder from me to you. We are here to help veterans, their surviving spouses and their orphan children. Once your community realizes what your purpose is, your Post can be successful. You will have the backing of your entire community. Post Service Officers Report to your District VSIO, District VSIO’s Report to the State VSIO, State VSIO Reports to State Surgeon, State Surgeon Reports to the State Commander: One important part of our VSIO program is to report your accomplishments to your District VSIO each month. Let your Post Service Officer know how many new members you signed up, how many Veterans Benefit Fairs and how many Post Service Officer Events you had. Report also the number of referrals you sent in. Your District VSIO will report your accomplishments to the State VSIO and this information will be reported to the State Veterans Commission for grant funding to keep the programs going. Our VSO Program funding is very low this year. The Veterans Service Officer program needs funding to survive. Before you donate to youth activities, before you donate to the local this or that club, send your Post donation to the VFW Missouri Veterans Service Officer Program, P.O. Box 26, Jefferson City, MO 65102. Our program is the best in the nation and we can only keep it that way with your support. Thank you, and best of luck in 2009 and future years. Pistone Sr. War stories, Frank J. Pistone, Sr., says should be told by the men who lived them; and not by those who have not. Pistone, an Army veteran of World War II, who served from 1943 to 1955 and fought at the Anzio beachhead in Italy, southern France, Germany and Austria, is one of nearly 100 Independence residents who have recorded a video for the City's Veterans Hall. "In Hollywood movies, they glamorize war, using terms like 'Band of Brothers,'" Pistone said. "That is pure hogwash. At Anzio, you never really got to know anyone for more than a week. In other battles in this war, this may not have been true. After a while in combat at Anzio, you did not want to get close." Pistone, who was also the featured speaker at the City of Independence 2008 Veterans' Day Celebration, says he has shared his story to preserve his unique, personal history for present and future generations. "I am sure that those who left us went to a better place," Pistone said. "Possibly I, and others like me, was left behind to keep their memories alive." One of the City's Council members has also made a video diary of his story for the Veterans Hall project. Jim Page, who represents the City's Fourth Council District, served in the Army from 1966 to 1969 and served with the Army's 5th Special Forces Group (Airborne) in Vietnam in 1968. He is a Lifetime VFW Member of Post 1738, Independence. Page, whose high draft number would have kept him out of the military during the Vietnam War, said he dropped out of Central Missouri State University to join the Army because it was a family tradition. "When I was 10 my dad took me to an air show at Whiteman Air Force Base (MO)," Page recalls. "After seeing the paratroopers jump I remember saying 'I'm going to do that.' Nine years later, I was at 1,250 feet over Ft. Bening (GA) jumping out the door of a C119 Flying Box. "I made a decision to share my story after losing my father, who had served in World War II and Korea," Page recounts. "His story was lost and I didn't want mine to face the same fate. The stories that are at the Veterans Hall are individual histories that are an important part of the overall story of war. "After we are gone our families, our great-great grandchildren, can learn the price that was paid and the sacrifices made by their own families; not just veterans in general," Page said. "Hearing about it from their ancestors will make history a little more personal. "A lot of veterans find it difficult to share their stories with their families," Page said. "Families usually hear the funny stories because we often feel that they shouldn't hear some of the things that happened to us. But, when a bunch of veterans get together the common bond of combat breaks the ice and makes it easier to share stories…they have gone through what you have gone through. Open since November 2006, the Independence Veterans Hall is on the lower level of the Truman Memorial Building, 416 W. Maple Ave. The TMB was selected to house the Veterans Hall because of its unique history. The TMB was originally built and dedicated in 1926 as a tribute to those who had lost their lives in World War I. Without the support and promotion by WWI veteran and former captain of Battery D, Harry S. Truman, the idea of a memorial may have never been realized. City Manager Robert Heacock said the City made a commitment to create the video memorial program because it is important to preserve history. "And nothing tells history like the people who were there," Heacock said. "It is important that we communicate the sacrifice and commitment of those who served our country so well. We have an obligation and duty to ensure that the next generation understands what it means to sacrifice and serve your country." The Veterans Hall features four computerized interactive kiosks with video interviews recorded by Independence veterans, displays of military memorabilia and a computer link to the national Veterans History Project. There is also an alcove with a larger screen so that small groups can watch a recorded video together. In addition, the Jackson County Historical Society loans artifacts for the exhibit hall. The City's Parks and Recreation Department, which manages the TMB, oversees the Veterans Hall. They estimate that more than 3,600 people have visited the exhibit hall since its opening. One of the major features of the Veterans Hall is the Sgt. Charles R. Long Memorial Display. Sgt. Long, an Independence resident, was awarded the Medal of Honor posthumously. He died in February 1951 at age 28 in Korea. The display includes memorabilia and a video. Mayor Don Reimal said the Independence Veterans Hall project "rededicates a portion of the TMB to memorialize and pay homage to the veterans of all wars who fought to preserve freedom." "We are filled with pride for the heroism of those who fought in the service of this country and we must make every effort to preserve their stories," Reimal said. "Hopefully we have created a unique environment where the patriotism and sacrifice of Independence veterans can be understood and appreciated," Heacock said. "The values they stood for are captured by their words, and can now be treasured by future generations." The TMB also has a Wall of Honor and Veterans' Courtyard to commemorate veterans. The Wall of Honor displays the names of Independence men and women who have died in conflicts from World War I to the present. The Veterans' Courtyard features bricks purchased by families to recognize the service of military veterans. The bricks are located between the TMB and Wall of Honor. The TMB is open 9 a.m. - 9 p.m. Monday through Friday and from 1 - 5 p.m. Saturday. The facility is closed Sunday. For more information call 816-325-7843. Why Does VFW Send So Much Mail? By Allen "Gunner" Kent, Adjutant General Lately, I've been hearing some grumbling about the amount of fundraising mailings our members receive. I'd like to set the record straight. Because I really believe if everyone knew the sound reasoning behind our mailing schedule, it would clear up a lot of misunderstanding. The fact is, dues paid by VFW members cover only 11% of the costs of VFW programs. So, without the generosity of members who respond to our fundraising mailings, America's veterans would not be able to rely on the VFW for help. It's that simple. Think, too, about the demands we now face as an organization. Tens of thousands of troops are returning from Iraq and Afghanistan looking to us for help to make it through these tough times. Add this to an aging veterans' population, and the crisis of need becomes even clearer. I understand that it may seem like you get mail from the VFW very frequently. But that just underscores how much we rely on you-and every VFW member-to help us fulfill our enduring commitment to "Helping Our Heroes." We don't want to turn even a single veteran away-ever. However, please do know we are listening. And, we of the VFW are committed to doing everything in our power to make your membership valuable, convenient and a constant source of pride. If you're concerned about the amount of mail you receive, I encourage you to join VFW's Partners in Patriotism program-an automatic giving option that puts you in the driver's seat. The business of operating and running a VFW Post is not the easiest or hardest of jobs. It does take leadership that works and supports all VFW Programs. We are an organization of volunteers helping veterans, some of our VFW Posts give little support to our Veterans Service Program. Yet, many of their members receive a pension from the VA. Some of these veterans went through their Post Service Officer or District VSIO to start the paperwork. We have strtength in numbers, yet posts have lists of unpaid members. The members that helped our organization get where it is today are slipping away and nothing is being done to retain them. For 2009-2010, elect and appoint VFW Post Officers that will support all programs and goals set forth by Department Headquarters. The Department Per Capita Tax (Veteran Service Officer Fund Tax) shall be Three Dollars ($3.00) per annum on each and every member in good standing on June 30 of any given year and due to the Department by September the 30th of that year. The Department Headquarters shall bill each Post in the Department during July. Veteran Service Officer Fund Per Capita Tax shall be used solely for funding the Veteran Service Officer Program in the Department of Missouri." Re-number current sections 2,3,4,5,6 & 7 Explanation: Our Veteran Service Officer Program in Missouri is one we all can be very proud of. Our dedicated staff assisted in recovery of over $120 million dollars last year in benefits to Veterans in Missouri. We lead the nation in dedication and success. These are Veterans in your Post and your local community. Then why does over 45% of the Posts in Missouri not support the financial cost of this program? Our Veteran Service Program consist of: One (1) Service Officer, six (6) Assistant Service Officers, two (2) Regional Office Staff, one (1) full time and three (3) part time support staff in the offices at Cochran and Kansas City medical centers and twelve (12) District VSIO Chairmen who are paid travel expense only. We've worked hard over the last three (3) years to encourage Posts to voluntarily contribute their fair share to support this program. Some Posts have been very committed and generous with their donations and we thank them for it. But far too many have ignored our pleas. We have failed to meet our budgeted revenue from Post donations two (2) out of the last three (3) years and are currently looking at a shortfall this year. Comrades, it's time all Posts start paying their share. It's our hope you too will want to continue the work we do for Veterans in Missouri and support this By-Law Amendment. Jessie L. Congressional Charter By-Laws Manual of Procedure Ritual As amended August 21, 2008 Effective September 20, 2008 By-Laws - Article IX-Discipline - sec. 903 -Procedure for Disciplinary Actions. Subsection (e): Insert after the last sentence in the first paragraph, "Penalties imposed shall have full force and effect unless and until reversed by appeal." Subsection (f): Insert after the last sentence, "Determinations of the Hearing Panel shall have full force and effect unless and until reversed by appeal." Explanation: Article IX sec. 904-Appeal, states throughout: "The decision of the Commander-in-Chief shall be final unless an appeal is timely made to the National Council of Administration. The decision of the National Council of Administration shall be final" Wording in Article IX sec. 904 is interpreted to mean that a member who has had formal charges brought against them by the Post under Article IX is still a member in good standing in the Post and entitled to participate fully in Post meetings and activities until a final decision has been reached in the appeal process. This process can take over 6 months to complete. We recognize the importance of a member's rights and that disciplinary action should not be taken lightly and taken only for just cause, not for frivolous actions. But, when Post membership has considered the significance of the charge and assessed a penalty through the proper use of the Disciplinary procedure, the penalty should be in full force and effect until reversed on appeal. Same as provided for in the criminal court system. VFW Missourian May 2009 Pg. 15 VFW Ladies Auxiliary Breaks Ground on Memorial Garden in New Melle The VFW Post 5651 Ladies Auxiliary held a groundbreaking ceremony Saturday, April 25 for their new Memorial Garden. The garden will feature a landscaped pathway of engraved bricks, park benches, and a Blue Star Highway Marker near a grove of existing trees at the east end of the post parking lot. The primary purpose of the garden is to provide a permanent memorial to veterans and others, and a place of quiet reflection. Anyone wishing to participate may purchase a brick and have it engraved for anyone they wish to remember. Attending the ground-breaking ceremonies were several special guests from the District 9 Ladies Auxiliary, as well as representatives from the Boone Country Garden Club. The Boone Country Garden Club, a member of National Garden Clubs, Inc. raised funds to purchase a Blue Star Highway Marker to be included in the garden, and the club’s members will be instrumental in setting the monument and helping with landscape advice. The Blue Star Memorial Marker Program of the National Garden Clubs, Inc. began in 1945 to honor the men and women serving in the Armed Forces during World War II. The name was chosen for the star on flags displayed in homes and businesses denoting a family member serving. The Blue Star Memorial Program extends thousands of miles across the U. S. All men and women who have served, are serving, or will serve in the Armed Forces of the United States are included. The Blue Star Markers are designed to pay tribute to the Armed Forces as a whole. New Melle will join Hannibal, MO and St. Louis as locations for our region’s Memorial markers. Construction on the garden will begin as soon as the weather permits and most of the labor and materials will be donated. Among the donors are Larry Schroeder, a retired landscaper who has donated numerous plants and his planning expertise, and Lenny Wildschuetz who will be doing the grading and sand bed preparation. The cost per brick is $100 and includes three lines of engraving. The words "IN HONOR OF" are reserved for bricks containing the names of veterans, such as "IN HONOR OF JOHN BROWN US ARMY".
