Program Review and Institutional Planning Meeting February 8, 2005, ACR MINUTES FOR RECORD Facilitator: Present: Fred Lillibridge Carmen Aguilera-Goerner, Kelly Brooks, Richard Brown, Andy Burke, Anna Chieffo, Anna Dyson, Tom Gennrich, Margie Huerta, Rebecca Kongs, Molly McGetrick, Bernadette Montoya, Sylvia Nickerson, Valerie Pickett, Larry Sharp, Mary Sletten, Carolyn VanderGeisen, John Walker, Jerry Welch Bill Glenn, John Paulman Ivan Hernandez Sherilyn Noble Absent: Guest: Recorder: Meeting called to order by Fred Lillibridge at 1:03 p.m. Handouts distributed: Agenda; 2005-06 Program Review and Institutional Planning Committee list; DABCC Program Review and Planning Process 2005-06 Flow Chart; and Draft PRIP Process 2005-06 List of Major Issues The purpose of this planning meeting is to provide input to Dr. Margie Huerta, Campus Executive Officer and to prioritize a set of 4 or 5 of institutional improvement objectives for 2005-2006. The list of institutional improvement objectives will then be presented to Dr. Huerta by February 16. She will review the committee recommendations. Dr. Huerta will also consider other input and determine the final objectives. The Institutional Action Plans for the final objectives should be drafted by end of semester and this should become a living planning document. Dr. Huerta distributed a handout stating the CEO’s principles, goals, and timelines. Committee will use majority rules on decision making. Dr. Huerta will not be a voting member and Dr. Lillibridge will only vote in case of a tie. The committee reviewed the Draft PRIP List of Major Issues. After much discussion there were additions, deletions, and changes made this list. A 2nd Draft of the PRIP List was printed and distributed to the committee. Each committee member was asked to put an objective on the table for discussion to explain the importance of this objective. Each voting committee member was given a set of four different color index cards to use for voting. 1st vote for #1 Institutional Improvement Objective was unanimous for objective #21, which was written before voting began to incorporate objectives #1, 2, 9, & 10. It reads “Increase persistence, transition, and graduation rates.” 2nd vote (on blue index card) for Institutional Improvement Objective #2 was for objective #8 (voting: #8 received 6 votes; #13 received 5 votes; #18 received 4 votes). 3rd vote (yellow index card) for Institutional Improvement Objective #3 was for objective #13 (voting: #13 received 7 votes; #18 received 6 votes; #6 received 1 vote; #20 received 1 vote; #16 received 1 vote). 3rd vote (on pink index card) for Improvement Objective #4 was for objective #18 (voting: #18 received 11 votes; #16 received 5 votes). 4th vote (on green index card) for Improvement Objective #5 was for objective #16 (voting -- #16 received 11 votes; #20 received 2 votes; #7 received 1 vote; #4 received 1 vote; #6 received 1 vote). Prioritized Improvement Objectives 1. 2. 3. 4. Increase persistence, transition, and graduation rates. Be separately accredited within NMSU by the Higher Learning Commission of NCA. Develop, implement, and maintain Assessment of Student Learning process/plan. Development and implementation of comprehensive marketing plan to better integrate efforts and promote a consistent image and message for both internal and external audiences. 5. Improve Coordination and enhance support for Distance Learning Efforts. Perhaps create a DABCC office of Distance Learning to develop and expand course and program offered. Effort is integrated throughout the institution. Coordinate the pieces. Develop a DL website. What student needs are we meeting and not meeting. Meeting adjourned at 4:20 p.m. Discussion on Draft PRIP List of Major Issues The first five issues came directly out of the Lumina Grant. Add #18: Formalize professional development. Switch wording from tutoring/mentoring to mentoring/tutoring on #4. Add “to include concurrent enrollment on #9. Add #19: Develop and implementation of a comprehensive marketing plan. Add #20: Develop a testing/assessment center. Delete #15. Add #21: Community needs assessment for workforce development and academies. Add “8” to #17. Delete #20. We need to get these down to 3-5 goals. Add “within 4 years” to #1 and #2. Change #8 to read “Be separately accredited within NMSU by the Higher Learning Commission of NCA.” Combine #10 and #11 to read “Increase the number of DA students who “branchfer” to MA students or transfer to other NM 4-year colleges. Highlight #2, #9, and #10 in yellow. This is a measure of success. #13 is a priority among faculty council. It needs to be a viable part not an add on. This goes across all programs. WorkKeys can be a useful tool for assessment. #16 is important to facilities council. It was changed to read “Improve Coordination and enhance support for Distance Learning Efforts. Perhaps create a DABCC office of Distance Learning to develop and expand course and program offered. Effort is integrated throughout the institution. Coordinate the pieces. Develop a DL website. What student needs are we meeting and not meeting.” #1 was changed to read “Increase student persistence rates within 4 years. [AtD]. # 19 was reworded to read “Development and implementation of comprehensive marketing plan to better integrate efforts and promote a consistent image and message for both internal and external audiences. #6 was a concern during our last accreditation. It is an issue for all programs. Is there proof that students are more successful being taught by full-time rather than part-time faculty. The national rate is 60% full-time/40% part-time. If we decide to do this, we could say by a certain percentage. #20: We need a community wide survey. The Lumnia grant could pay to do this survey. Planning should drive the budget not run it. We need to know the workforce and the community. We need to determine community and employer needs. AVS students are not counted as new students. Put 1, 2, 9, and 10 into one goal. We can tell how many got a GED, but we don’t know how many went through ABE to receive the GED. #21 is where #1, 2, 9 and 10 was rewritten to read “Increase persistence, transition, and graduation rates.” #17: Instructional goals is an ongoing item like the facilities plan. Take both of them out.
