Horseheads Youth Basketball League (Rules for 2005-2006 Season)

Horseheads Parks & Recreation Youth Basketball League Regulations and Rules for 2008-09 Season New Rules/Changes are indicated in BOLD The Horseheads Youth Basketball League will pro mote sportsmanship, team-build ing, and education regarding the sport of basketball. This season we have 220 athletes creating six div isions with the league;    Boys Junior Boys Intermed iate Boys Senior Grades 3-4 Grades 5-6 Grades 7-9 Teams 5 Teams 5 Teams 4    Girls Junior Girls Intermed iate Girls Sen ior Grades 3-4 Grades 5-6 Grades 7 -9 Teams 3 Teams 4 Teams 3 League regulations and rules are determined with the best interest of its youth participants. Interpretations and revisions may b e modified when needed in order to keep the intent and integrity of the original Regulatio ns and Rules. The Director of Recreation and/or his designee will have final responsibility in applying and interrupting all league regulations and rules. NON-PLAYING GAME REGULATIONS APPLY TO ALL DIVIS IONS: 1. School closure due to holiday and/or weather, including partial day closures, will result in no contests or practices until school reopens. All efforts will be made to reschedule contests prior to season’s end. 2. All p layers shall wear their league-issued team jersey. 3. All games shall use league-issued basketballs: a. Boys/Girls Junior Ball Size: Intermediate b. Boys/Girls Intermediate Ball Size: Intermediate c. Boys Senior Ball Size: Men’s Regulation d. Girls Senior Ball Size: Woman’s Regulation (28.5”) 4. Discip linary : a. Any person (s) - (Coach, Player, Spectator) verbally attacking an official will be suspended for the remainder of the game and the following game. Any person(s) physically attacking an official will be suspended fro m the league for the remainder o f the season. The incident will be reviewed by the Director o f Recreation and/or his designee. Continued suspension, removal fro m league, or other sanctions or conditions may be instituted. PLAYING GAME RUL ES THAT APPLY TO ALL DIVIS IONS: 1. N.Y.S. High School rules will be enforced unless otherwise noted 2. Game Length: a. Regulation – Four (4) 8-minute quarters. Running Clock. Clock shall stop in the follo wing situations: Injury, Time-out, Free Thro ws, 4-minute substitution, or game officials’ discretion. NOTE #1: Senior Division ONLY – Clock shall stop in the following situations: Out-of-Bound, Foul Reporting, Injury, Time-out, Free Throws, 4-minute substitution, or game officials’ discretion. NOTE #2: Score-keepers and game officials shall assist in limiting the 4-minute substitution rule to 30 seconds or less. The purpose of this rule is to substitute players, and is not to be used as a team time-out(s). b. Intermission  One (1) minute between 1st and 2nd quarter, 3rd and 4th quarter, and any overtime periods  Five (5) minute between 2nd and 3rd quarter (half-t ime)  Two (2) minute between 4th quarter and 1st overtime period. c. Overtime – Each overtime period shall be three (3) minutes. Stop Clock. NOTE: Junior Divisions will not play overtime periods. 3. Time -Outs: a. Regulation – Each team receives two (2) t imeouts per half. Each timeout shall be one (1) minute in length. Unused timeouts fro m the 1st half do not carry over to the 2nd half. b. Overtime – Each team receives one (1) t imeout per overtime period. Unused timeouts from regulations play do not carry over to overtime. Unused timeouts from overt ime periods do not carry over to additional overtime periods. PLAYING GAME RUL ES THAT APPLY TO ALL DIVIS IONS continued: 4. Playing Time: a. Regulation - All players shall p lay two quarters and all players shall sit one quarter. i. Exception #1: Teams with 11 o r more players – All players shall p lay in 1.5 quarters and all players shall sit one quarter. ii. Exception#2: In jury, Illness, fouled out, or disciplinary b. Overtime – Discretion of the coach. Note: Effo rts shall be made to enter each player into each overtime period. i. Exception: Injury, Illness, fouled out, or disciplinary NOTE #1 to Playing Time above: Coaches, at their discretion, shall have the ability not to play a player(s) equal playing tim e when a player(s) miss practices. NOTE #2 to Playing Time above: Opposing coaches and o fficials must be advised prior to the game of any exceptions found in Exception #2 or Note #1 above. This advisement shall be documented in respective scorebooks. Substitutions: a. All substitutes must check-in with the score-keeper in o rder to enter the game. The score-keeper will mark, in the scorebook, each ½ quarter each player plays. Substitutes may only enter the game when beckoned by a game official during a dead ball. b. Substitutions may only be made at the 1st dead ball after the 4-minute mark o f each quarter. a. Exception: Injury, Illness, Fouled out, or disciplinary Discip linary Ru les: a. Player(s) receiv ing an Unsportsmanlike Technical Foul will be required to sit out the remainder o f that game. b. Player(s) receiv ing an Unsportsmanlike Technical Foul after he/she fouls out of the game, he/she will sit out the next scheduled game. Two (2) cu mulat ive Unsportsmanlike Technical Fouls assessed a player(s) at any point during the season, that player(s) will be suspended from league play until meeting with Director of Recreation and/or his designee. c. Profanity of any sort will not be tolerated. Profanity will result in an Unsportsmanlike Technical Foul. NOTE: Coaches shall report all Unsportsmanlike Technical Fouls to Director o f Recreation and/or his designee. Guarding in the Backcourt/Full Court Press a. Guarding in the back court is not allo wed once team control has been established. Team controlled is established when a player is holding, dribbling, or passing the ball. A defensive player may not intentionally touch a ball in the back court, nor may a defensive player reach/step across or break the plane of the mid -court line. a. Ruling: i. 1st offense – Team Warning. Ball will be placed in-bounds at the Point of Interruption. ii. 2nd offense – Possession will remain with the offensive team. Ball will be placed in -bounds at mid-court. iii. 3rd offense – Possession will remain with the offensive team. Ball will be p laced in-bounds under their own basket – the basket to which the offense is shooting. iv. 4th offense – One (1) Technical Free Thro w. Ball will remain in possession of the team shooting the free throw and be placed in-bounds opposite the score-table. v. 5th offense and all additional – Two(2) Technical Free Throws. Ball will remain in possession of the team shooting the free throw and be placed in-bounds opposite the score-table. b. Full Court Press (Senior Div isions ONLY) is limited to the 4th quarter and overtime period(s). A Team with an eight (8) point, or greater, lead may not press. NOTE: Full Court Press is not allowed in Junior or Intermediate Divisions. 5. 6. 7. SPECIFIC DIVIS ION RULES: 1. Junior a. Zone defense is not permitted. “Double-Team” defense outside the key is not permitted. One-on-One defense is required. “Help Side” Defense is allowed. NOTE: “Double-Team” defense is trapping situation – when a defensive player leaves his/her player to where two defenders are playing defense against the offensive player in possession of the ball. Game officials will use their best judgment when two or more offensive players, and their respective defensive players, are within the sa me proximity of the ball. Ruling: i. 1st offense – Team Warning. Ball will be placed in-bounds at point of interruption. ii. 2nd offense- The offensive team will be awarded the ball under their own basket for a throw-in – under the basket to which the offense is shooting. iii. 3rd offense – One (1) Technical Free Thro w. Successful free thro ws shall be recorded and added to the teams score at the half. Each team shall shoot equal number of free throws. Prior to free throws being shot, the coach of a team with fewer players shall designate which players will shoot twice. No player shall shoot more than twice, regard less of the number of free throws allowab le. Intermediate a. Zone defense is not permitted. “Double-Team” defense outside the key is not permitted. Prior to free throws being shot, the coach of a team with fewer players shall designate which players will shoot twice. Players shall shoot from 15 feet (foul line) ii. No bonus Free Throws at half-t ime. b. 3. SPORTS MANS HIP  Attend all games as much as possible. Your child will have more fun when you attend and s upport the program.  Cheering during ball games is an important part of any sport. Please encourage your children and all youth participants in a positive manner. Loud or obnoxious behavior will not be tolerated. Fou l language and/or inappropriate gestures or comments will not be tolerated.  Parents are role models. Any adult attending a Youth Basketball League activity wh ile under the influence of drugs and/or alcohol will be required to leave.  Coaches should intervene and inform parents if their behavior is inappropriate. Please inform Horseheads Recreation staff of any situations.
