MINUTES OF THE WARREN SCHOOL BOARD MEETING MONDAY, MARCH 28, 2005 The Warren Board of Education held its regular monthly meeting on Monday, March 28, 2005, at 7:00 p.m. in the Eastside Elementary Media Center. Present were board members, Jerry Daniels, Ricky Roper, Eddie O’Neal, Brian Brown, Patsy Thornton, Angela Marshall, Billy Reddick and Superintendent Andrew Tolbert. Visitors included Jimmie Dupuy, Glenetta Burks, Max Williams, Marilyn Johnson, Audrey Raines, Mary Jo Wisener, Katie Tatum, Debbie Hargrave, Janice Lawrence, and teachers and parents of Eastside Elementary. President Jerry Daniels called the meeting to order and Patsy Thornton led the opening prayer. A motion was made by Eddie O’Neal and seconded by Patsy Thornton to adopt the consent agenda which included minutes of the February 28, 2005 board meeting and approval of Certified/Classified Personnel Policy Handbooks. The motion was approved 6-0. Billy Reddick arrived for the meeting. Marilyn Johnson, Principal of Eastside Elementary, introduced Rhonda Daniels and students who made a presentation on learning at Eastside. In public comments, Tammy Grice, Kim Heard, Leslie Adams, Billy Ridgell and Robin Hairston, made statements to the board concerning the drainage problem on the K-1 playgound at Eastside, and Nora Harris presented information concerning the YouthCare Advantage Center and asked the board for support. A motion was made by Brian Brown and seconded by Patsy Thornton to go into executive session to discuss personnel matters. The motion was approved 7-0. President Jerry Daniels declared the board back in regular session. The following personnel recommendations were made by Superintendent Tolbert:
To accept the resignations of the following personnel: 1)Randy Phillips as Physical Science teacher at WHS & Assistant Jr. High Football Coach, effective at end of contract period. 2)Glenda Cross as Adult Education teacher at SEACBEC, effective at end of contract period 3)Eunice Beavers, custodian at Eastside, end of contract period. A motion to approve was made by Brian Brown and seconded by Patsy Thornton. The motion was approved 7-0. Recommendations for transfers for 2005-2006 school year. 1)Kelly Brown, head Jr. High Girls Basketball coach. 2)Kelly Swinney, Special Education teacher at Eastside Elementary. 3)Edna Jacobs, part time custodian for ECLC building. A motion to approve was made by Eddie O’Neal and seconded by Ricky Roper. The motion was approved 7-0. Superintendent Tolbert recommended the approval of contracts for the 2005-2006 school year for all Certified Personnel as listed with restrictions as noted. A motion to approve was made by Brian Brown and seconded by Patsy Thornton. The motion was approved 7-0. The Superintendent recommended expulsion for Middle School student, Matthew Reddin, for the remainder of school year for violating school policy. A motion to approve was made by Brian Brown and seconded by Angela Marshall. The motion was approved 7-0. The Superintendent recommended the approval of changes to the Cheerleader constitution. A motion to approve was made by Brian Brown and seconded by Patsy Thornton. The motion was approved 7-0. Mr. Tolbert recommended that the board accept a bid for playgound equipment for Brunson and Middle School from ABC Playgrounds in the amount of $36,450.40.
A motion to approve was made by Eddie O’Neal and seconded by Brian Brown. The motion was approved 7-0. Also, Mr. Tolbert recommended that the board accept a bid from West Construction in the amount of $23,049.60 for two basketball courts. A motion to approve was made by Eddie O’Neal and seconded by Patsy Thornton. The motion was approved 7-0.
Debbie Hargrave presented the financial report and a motion to approve was made by Ricky Roper and seconded by Brian Brown. The motion was approved 7-0. In the superintendent’s report, Mr. Tolbert announced that congratulations are in order for WHS student, Gennie Huggins who placed 5th chair, 2nd soprano in the AR All-State female chorus and Ashley Lawrence who placed 2nd alternate; WMS student Whitney Woodson represented Bradley County in the State Spelling Bee in LR and tied for 8th place in the State; Pam Wharton has been appointed to the Cultural Center commission to replace Pat Baker; the heavy school bus traffic section on south end of WHS student parking lot has been paved; dirtwork has been completed on the multi-purpose activity center, parts to the building arrived last week and erection of the walls should begin this week; presented information on facility funding issues; presented information on 2003-2004 district status report for Vocational program; announced 7th grade Science fair winners to include lst place Chase Ashcraft, Seth Jolley, B.J. Boswell, honorable mention Abbie Little, overall Carthan Doster; 8th grade winner, lst place Jon Hubbard, 2nd place Leah Ferguson, Lacey Jennings, and overall Brooke Harton and Katie King; Warren ABC and ECLC program have both achieved quality approval status; Illinois group will be here April 11, to revisit East Lab; East Lab got a Superior Rating again this year at the State Competition; and the Governor has signed legislation that allows the Heavy Equipment program to now be a part of UAM. There being no further business, a motion to adjourn was made by Ricky Roper and seconded by Patsy Thornton. The motion was approved 7-0.
