INTRODUCTION
This assessment report of Lincoln (southern), Sweetwater (western), and Uinta Counties (Zone 7) is the product of a contract between the
Wadley-Donovan Group (WDG) and the Wyoming Business Council. It is an evaluation of the area‟s locational resources for industrial,
office, and other operations.
The study is designed primarily for use by the Wyoming Business Council, state agencies, and communities in workforce development and
economic development related activities, including marketing and remedial programs. For this assignment, WDG was asked to evaluate 12
separate areas or zones across Wyoming, as defined by the Wyoming Business Council. These zones consist of grouped counties, and
within these zones, core clustered population centers. The 12 area assessments are presented in individual reports. The results of the
assessments were used as a foundation for identifying three target industries for each zone.
WDG is the nation‟s oldest independent management-consulting firm that specializes in location and economic development consulting. Its
clients include many of the world‟s leading companies. In addition to its corporate consulting, WDG assists economic development agencies
and utilities with their economic development programs. Assistance is typically provided in assessing an area‟s overall strengths and
weaknesses as a business location, in strategic planning, site certification, labor market assessments, target industry identification, overall
product development, and in sales and marketing strategies. Clients have included Central Nebraska, Tulsa, Abilene (TX), Tallahassee,
Great Falls (MT), Kern County (CA), Phoenix, Buffalo, Northeastern Pennsylvania, Savannah, Tampa, Eastern Idaho, Memphis, and the
States of Delaware, Maryland, Wisconsin, Arkansas, New Jersey, Kentucky, Iowa, Oregon, and Washington.
Assisting WDG in its assessments were Location Advisory Services, a corporate site location consulting firm, and Taimerica Management
Company (TMC), an economic development strategic planning consulting firm. Both firms are recognized leaders in their respective fields.
TMC served as the principal consulting team member for this zone.
This authorized study required independent research to review the local operating environment in each of the 12 zones from the perspective
of a locationally active company. Topics covered include labor, real estate, tax, infrastructure, training, and quality of life issues. For this
study, the Team:
     Prepared orientation maps for each zone.
     Prepared statistical data for the population center, or core area, of each zone, the counties in each zone, and the state and the U.S.
        for benchmarking purposes. This data is provided, where available, in the exhibits of Appendix A. Research sources used include
        among others, the U.S. Bureau of the Census, the U.S. Bureau of Labor Statistics, the U.S. Departments of Education and
        Commerce, local economic development agencies, and the Wyoming Business Council. Environmental Systems Research Institute
        Business Information Solutions (ESRIBIS) Inc.–a leading demographic data vendor–was used for 2004 and 2009 demographic,
        occupational, and related data estimates and projections.
     Interviewed representative employers and economic development professionals in each of the regional zones. Information from focus
        groups and interviews are incorporated into the body of the report.

                                                                                                                                    Introduction


      Surveyed in the fall of 2004 employers across all business categories in the zone with 20 or more employees on issues critical to
       overall business operating conditions. Questions were asked on labor, tax, transportation, training, recruiting, and regulatory and
       other topics. In Zone 7, 176 employers were sent surveys and 40 responded, representing a 22.7% return rate.
      Surveyed in January 2005 a random stratified sample of the zone‟s residents aged 18-74 to gather information on employment
       status, skills, training needs, income, and education levels. To achieve the required response rate for statistical validity and to reach
       all socio-economic segments of the population, the survey was conducted using face-to-face interviews at popular retail centers
       across the region. The survey results have a +/- 3% margin of error and a reliability of 95%. Over 380 residents in the zone were
       interviewed. Household survey findings are presented in Appendix C. This survey was conducted by Younger Associates, a strategic
       partner of WDG that specializes in economic development surveys.
The findings of our overall assessment of Zone 7 presented herein are those of WDG/TMC only. We have examined the Zone from a
corporate perspective, our own knowledge of markets across the U.S., and industry location drivers, patterns and trends.

EXECUTIVE SUMMARY
Zone 7, consisting of northern Lincoln County, western Sweetwater County and Uinta County, lies in the southwest corner of Wyoming.
Interstate 80, the major east/west highway between California and Chicago, crosses most of the region. The Union Pacific railroad mainline
also crosses the region. The western edge of Region 7 lies within 90 miles of Salt Lake City, giving the region better access than the rest of
Wyoming to one of the Rocky Mountain Region‟s principal business centers, including its international airport. Commercial airline service
between Rock Springs and the major airline hub at Denver is frequent, with a growing passenger demand. Figures 1 and 2 present the Zone
and Zone core delineations.
Zone 7‟s core has a workforce that is younger than the national average (34.2 years versus 36.0 for the US). However, balancing this
positive indicator, ESRIBIS estimates a slight population decline between 2000 and 2004 and a very slight increase between 2004 and
2009. However, local experience shows that the population actually grew between 2000 and 2004. The extent of the increase cannot be
quantified.
The area‟s economy is growing rapidly, precipitated by the development of coal bed methane and natural gas. This growth has created a
severe shortage of skilled labor in Zone 7, even with an increasing population. Employers surveyed and interviewed by the Wadley-Donovan
Group reported shortages of clerical, management, technical-professional, and blue-collar applicants. Because of the short drilling season
and the lack of affordable housing in the region, many of the migrants transferred to the area are not relocating their families to Region 7.
This limits the teenage and spousal workforce in the region. As the number of high school graduates entering the workforce equals the
number of retirees, the size of the workforce is static and will not grow without migrants from other regions of the USA.
WDG‟s household survey shows that almost 22% of the employed residents are underemployed, or 7,166 individuals, and there are 4,677
residents in the zone who are not employed but would like to work if the right job were available.
Employers in Zone 7 report that the zone has a good quality workforce. The ratio of high school dropouts is lower than the national or
statewide norm. Applicants possess good basic skills, and bilingual skills (Spanish & English) are abundant. The computer skills of
applicants are also favorable for employers. The zonal workforce has low turnover rates and benefits from the high quality of education
offered locally at Western Wyoming College or outside the zone at the University of Wyoming. A major issue in some of the labor markets
within Zone 7 is drug usage. Employers report that many job applicants are unable to pass drug screens.
WDG‟s household survey shows that the employed zone residents are well educated with 95% having at least a high school diploma, 42%
with some post-secondary education short of a four year degree, and 23% with at least a bachelors degree. The under-employed are
especially well educated, with 14.5% having at least a bachelors degree.
WDG household surveys show that 55% of the employed reported earning less than $35,000 per year.
Clerical wages in Zone 7 are approximately 10 percent below the statewide averages, except that wages for customer service
representatives and other call center positions are around 10-15 percent above the statewide averages. Wages for technical workers, as
well as for distribution and production-maintenance positions, is near the statewide average.

Training resources in Zone 7 include Western Wyoming College (WWC). The college offers a significant talent pool of trained administrative,
management, and technical workers for the zone. WWC offers a significant number of co-op programs for bachelor‟s-level degrees that
gives local workers an opportunity to acquire higher degrees without leaving the zone.
The local workforce possesses good basic skills, according to the employers surveyed by Wadley-Donovan. Although Zone 7 has much
better higher educational resources than most other zones in Wyoming, the regional workforce lacks enough technically trained workers.
The regional talent pipeline in information technology, engineering, and truck driving are inadequate to meet the needs of companies within
the zone.
Quality of life is among the most attractive features in Zone 7. Among the attributes cited frequently by local employers in the area‟s quality
of life are short commutes, low crime rates, good K-12 education, lack of a personal income tax, and outstanding outdoor recreational
venues. The zone also has some significant issues in its quality of life. The major concerns are a lack of health care professionals, the lack
of arts and cultural amenities, and a serious shortage of available and affordable housing.
The business climate in Zone 7 is rated highly by area employers. Wyoming‟s corporate tax and regulatory policies are among the best in
the nation. Electric rates are lower than in surrounding states and, combined with a high reliability rate, offer a locational advantage for
companies that have high energy needs. Broadband Internet service is widely available and is not a barrier to the location of office
operations. Among the business climate challenges faced by Zone 7 are health care costs, airfreight costs, and the difficultly of relocating
outside talent to the region. The major locational challenge in Zone 7 identified by Wadley-Donovan is a lack of vacant industrial and
business sites in the zone, and, more importantly, a lack of vacant industrial and flex buildings. Sewer capacity and the difficulty and
complexity of acquiring raw land from the state‟s largest landowner (Bureau of Land Management) present some severe obstacles to
developing new buildings and sites.

Based on this blend of the assets and challenges, and our experience and research, we have identified the following targets that best align
with the zone‟s resources:
     Prefabricated wood buildings
     Miscellaneous plastic manufacturing
     Small inbound call centers
In addition to these targets, WDG recommends for consideration ammonium phosphate fertilizer production. These fertilizers are produced
from phosphoric acid and anhydrous ammonia. Anhydrous ammonia can be produced from natural gas. Western Wyoming, eastern Idaho,
and eastern Utah contain an abundant supply of phosphate rock. The J. R. Simplot Company, in partnership with Farmland Industries,
operates a fertilizer manufacturing plant in Rock Springs. Phosphate ore is mined near Vernal, Utah, and transported via a 93 mile-long

slurry pipeline to the Rock Springs facility. There may be a strong potential in eastern Wyoming to manufacture ammonia products from coal
bed methane and/or coal gasification. Access to Wyoming-produced phosphate and ammonia, combined with low electric power costs, may
support an ammonium phosphate fertilizer plant in Zone 7. A feasibility study would be necessary to determine this industry potential.
The targets are not ranked by any preferred order. These targets may be pursued by any community, state, or other agency, as determined
by local officials. All targets, both primary and secondary, are recommendations from the WDG team for implementation within the zone.
Individual communities can select which ones, from both categories, that are best for them, based upon local circumstances.
These targets are not meant to disallow or replace existing targeted industries identified by local communities within the zone. They were
identified as ideal and realistic targets for Zone 7, given its full blend of assets and challenges and overall industry trends, and they can be
treated as additional target considerations by those communities with established target programs. The WDG team made a special effort to
identify targets, where available, that did not duplicate those already selected by individual communities.
Background statistical and data tables for the zone‟s core area, each county in the zone, the state, and the U.S. are presented in Appendix
A. Appendix B contains the summary results of WDG‟s employer survey. Appendix C contains a summary of the WDG/Younger Associates
household survey results. The household summary in Appendix C contains a profile of the zone‟s residents who are employed,
underemployed, and not in the workforce, but interested in working.

AREA ORIENTATION
      Zone 7 consists of Uinta, western Sweetwater, and southern Lincoln Counties. The zone comprises approximately 14,600 square
       miles of land at the southwest corner of the state bordering Utah on the west and Colorado on the south. The Zone and its core area
       are presented in Figures 1 and 2.
      The principal urban centers in the zone are Evanston, Kemmerer, Rock Springs, and Green River. Principal highway access to the
       zone is via Interstate Highway 80. All of the urban centers in Zone 7, except for Kemmerer, border I-80.
      The mainline of the Union Pacific Railroad connects the zone to the national railroad network.
      The Rock Springs area offers three flights per day via Great Lakes to Denver International Airport.
      The nearest regional business center is Salt Lake City, between 100-200 miles from the principal urban centers in Zone 7.
       Cheyenne, the state capital, lies between 100-200 miles from cities in the zone. Driving distances to key state and regional centers
       are provided in Table 1. This table shows data for the route with the fastest drive times. Alternative routes with shorter mileages may
       exist, but with longer drive times, as determined by available data.

LABOR AVAILABILITY
      The population of Zone 7‟s core was 57,106 in 2004 and is projected to grow slightly by 2009 according to ESRIBIS. These
       projections are an extrapolation of past population changes and are not reflective of the population boom occurring in the zone as a
       result of coal bed methane production.
      The core‟s median age of the workforce is younger than the state or nation.
      The core‟s population has a much lower ratio of high school dropouts than the US, but is slightly higher than the state‟s average.
      The zone core had a combined workforce of 31,050 in 2003 divided between three labor markets: 1). Kemmerer and south Lincoln
       County; 2). Evanston and Uinta County; 3). Green River-Rock Springs and western Sweetwater County. About two-thirds of the
       workforce resides in the Green River-Rock Springs area.
      Unemployment rates throughout the zone are below the national average. Unemployment numbers suggest that approximately 1,570
       workers were actively seeing jobs in the zone core in December 2004.
      Labor force participation in the zone is high. Participation rates for Uinta County are 71% and 70% for Sweetwater County versus the
       national average of 63% and the Wyoming average of 67%. The rate for the core area was 70.3, while the rate for Lincoln County
       was lower at 63.3%. Virtually all of the potential workforce living in the zone is working. Most new employment growth would be
       fueled by in-migration of new residents and through the area‟s hidden labor supply, i.e. residents who are underemployed, improve
       their job skills and seek advancements in career opportunities. However, the potential for in-migration is limited by the amount of
       available and affordable housing in Zone 7.
      WDG‟s household survey shows that almost 22% of the employed residents are underemployed, or 7,166 individuals, and there are
       4,677 residents in the zone who are not employed but would like to work if the right job were available.
      Employers we surveyed in Zone 7 listed a number of occupations for which they had difficulty recruiting trained workers. In the office
       sector, administrative assistants and customer service representatives were the occupations with the most severe shortages. All
       forms of management and supervisory occupations, from trainees to experienced, were rated as difficult to fill. Likewise, info tech
       and engineering jobs were difficult to impossible to fill. The most critical shortages appeared in production, maintenance, and
       distribution fields. Employers mentioned skilled blue-collar jobs, such as tool & die, CNC operator, and maintenance mechanics, as
       impossible to fill. The number of employers needing those skills is very small, and the size of the manufacturing talent pool in the
       zone appears small for attraction of plants needing these skills. The only production and maintenance jobs that apparently are not
       difficult to fill are janitors, hand pickers, and machine operators.
      Employers we interviewed also mentioned truck drivers as a difficult position to fill. Truck drivers with valid licenses and good safety
       records and who pass drug tests are apparently difficult to find in Kemmerer and Sweetwater County.
      The most frequently mentioned positions that posed recruiting problems for employers were in technical, managerial, and
       maintenance fields. Participants in the focus groups in Green River-Rock Springs mentioned that even large unionized employers
       had trouble recruiting unskilled workers.

      WDG‟s household survey shows that the employed zone residents are well educated with 95% having at least a high school diploma,
       42% with some post-secondary education short of a four year degree, and 23% with at least a bachelors degree. Among the under-
       employed 21% have at least a bachelors degree.
      Among the underemployed, 10% (729 residents) have specialized training or experience in each management or administration and
       construction and management. Meanwhile 8.5% (607 residents) have mining experience. The balance of the underemployed have
       skills or training in a broad spectrum of occupations.
      Among the not-employed, building trades and construction is the largest single skill set. (18% or 850 residents), followed by retail
       sales, mining and clerical/administrative skills (9% or 425 residents each).
      Workers in the oil patch do not bring their families to this part of Wyoming because of the shortage of housing and the short drilling
       season, constrained by weather and elk migrations. This eliminates spouses and teenagers from the workforce.
      Focus group participants and those interviewed by Wadley-Donovan mentioned that the labor force is not growing. In Evanston and
       Uinta County, only 125 of the graduating seniors enter the labor market. The majority (52%) go away to school, and most of those do
       not return. Likewise, the number of high school graduates in Kemmerer and south Lincoln County is dwindling over time. The last
       graduating class had 59 students, but just 10 entered the labor force. In the Rock Springs-Green River labor market, about 100 local
       graduates, out of a 500-person class, enter the local labor market. The total of high school graduates entering the labor market in
       Zone 7 was 235 in 2004, which is about the same number as entering retirement. The labor market in Zone 7 will remain static
       without an influx of immigrants. The lack of adequate housing in the zone constraints immigrants from moving to the area, however.

LABOR QUALITY
      Employers we surveyed in Zone 7 rated the basic, math, and communication skills of applicants as satisfactory. Bilingual skills
       (English & Spanish) were apparently plentiful.
      Office, manufacturing, and distribution employers in our survey, in general, did not place a high priority on computer skills. Their job
       requirements do not involve a detailed knowledge of computers. About a third of employers, however, placed a priority on
       programming skills, such as Cisco Certifications, Oracle database, SQL, and the C++ programming language.
      Employers are satisfied with the computer skills of job applicants. They apparently find a pool of IT talent in the zone that is well
       prepared for work, since they rated C++, web page languages, and Cisco certifications of applicants as highly skilled.
      Employers rated the work ethic and productivity of workers as satisfactory and comparable to other company locations. The only
       area rated as less than satisfactory was in workers‟ willingness to work overtime.
      Employers that responded to the survey suggested that turnover rates for new hires is low, with a median between 1-10% during the
       first year. Average turnover is also low at 1-5%, with low rates of absenteeism and a low rate of retirements. Participants in focus
       groups and interviews in Rock Springs-Green River gave a different picture, suggesting that both turnover and absenteeism are high
       and troubling to employers. Not all employers in that labor market that we interviewed have turnover problems, however.
      Employers in Zone 7 mentioned that few of the applicants in the local labor market are overqualified for openings.
      About half of employers had hired retirees for positions, and the opinion was unanimous that this labor pool had good aptitude, work
       ethic, and job skills.
      Employers rated the quality of area high school graduates as good. They rated the quality of Western Wyoming graduates as very
       good, which is a comparable rating to graduates of the University of Wyoming.
      Drug issues are a serious issue within Zone 7. One large, high-paying employer that we interviewed mentioned that half of applicants
       fail the drug test. Similar anecdotes were offered by other employers in focus groups. The issue seems most acute in the Sweetwater
       County subzone.

LABOR COSTS *
      Prevailing wages in Zone 7 for clerical and office positions, at both entry-level and average pay levels, fall about 10 percent below
       statewide averages. The exception appears to be in call center and customer service rep (CSR) jobs. The median wage statewide for
       CSR‟s is $22,360 versus a median of $25,158 in Zone 7.
      Wages for technical and professional jobs in Zone 7, as well as for management and supervisory jobs, are comparable to statewide
       averages. For some positions, median wages in Zone 7 are above the statewide median while lower in others. Engineers and
       technicians tend to earn more in the zone but finance, accounting, and sales reps earn lower pay. The overall differential is typically
       less than 10 percent.
      Wages in production, maintenance, and warehouse occupations are virtually identical to statewide medians, with some positions,
       such as fork lift operator, truck driver and material handler, paying above the state median, while others, such as laborer or hand
       picker, are slightly below the statewide norm. Welders are the one production occupation that pays far above the statewide median
       wage. Welders in Zone 7 earn a median wage of $41,444 versus $33,800 statewide.
      WDG‟s household survey indicates that the average expected salary for the underemployed is $39,793 and $22,649 among the not-
       employed residents who want to work.
      Employee benefits offered by area employers are strong. Employers in the zone almost universally provide life, heath, and dental
       insurance and 401(k) plans. A majority also offer optical insurance and long/short term disability. Few offer subsidized day-care.
      Most companies pay between 85-100% of insurance premiums, including costs for dependent coverage.
      Vacations are normally earned after one year of service, with a median of 10 days for hourly and 11 days for salaried workers.
       Vacation days move to 15 after five years and to 20 at 10 years of service.
      Most employers offer employee recognition programs, company sponsored events, and lunchrooms.

TRAINING AND EDUCATION
      Western Wyoming Community College in Green River had an enrollment of 2,617 and graduated 232 students in 2003 with
       associate degrees. Principal majors were General Studies (62), Elementary Education (21), Nursing (16), Business (14), and
       Engineering (10).
      The College has extension campuses in Sublette, Uinta, and Sweetwater Counties, allowing local students to avoid long daily
       commutes for classes.
      The College has cooperative agreements with Utah State, University of Wyoming, Franklin University, and Regis University that
       allows students to pursue Bachelor‟s-level classes from the Rock Springs campus. Students with majors in business or agribusiness
       can complete degrees at the Rock Springs campus.
      The zone lacks a strong academic pipeline for creating a talent pool of trained IT professionals and engineers. Just one of the 2003
       graduates from Western Wyoming had majored in computer science.
      High schools in the zone have a high graduation rate with dropout numbers below the national or state averages. Almost all of the
       high school students in the five regional school districts leave the area for post-secondary education. Few enter the labor force.
      Although most employers we surveyed do not recruit at post-secondary schools, Western Wyoming College and the University of
       Wyoming are used most frequently when employers are looking for post-secondary graduates. Western Wyoming is also a frequent
       provider of clerical employee training, although private vendors are still the preferred method for delivering clerical, production, or
       technical training. Employers rated the caliber of graduates from Western Wyoming and the University of Wyoming as “very good”
       and a notch above those of other schools in Wyoming.
      Most companies have formal in-house training programs for teaching basic, safety, and job-specific skills. Company personnel are
       used most frequently for in-house training, although on-the-job training is a frequent choice.
      Most employers we surveyed did not have a big demand for apprenticeship or co-op programs. Western Wyoming College was the
       most frequently cited source for these programs.
      Employers that participated in the survey mentioned the teaching of basic skills as the area in which high schools need the most
       improvement. The areas in which community colleges need the most improvement are in job preparedness and work ethic. Work
       ethic and critical thinking skills were the two areas for improvement cited most often for the University of Wyoming.
      Employers mentioned most frequently the need for additional training venues in truck driving and heavy equipment operation and
       maintenance.

QUALITY OF LIFE
      About 75% of workers in the Zone 7 core commute less than 30 minutes for employment, based on the latest census. Employers we
       surveyed estimated the daily commute at 20 minutes in Zone 7.
      Crime rates in the zone vary by county. Rates in Lincoln County, for both violent crime and crime against property, are far below the
       national and state averages. Uinta County has property crime rates above the state and national average, but violent crime rates that
       are far below averages for Wyoming or the US. Sweetwater County, by contrast, has rates for both property and violent crime that
       exceed the national and statewide averages.
      All parts of the zone are underserved for health care. The zone has fewer than 80 physicians to serve a zone of 20,000 square miles.
       Per capita rates are between one fourth and one half of the national average. Lincoln County is the most underserved, with 41
       physicians per 100,000 population (versus the national rate of 209). The rates in Uinta and Sweetwater County are comparable, but
       still, at 109-111 per 100,000, are half of the national average.
      The zone has four hospitals, with about 200 beds, serving residents in the three counties. The number of beds per 100,000 people,
       ranging between 200-250 per 100,000, is low by national norms (the national average is 331). The zone faces a quandary. Hospitals
       want to expand but are constrained by the supply of physicians. Wyoming lacks a medical school, so students must go to other
       states for their medical education. The state sponsors 10 students per year in surrounding states, but about 60 doctors retire every
       year. Zone 7 faces a problem attracting enough health care professionals.
      Housing availability is a critical issue throughout the zone. A shortage of housing has constrained the zone‟s ability to attract and
       keep workers. The short construction season and a lack of skilled construction tradesmen constrain contractors‟ abilities to provide
       new housing stock. The housing shortage is critical throughout the zone. In the case of Rock Springs-Green River, much of the land
       outside of city limits is owned by the Bureau of Land Management or the Union Pacific Railroad and is not available for residential
       subdivisions. Housing affordability is a serious issue in Rock Springs-Green River, where new homes, if available, cost $300,000 for
       a 2,500-square-foot structure.
      Employers we surveyed listed public and private K-12 education as “ good to very good.” Other features of quality of life that rated as
       strengths were recreation, safety from crime, the lack of a personal income tax, and lack of traffic congestion. Focus group
       participants in Evanston suggested that housing is less of an issue in their local market, with an inventory of houses in the $150,000
       range now on the market. The Evanston area has an 18-hole golf course and other urban amenities.
      Employers listed several issues in terms of quality of life in Zone 7. The issues mentioned most frequently as weaknesses were the
       lack of arts and cultural amenities, availability of housing and rentals for transferees, and the lack of health care services.
      Focus group participants suggested that it is difficult to recruit and retain outsiders to the zone. The best strategy was to recruit
       workers with local ties to the area. The lack of employment opportunities was a significant issue mentioned in interviews in Evanston.
       The lack of housing constrains workers from bringing their families to the area. This, in turn, limits retail sales and the demand for
       entertainment and restaurants.

BUSINESS CLIMATE AND OPERATING ENVIRONMENT
      Wyoming offers a low tax environment to companies in all industries. The state has no corporate or personal income tax, nor a
       corporate franchise tax. Sales taxes are moderate, with levies of 4-6% throughout the zone.
      Sales taxes are levied broadly in Wyoming on production machinery, office fixtures, computers, energy, and utility services. Custom
       software and interstate telephone calls are exempt from sales tax.
      Property tax is levied on virtually all forms of business assets except pollution control equipment and inventory. Assessment ratios
       favor residential and commercial property, as industrial properties are assessed at far higher ratios (11.5% of market value versus
       9.5% for other forms of property). Property taxes are very low throughout the zone. Effective rates vary from 0.7-0.8% of fair market
       value, which is less than a third of rates in neighboring Colorado.
      The lack of income taxes and the overall low tax environment in Wyoming reduce the range of incentives that the state offers to new
       business. Property tax exemptions and income tax credits are not available. Industrial revenue bond financing is available for
       manufacturing projects. Wyoming also offers pre-employment training at state expense. Wyoming will pre-screen and train workers
       for new jobs at no expense to the company.
      Employers we surveyed mentioned appropriate local government regulations on business and appropriate local and state permitting
       on business as the two most prominent strengths of Zone 7 in terms of its business climate. State tax policy on business was also
       mentioned frequently as a strength of Zone 7. These items were also rated as important to the success of their businesses.
      The only business climate issue rated as below average in our survey of Zone 7 employers was health care costs. This issue was
       rated as the most important cost to control for the success of businesses in Zone 7. Interviews we conducted support the findings of
       the survey. Businesses are looking for PPO options that offer the opportunity of lowering these costs.
      Employers who participated in the survey cited few weaknesses in terms of the local infrastructure for development. The single
       weakness was the cost of airfreight service. Truck service was rated as good in the zone, except that companies in Kemmerer,
       located 50 miles from the interstate, pay higher rates for interstate trucking service. The Union Pacific is the only rail carrier serving
       the area. The nearest piggyback yard for export or import shipments is in Ogden, between 100-200 miles of the major employment
       centers in Zone 7.
      Employers we surveyed were satisfied with the level of utility services in the zone. The principal strengths were in overnight package
       delivery, electric power reliability, water supply, sewer treatment capacity, and solid waste disposal services. Regulated utilities and
       government infrastructure services appear to offer better service than in other zones in which we have conducted these surveys.
       Focus group participants in Evanston mentioned that they have excess capacity in both water and sewer systems. In the case of
       Rock Springs, the city has adequate water capacity but no additional capacity for wastewater treatment.
      Pacific Power, which serves Uinta and Evanston, has ample capacity at low industrial rates. Rates in this zone are lower than in
       surrounding states (see table on next page). The Evanston area also generates 144MW of wind power.
      The availability of industrial sites and buildings varies throughout Zone 7. The Evanston area has a planned and serviced industrial
       park with vacant sites. The only vacant building over 3,000 SF in the Evanston area is an empty Wal-Mart. The Kemmerer area has

       no vacant buildings, but it does have an industrial park with rail service. While the Rock Springs-Green River area has vacant sites, it
       lacks any vacant industrial buildings.
      All of the communities have access to broadband Internet service. In the case of the Evanston area, this is a recent development.
