Training Needs Assessment:
Institution Strengthening for Reproductive Health Programs

What is the tool and why use it?


The following easy-to-use tool was designed to enable program managers and trainers to quickly assess potential training participants'
knowledge and key skill areas. While the tool was developed primarily for sexual and reproductive health program managers, other sector
development program managers can choose to complete only the section pertaining to general programmatic capacities. Both sections of
the tool contain a series of questions revealing knowledge and skills necessary for successful program design and implementation. By
focusing on the individual and average scores for each category, program planners should be able to prioritize training needs and answer
questions, such as what program content should be included, how much time should be dedicated to each training topic, and which
participants may need special attention.

Ideally, each respondent should complete the assessment individually, but where this is not feasible, the program manager can complete it
based on his/ her knowledge of staff capacities. The assessment results can be used to plan a workshop on Institution Strengthening for
RH Programs, to design cross- visits between country programs to enhance staff capabilities while using inter and intra- regional
resources, or to provide on-the-job training or opportunities for offsite professional development. Program managers and lead trainers may
decide to include RH staff from main and satellite offices and/or key partners from the Ministry of Health and other NGO's. The entire tool
or the most appropriate sections can be adapted for staff of partner organizations or others working in reproductive health in their district or
community.
