                                     Job Description

                             Administration Specialist-Loan Fund

                                                                           Department: Loan Fund
Classification: Grade B                                                   Unit: Loan Administration
Status: Non-Exempt                                       Supervisor: Loan Administration Manager

To provide general and specialized support services for Loan Fund and the Loan Fund Director. The loan
support specialist is experienced in many software programs and is very familiar with RCAC's programs
and systems. Major responsibilities include, but are not limited to: provide computer support; provide
general office support; assist with preparation of staff reports and LAPS coordination; assist with initial loan
set up; organize and prepare for the Loan Committee presentations; perform receptionist duties as needed.

Specific job goals, objectives and tasks are established for each employee as part of the annual
evaluation and work plan process. Examples of responsibilities and duties include but are not
limited to the following:

   Provide computer support – provide computer software support/instructions to staff.

   Provide departmental support – coordinate routine daily functions and provide general support to the
    Loan Fund team; create internal loan application set up; track and maintain database(s); coordinate
    loan officer assignments; work closely with Loan Fund Director on specific projects; ensure copy and
    facsimile equipment and supplies are adequately maintained; train new employees in corporate systems
    and operations to meet department goals.

 Assist with the Loan Committee responsibilities – maintain and retrieve loan files, binders and files;
    review, edit and distribute staff reports to the Loan Committee, arrange for Loan Committee meetings,
    prepare Loan Committee minutes and assist Loan Committee member as needed; become an expert
    on RCAC’s style manual and insure all RCAC documents abide by it; prepare internal/external
    documents (i.e. assist with formatting, typing, proofing and editing documents in draft and final form);
    compile appendices and attachments; organize and distribute copies to appropriate personnel.

   Perform receptionist duties as needed – act as back-up for reception desk and emergency coverage
    as needed, which includes answering phones; receiving, sorting and distributing the mail; logging
    checks; processing incoming and outgoing faxes; greeting and assisting guests; scheduling conference
    rooms; preparing outgoing mail.
Minimum Qualifications

Knowledge of:
Standard office procedures
Personal computers including word processing (preferably Word), spreadsheet (Lotus 1-2-3 and Excel)
and presentation programs
English language, grammar, spelling and punctuation

Ability to:
Use a personal computer at high-level proficiency
Use spreadsheet, database and presentation software
Type at a proficient skill level
Demonstrate a high level of customer service skills
Work with minimum supervision and handle multiple priorities simultaneously
Follow detailed instructions
Use initiative to approach troubleshooting and problem-solving alternatives
Organize and prioritize work to meet established timelines
Demonstrate excellent communication skills

Operate multi-line telephone system

Preferred Education and Experience:
A combination of experience and education is necessary to qualify for the position. A typical qualifying
combination may include:

   Two (2) years of applicable experience in finance (education may be substituted for experience).

Preferred Education:
   Associate degree (additional qualifying experience may be substituted education).

Special Requirements:

A lending background and/or knowledge of Commercial Real Estate Practices is preferred.

Possession of a valid driver’s license and proof of insurance that meets the minimum requirements
($100,000/$300,000) of RCAC’s corporate liability policy may be required when traveling for business

Christmas holiday is determined by the CEO.

Health Insurance
RCAC provides fully paid health care plans for all regular, full-time employees effective on the first of the
month following date of hire (most states). Medical benefits for regular, part-time employees are provided
on a pro rata basis for employees working more than 20 hours per week. Employees may purchase similar
coverage for members of their family. Premiums for medical benefits are allowed to be withheld pre-tax.

Dental Insurance
RCAC provides fully paid dental coverage for all regular, full-time employees effective on the first of the
month following date of hire (most states). Dental benefits for regular, part-time employees are provided on
a pro rata basis for employees working more than 20 hours per week. Employees may purchase similar
coverage for members of their family. Premiums for dental benefits are allowed to be withheld pre-tax.

Vision Insurance
RCAC provides a fully paid vision care plan for all regular, full-time employees effective on the first of the
month following date of hire (most states). Vision benefits for regular, part-time employees are provided on
a pro rata basis for employees working more than 30 hours per week. Employees may purchase similar
coverage for members of their family. Premiums for vision benefits are allowed to be withheld pre-tax.

Flexible Spending Account (FSA) Plan
RCAC allows employees to have money withheld pre-tax for un-reimbursed medical expenses and
dependent care expenses.

Sick Leave
Sick leave accrues at the rate of one day per month, to a maximum of 30 days for regular, full-time
employees. Sick leave is pro-rated for regular, part-time employees.

Vacation accrual (10 hours a month) begins the first day of month following date of hire. Each regular full-
time employee accrues 15 days of vacation per year, 18 days of vacation per year after three years, and
20 days of vacation per year after six years. No more than 30 days of vacation may be accrued. Regular,
part-time employees accrue vacation on a pro rata basis. Any exceptions to the maximum vacation accrual
must be approved by the chief executive officer.

Life Insurance
RCAC provides a $15,000 policy for employees, a $5,000 policy for spouse, and a $1,000 policy for
children at no additional cost to employees.

Short/Long Term Disability
RCAC provides a short/long term disability plan that provides regular full-time employees with 60 percent
of their gross monthly salary if unable to work due to illness at no additional cost to employees.

Other Leave
RCAC provides Bereavement Leave with pay, Maternity/Paternity Leave, Jury Duty and Military Leave.

Tax-Sheltered 403(b) Plan
Regular employees, full-time or part-time, may contribute to a tax-sheltered 403(b) plan starting the first of
the month following their date of hire.

Employee Assistance Program (EAP)
All employees can access services or resources by calling a toll-free number to help them manage issues
that affect their daily lives with complete privacy and confidentiality.

Parking Reimbursement
Employees working in the Portland, Oregon or Honolulu, Hawaii RCAC offices are eligible for parking

      The following benefits are available to employees when they have passed their
                                   introductory period.

Tax-Sheltered 403(b) Plan
RCAC will make semi-monthly deposits (the amount is determined by the RCAC board of directors) into
a tax-sheltered 403(b) plan for each regular full-time or part-time employee after the completion of the
initial introductory period (6 months).

                                             Long Term Employee Benefit

Post-Employment Medical Benefits
Employees with 10 years of service or more will receive a base amount for every complete year of service.
Employees with seven to nine years of service will receive a phased-in pro-rata share of the benefit. The
benefit is limited to a maximum of 15 years of service.
