IMPORTANT PROPOSED ADMINISTRATIVE RULE CHANGES
The following is a summary of the Oregon Physical Therapist Licensing Board’s proposed Administrative Rule
text and content changes. The detailed changes can be found on the Board’s website at www.ptboard.state.or.us.
Other then a few reference updates, there are no substantial proposed text or content changes to; Division 1,
Division 15, or Division 50.
• Proposed increase in PT annual renewal fee to $100.
• Proposed increase in PTA annual renewal fee to $65.
• Repeal of $50 fee associated with the renewal of Practice Without Referral Certification.
• Update rules to include the need for a licensee to submit current electronic mailing address to the Board.
• Update rule language to incorporate the new scores for the new Internet Based Test of English
as a Foreign Language (ibTOEFL).
• If a foreign trained applicant ever held a license in the country in which they received their education,
they must provide primary source verification of that license to the Board.
• Update the yearly renewal section to include the new requirement for completion of continuing education.
• Add a competency statement for renewal of a lapsed license.
• Remove the requirement for an application to be made under oath or affirmation.
• Update wording in prohibited treatment related tasks regarding an aide’s role in administering iontophoresis.

• Adoption of Division 35 requires completion of mandatory continuing education for the renewal of a
physical therapy practice license.
• The certification period will be a 24-month period measured from April 1 through March 31 of each even
numbered calendar year.
• The first certification period will actually be January 1, 2006 through March 31, 2008. The subsequent
certification period will be from April 1, 2008 through March 31, 2010.
• A PT must complete 24 hours of continuing education during any 24-month certification period.
• A PTA must complete 12 hours of continuing education during any 24-month certification period.
• The Board will randomly audit PTs and PTAs, upon renewal of their practice license, in even numbered
• If randomly selected for audit, a licensee will have to provide proof that they have met the CE requirements
for the period audited.
• Failure to meet the CE requirements will be a violation of Board rules, and will be subject to discipline.

• Restates under General Standards of Practice, the requirement to refer a patient to a medical provider
after 30 days of treatment.
• Update Standards for Authorization to Provide Physical Therapy Services to reflect the treatment of
patients without a referral.
• Add a new section relevant to the use of PT Students and the Standards for Treatment.
• Updates the wording for Grounds for Discipline of a Licensee to include new content and terminology
from HB 3260.
• Allows the Board to impose a sanction that could assess the reasonable costs of a proceeding under ORS
688.145 as a civil penalty. This would include the costs of the investigation, Board legal fees, and
contested case hearing costs.
• Wording added to further clarify the use of the term “Doctor” or “Dr.” by a physical therapist. This is
required due to the Board of Medical Examiners Statute which clearly identifies who can use the term
doctor. Currently, physical therapists are not included. This change can only be made by the legislature.

The Physical Therapist Licensing Board, and Board staff, would like to publicly acknowledge and thank Cathy
Zarosinski for her personal contributions to the Board, the public, and the profession.
Acting as a PT Board Member is a true commitment. It is purely by choice, and totally voluntary. There are no
large stipends or perks associated with the position. Once selected by the Governor; and confirmed by the Senate,
it is a Board Member’s responsibility to carry out the duties of the Board. The Board’s primary accountability is to
protect the public interest. The Board accomplishes this task through the licensure of physical therapy
professionals, making certain therapists practice competently and within their scope. Board Members review
complaints, deliberate over findings of facts in an investigation, and make a determination as to relevance of a
complaint to a therapist’s ability to continue to practice competently.
Cathy Zarosinski was selected as a Board Member in September of 1997. Cathy served the maximum two four
year terms. In June of 2000 Cathy was elected Board Chair and continued to serve as Board Chair until the
expiration of her second term in September 2005.
Cathy’s eights years of invaluable volunteer service to this Board and the community is greatly appreciated and
stands out as a true tribute to the profession and to her as an individual. The Board and Board staff will miss
Cathy’s intuitive presence on the Board and we wish her a future full of much luck, success and happiness.

On October 27, 2005, the Oregon Senate confirmed the appointment of Steve Alstot, PT, to the
Oregon Physical Therapist Licensing Board. Steve graduated from Northwestern University in
1987 and is part-owner of Proactive Sports and Orthopedic Physical Therapy.
Steve is a practicing clinician who brings a great deal of hands-on experience to the Board. He
has served on two Board administrative rules committees and he is active in the OPTA .

Do you know the rules regarding address changes ?
OAR 848-005-0030 requires all licensees to notify the Board, in writing, within 30 days of any change in home
address, mailing address, telephone number or work information. Beginning January 1, 2006, this rule will also
include any change in e-mail address. Changes can be faxed or e-mailed to the Board. When submitting an
address change, be sure to clearly indicate which address you are changing (mailing, home, or work). All
written changes must be submitted to the Board directly from the licensee Licensees should not rely on the
“change of address” cards from the US Postal Service. Change of address forms are available on the Board
website, www.ptboard.state.or.us. On the main menu, click on “forms:” A name change form is also available.
License renewal applications will be mailed out during the first week of January 2006. To ensure timely receipt
of your renewal application, please be sure the Board has your current mailing address. Failure to receive a
renewal application is not a valid excuse for neglecting to renew your license. If you do not receive a renewal
application by the beginning of February, 2006, please contact the Board office.
